What does it mean to be secure? In the global news, we hear stories daily about the wars in Iraq and Afghanistan, about domestic-level conflicts around the world, about the challenges of cybersecurity and social security. This broad list highlights the fact that security is an idea with multiple meanings, but do we all experience security issues in the same way? In this book, Nicole Detraz explores the broad terrain of security studies through a gender lens. Assumptions about masculinity and femininity play important roles in how we understand and react to security threats. By examining issues of militarization, peacekeeping, terrorism, human security, and environmental security, the book considers how the gender-security nexus pushes us to ask different questions and broaden our sphere of analysis. Including gender in our analysis of security challenges the primacy of some traditional security concepts and shifts the focus to be more inclusive. Without a full understanding of the vulnerabilities and threats associated with security, we may miss opportunities to address pressing global problems. Our society often expects men and women to play different roles, and this is no less true in the realm of security. This book defines the relationship between gender and international security, analyzing and critiquing international security theory and practice from a gendered perspective. Gender issues have an important place in the international security landscape, but have been neglected both in the theory and practice of international security. The passage and implementation of UN Security Council Resolution 1325 (on Security Council operations), the integration of gender concerns into peacekeeping, the management of refugees, post-conflict disarmament and reintegration and protection for non-combatants in times of war shows the increasing importance of gender sensitivity for actors on all fronts in global security. This book aims to improve the quality and quantity of conversations between feminist security studies and security studies more generally, in order to demonstrate the importance of gender analysis to the study of international security, and to expand the feminist research program in Security Studies. The chapters included in this book not only challenge the assumed irrelevance of gender, they argue that gender is not a subsection of security studies to be compartmentalized or briefly considered as a side issue. Rather, the contributors argue that gender is conceptually, empirically, and normatively essential to studying international security. They do so by critiquing and reconstructing key concepts of and theories in international security, by looking for the increasingly complex roles women play as security actors, and by looking at various contemporary security issues through gendered lenses. Together, these chapters make the case that accurate, rigorous, and ethical scholarship of international security cannot be produced without taking account of women’s presence in or the gendering of world politics. This book challenges the conventional security-based international policy frameworks that have developed for dealing with HIV/AIDS during and after conflicts, and examines first-hand evidence and experiences of conflict and HIV/AIDS. Since the turn of the century international policy agenda on security have focused on HIV/AIDS only as a concern for national and international security, ignoring people’s particular experiences, vulnerabilities and needs in conflict and post-conflict contexts. Developing a gender-based framework for HIV/AIDS-conflict analysis, this book draws on research conducted in Burundi to understand the implications of post-conflict demobilization and reintegration policies on women and men and their vulnerability to HIV/AIDS. By centring the argument on personal reflections, this work provides a critical alternative method to engage with conflict and HIV/AIDS, and a much richer understanding of the relationship between the two. The United Nations Security Council, in 2000, unanimously passed a resolution calling for women’s increased participation in conflict prevention and peacebuilding, as well as their protection during conflict. This marked the first time that the UN Security Council explicitly addressed gender issues in ‘conflict’ and ‘post-conflict’ situations. But what difference has this international agenda on ‘Women, Peace and Security’ made to women’s lives on the ground and to the governance of international peace and security? This volume provides a critical evaluation of the mainstreaming of gender issues in matters of international peace and security resulting from the passage of Resolution 1325 in 2000. It considers how this agenda actually plays out in different contexts, and with what implications for women’s activism and for peace and security. The picture that emerges is not uniform, obliging us to reconsider the links between gender, conflict, different visions of peace and, consequently, different projects of peacebuilding. Fifteen years after the adoption of UN Security Council Resolution 1325 which establishes the Women, Peace and Security agenda, there is now a need to assess the impacts of gender equality efforts, and to understand why and how gender equality reforms have advanced to the extent that they have. This book examines how international peace and security is re-envisioned from a gender perspective by mostly focusing on the nuances presented by the Asia Pacific region. It argues that despite the diversity of political, socio-cultural and economic systems in the Asia Pacific, women and girls in the region continue to experience similar forms of insecurities. Several countries in the Asia Pacific have demonstrated relative peace and stability. In addition, women’s leadership and participation in peacebuilding are and continue to be increasingly recognized in the region too. However, as the chapters in this book demonstrate, applying a critical gender analysis allows for the interrogation of ‘veneers’ of political order which can then mask or normalise everyday gendered insecurities. The analysis of country cases such as Myanmar, Cambodia and Fiji underscores a rethinking of the political order in the Asia Pacific which leaves existing gender inequalities intact. The rapid growth of internet, digital, social media and mobile users in Southeast Asia has increased the possibility of cyber misuse. How do understandings of the relationships between gender, violence, security and the international inform policy and practice in which these notions are central? What are the practical implications of basing policy on problematic discourses? In this highly original poststructural feminist critique, the author maps the discursive terrains of institutions, both NGOs and the UN, which formulate and implement resolutions and guides of practice that affect gender issues in the context of international policy practices. The author investigates UN Security Council Resolution 1325, passed in 2000 to address gender issues in conflict areas, in order to examine the discursive construction of security policy that takes gender seriously. In doing so, she argues that language is not merely descriptive of social/political reality but rather constitutive of it. Moving from concept to discourse, and in turn to practice, the author analyses the ways in which the resolution's discursive construction had an enormous influence over the practicalities of its implementation, and how the resulting tensions and inconsistencies in its construction contributed to its failures. The book argues for a re-conceptualisation of gendered violence in conjunction with security, in order to avoid partial and highly problematic understandings of their practical relationship.
