The legal, social, and economic implications of the information society permeate every fiber of public life in the real world, influencing politics and policies and testing the limits of traditional notions of law, concepts of regulations, and systems of governance. Uniting an impressive array of authors, this book broaches the challenges of internet governance in the information society. Internet Governance: Origins, Current Issues, and Future Possibilities deals with Internet governance and includes computer history, Internet beginnings, institutions and stakeholders, proposed models of governance, and human rights. The concept of Internet governance covers an exceptionally complex and rapidly changing field of norms and rules. Its origins and conflicts engage many disciplines and give rise to technical standards with contributions from a wide range of stakeholders. At the same time, the Internet has increasingly become the dominant reality for all the information processing industries. The ultimate goal of the book is to establish a foundation for identifying a new model of governance for the Internet. In doing so, the book honors the efforts of previous scholars who have considered and proposed other models for the governance of the Internet. The next two chapters discuss the evolution of that debate over the last twenty years. The final two discuss the present and future ramifications of the debate and include the author’s attempts to sketch a practical plan for a new concept of Internet governance. This book provides an introductory, multidisciplinary account of the forces at work in the evolving concept of internet governance for scholars in the information studies fields, including computer, information and library science. The design and governance of the internet has become one of the most pressing geopolitical issues of our era. The stability of the economy, democracy, and the public sphere are wholly dependent on the stability and security of the internet. Revelations about election hacking, facial recognition technology, and government surveillance have gotten the public's attention and made clear the need for scholarly research that examines internet governance both empirically and conceptually. In this volume, scholars from a range of disciplines consider research methods, theories, and conceptual approaches in the study of internet governance.

This book has shown that Internet governance is already taking place in a variety of localized international regimes, each driven by a distinct politics. While any sweeping global governance regime for the Internet simultaneously raises dangers of intrusive over centralization and irrelevance, we think that the problems, loopholes, and unsavory politics associated with certain aspects of the existing evolution of governance makes it worthwhile to take a more comprehensive look at the system as a whole. The book also created a framework for the identification of public policy issues associated with Internet governance, and looked in greater detail at four specific areas of policy.

The information society is a key issue in everyday life and a phenomenon enc- passing social, cultural, economic, and legal facettes. Currently, an information society’s legal framework is gradually crystallizing under the newly introduced term of “Internet governance”. During the last few years, intensive discussions about the contents of Internet governance have addressed manifold aspects of a possible regulatory regime. In light of the general comprehension that an international treaty structure is mi- ing and that self-regulation as a normative model does not sufce in all respects, new architectural and constitutional theories have been developed; furthermore, the international body of the Internet Governance Forum (IGF) came to life. N- withstanding the available literature on IGF, however, a thorough and systematic study sheding light on the main topics of Internet governance (such as legitimacy, transparency, accountability, and participation) and on the key regulatory issues (for example critical Internet resources, access, protection of civil liberties/- man rights, realization of security, safety and privacy standards, as well as the overcoming of the digital divide) from a legal perspective is not yet at hand. The present publication aims at discussing these legal challenges. This book has benefted from many inputs and encouragements from colleagues that I am deeply grateful for. This book is compiled of selected proceedings from the "Landscapes" Conference held at Turku University, Finland, in July 2005. The themes chosen for the conference – philosophy, ethics and sociological aspects, culture and education; social aspects; politics and regulation; economics and work; technology and emerging technologies – represent many of the perspectives from which to view this landscape. The papers illustrate the diverse impacts of the information society and the changing paradigms within education, law, health care, the workplace and on future societal infrastructures through research initiatives and the development of new technologies. In this book, IFIP WG9.2 has attempted to capture the new ‘emerging landscape’ of the Information Society. A picture of profound technological and social change emerges from this holistic approach. It offers a key to understanding the ramifications of computer technologies within the information society, and of the social accountability of all those who work with and are affected by them.

This volume honors the professional life of Jacques Berleur. He is known for his extensive work within the IFIP community to expose the nature of the ethical dilemmas of a society increasingly reliant on complex ICT infrastructures, to raise awareness of the social challenges this poses, and to influence action compatible with the ethical values of western democracy.

A welcome addition to Palgrave's Global Media Policy and Business series, Internet Governance and the Global South documents the role of the global south in Internet policymaking and challenges the globalization theories that declared the death of the state in global decision-making. Abu Bhuiyan argues that the global Internet politics is primarily a conflict between the states - the United States of America and the states of the global south - because the former controls Internet policymaking. The states of the global south have been both oppositional and acquiescing to the sponsored policies of the United States on Internet issues such as digital divide, multilingualism, intellectual property rights and cyber security. They do not oppose the neoliberal underpinnings of the policies promoted by the United States, but ask for an international framework to govern the Internet so that they can work as equal partners in setting norms for the global Internet.

This book explores a society currently being transformed by the influence of advanced information technology, and provides insights into the main technological and human issues and a holistic approach to inclusion, security, safety and, last but not least, privacy and freedom of expression. Its main aim is to bridge the gap between technological solutions, their successful implementation, and the fruitful utilization of the main set of e-Services offered by governments, private institutions, and commercial companies. Today, various parameters actively influence e-Services’ success or failure: cultural aspects, organisational issues, bureaucracy and workflow, infrastructure and technology in general, user habits, literacy, capacity or merely interaction design. The purpose of this book is to help in outlining and understanding a realistic scenario of what we can term e-Citizenry. It identifies today’s citizen, who is surrounded by an abundance of digital services, as an “e-Citizen” and explores the transition from their traditional role and behaviour to new ones. The respective chapters presented here will lay the foundation of the technological and social environment in which this societal transition takes place.
