Susi offers a novel non-coherence theory of digital human rights to explain the change in meaning and scope of human rights rules, principles, ideas and concepts, and the interrelationships and related actors, when moving from the physical domain into the online domain. The transposition into the digital reality can alter the meaning of well-established offline human rights to a wider or narrower extent, impacting core concepts such as transparency, legal certainty and foreseeability. Susi analyses the 'loss in transposition' of some core features of the rights to privacy and freedom of expression. The non-coherence theory is used to explore key human rights theoretical concepts, such as the network society approach, the capabilities approach, transversality, and self-normativity, and it is also applied to e-state and artificial intelligence, challenging the idea of the sameness of rights. This book addresses the complex issue of global Internet governance by focusing on its implementation in Malaysia and Singapore. The authors draw insights, identify, revisit and flesh out the discourses circulating since the 1990s and pitch them against global internet governance concerns. Internet governance, thought managed domestically/nationally, is a global issue. It is at the heart of how the internet works yet remains hidden within the 'black box' of governance language. While several scholars have entered the fray in recent years, especially in the past decade, very few of them are aware that the Malaysian and Singaporean governments have in fact been at the forefront of Internet regulatory strategies from the early 1990s. The book identifies, revisits and gives flesh to some of the discourses circulating in Southeast Asia at the time and pitches it against current governance concerns. Readers of this book will understand how and why Malaysia and Singapore are important contributors to the issue of internet governance. This book provides a governance perspective on China’s digital authoritarianism by examining the political and institutional dynamics of the country’s internet sector in a historical context. Using leading theories of authoritarian institutions, it discusses China’s approach to the internet and methods of implementation in terms of party-state institutions and policy processes. Digital sovereignty has become a hotly debated concept. In 2003 and again in 2005, the international community was called by the United Nations to take part in a World Summit on the Information Society (WSIS). This two-phased summit placed an unprecedented global spotlight on information and communication issues. At the same time, the WSIS represented a grand experiment in global governance: the active participation of non-governmental stakeholders in the development of public policies at the international level. Digital Solidarities, Communication Policy and Multi-stakeholder Global Governance examines the actors, structures and themes that shaped the WSIS with a particular focus on the role played by civil society. The book investigates how civil society self-organization has continued post-WSIS through the Internet Governance Forum (IGF) and other policymaking venues, and reflects on what the WSIS experience reveals about the challenges and opportunities embedded in the notion of multi-stakeholder governance and its implications for understanding global communication.
