The Asian Development Bank (ADB) is committed to mainstream gender equality approaches in all sectors of its operations. This publication assesses the nexus between gender inequalities, HIV spread, and infrastructure development. A desk review and comparative analysis of existing infrastructure sector policies, legal and regulatory frameworks related to HIV prevention in Cambodia, the People's Republic of China, India, Papua New Guinea, and Tajikistan identifies factors which may contribute to promote an effective response to the epidemic. The assessment of and field visits in selected ADB transport project sites identified promising practices for a more sustainable and gender-inclusive response to the epidemic.

This tool kit assists staff and consultants of the Asian Development Bank (ADB) in conceptualizing and designing gender-responsive projects in the energy sector. It guides users in key questions to be asked and data to be collected during project preparation. It also offers a menu of entry points in designing project outputs, activities, inputs, indicators, and targets that integrate key gender issues identified during the gender analysis. The tool kit is broken down into key subsectors of ADB's energy sector investments---transmission and distribution, rural electrification, energy efficiency, and renewable energy. Case studies from ADB energy projects have been included to illustrate good practices in mainstreaming gender in energy sector.

This revised edition offers updated information and an expanded range of tools to support ADB staff and stakeholders to implement participatory approaches effectively. The updated content reflects ADB's new business processes and highlights key opportunities for participation in policy dialogue and throughout the project cycle, and advises on methods and approaches, as well as pitfalls to avoid. The ADB Cooperation Fund for Fighting HIV/AIDS in Asia and the Pacific benefitted from a $19.2 million grant from the Government of Sweden with the goal of assisting ADB's developing member countries meet their commitment to Millennium Development Goal 6, target 6A: to have halted by 2015 and begun to reverse the spread of HIV. The objective of the fund was to support these countries to develop a comprehensive AIDS response; enable them to partner with ADB in areas that play to the bank's strategic value and advantages; and particularly to benefit subregions, countries and communities that are most vulnerable to HIV.This report summarizes the experiences and lessons learned of the Cooperation Fund.

As the HIV epidemic moves into its fourth decade, it is clear that the global response has failed to adequately address the needs of a wide range of vulnerable populations and groups. Chief among these are gay, bisexual and other men who have sex with men, and transgender persons, who globally face the disproportional burden of HIV infection. This volume rethinks HIV prevention and health promotion for sexual and gender minorities – in both the industrialised societies of the West, as well as in the developing nations of the Global South. The chapters it contains offer a critical analysis of past and present HIV research employing categories to designate gay and other men who have sex with men, transgender persons, and/or other persons and communities with diverse gender and sexual identities. Contributors question the politics of many of the existing classifications and categories in HIV research and argue for a more sophisticated analysis of gender and sexual diversity in order to tackle the social and political barriers that impede the design of successful HIV prevention and health promotion approaches.
