The publication Inward Visions: Caribbean Governance and Development offers a selection of papers that seek to pull together into a coherent framework the linkages of progress of our Caribbean society. Th e Most Honourable Professor Sir Kenneth, former Governor-General of Jamaica, is a well known and respected Caribbean academic who utilised the skills of his profession to analyse the main factors leading to the success of the Caribbean Integration process. Professor Sir Kenneth joined his academic work to a passion for education and has held positions of Chairman of the Caribbean Examination Council(CXC), Pro Vice Chancellor and Principal, UWI, Chancellor, University College of the Caribbean and Deputy Secretary-General, Caribbean Community. He is currently a Distinguished Research Fellow of the University of the West Indies. Myrtle Veronica Chuck-A-Sang, M.A. has co-edited several publications with Professor Sir Kenneth Hall on a range of issues relating to Caribbean Regional integration and International Relations. She was the former Director of the UWICARICOM Institutional Relations Project, Caribbean Community Secretariat and is currently the Editor and Managing Director of the Integrationist, Editor of the Integration Quarterly and Company Secretary, Caribbean Fellowship Inc.

The essays in this collection illuminate both the processes of change and the negative reactions that they frequently elicited Yucatan has been called “a world apart”—cut off from the rest of Mexico by geography and culture. Yet, despite its peripheral location, the region experienced substantial change in the decades after independence. As elsewhere in Mexico, apostles of modernization introduced policies intended to remold Yucatan in the image of the advanced nations of the day. Indeed, modernizing change began in the late colonial era and continued throughout the 19th century as traditional patterns of land tenure were altered and efforts were made to divest the Catholic Church of its wealth and political and intellectual influence. Some changes, however, produced fierce resistance from both elites and humbler Yucatecans and modernizers were frequently forced to retreat or at least reach accommodation with their foes. Covering topics from the early 19th century to the late 20th century, the essays in this collection illuminate both the processes of change and the negative reactions that they frequently elicited. The diversity of disciplines covered by this volume—history, anthropology, sociology, economics—illuminates at least three overriding challenges for study of the peninsula today. One is politics after the decline of the Institutional Revolutionary Party: What are the important institutions, practices, and discourses of politics in a post-postrevolutionary era? A second trend is the scholarly demystification of the Maya: Anthropologists have shown the difficulties of applying monolithic terms like Maya in a society where ethnic relations are often situational and ethnic boundaries are fluid. And a third consideration: researchers are only now beginning to grapple with the region’s transition to a post-henequen economy based on tourism, migration, and the assembly plants known as maquiladoras. In this timely study, Batra examines contemporary drama from India, Jamaica, and Nigeria in conjunction with feminist and incipient queer movements in these countries. Postcolonial drama, Batra contends, furthers the struggle for gender justice in both these movements by contesting the idea of the heterosexual, middle class, wage-earning male as the model citizen and by suggesting alternative conceptions of citizenship premised on working-class sexual identities. Further, Batra considers the possibility of Indian, Jamaican, and Nigerian drama generating a discourse on a rights-bearing conception of citizenship that derives from representations of non-biological, non-generational forms of kinship. Her study is one of the first to examine the ways in which postcolonial dramatists are creating the possibility of a dialogue between cultural activism, women’s movements, and an emerging discourse on queer sexualities.

Technocratic Visions examines the context and societal consequences of technologies, technocratic governance, and development in Mexico, home of the first professional engineering school in the Americas. Contributors focus on the influential role of engineers, especially civil engineers, but also mining engineers, military engineers, architects, and other infrastructural and mechanical technicians. During the mid-nineteenth century, a period of immense upheaval and change domestically and globally, troubled governments attempted to expand and modernize Mexico’s engineering programs while resisting foreign invasion and adapting new Western technologies to existing precolonial and colonial foundations. The Mexican Revolution in 1910 greatly expanded technocratic practices as state agents attempted to control popular unrest and unify disparate communities via science, education, and infrastructure. Within this backdrop of political unrest, Technocratic Visions describes engineering sites as places both praised and protested, where personal, local, national, and global interests combined into new forms of societal creation; and as places that became centers of contests over representation, health, identity, and power. With an eye on contextualizing current problems stemming from Mexico’s historical development, this volume reveals how these transformations were uniquely Mexican and thoroughly global.

The events and processes that have taken place in the last decade in South America have given way to one of the most interesting regional phenomena under a global crisis and within a changing world order. From the traditional status of Washington ́s backyard and reign of economic and political stability, South America has increasingly turned into a region marked by a heterodox development in the light of other dominant regional tendencies of development-the European Union, NAFTA and the Asia Pacific. The political economic nature of the new South American regionalism (NSAR) is far from echoing the dominant interpretations about it, which reflects the major regional projects today. Given the reach and scope of the existing literature on the topic of the NSAR, there is an important gap concerning its academic exploration in relation to its nature of development, political economic complexity, challenges and orientations. In this sense, this book explores, from a wider and pluralist political economic perspective, the developmental dimensions of the NSAR within a changing hemispheric and world order in transformation. It analyses a set of specific debates: regionalism in the Americas then and now; social and economic development and regional integration; and organized crime, intelligence and defence. An in depth and critical reflection on the complex and heterogeneous path of regionalization taking place in South America from different perspectives and in key issues of regional development.
