This book explores the ideological rivalry which is fuelling political instability in Muslim polities, discussing this in relation to Pakistan. It argues that the principal dilemma for Muslim polities is how to reconcile modernity and tradition. It discusses existing scholarship on the subject, outlines how Muslim political thought and political culture have developed over time, and then relates all this to Pakistan’s political evolution, present political culture, and growing instability. The book concludes that traditionalist and secularist approaches to reconciling modernity and tradition have not succeeded, and have in fact led to instability, and that a revivalist approach is more likely to be successful.

This book examines the political dimension of Islam in predivided Pakistan (1947-1971), one of the first new Muslim nations to commit itself to an Islamic political order and one in which the national debate on Islamic, political, and ideological issues has been the most persistent, focused, and rich of any dialogues in the contemporary Muslim world. Nasim Jawed draws on the findings of a survey he conducted among two influential social groups—the ulama (traditional religious leaders) and the modern professionals—as well as on the writings of Muslim intellectuals. Grounded in the Weberian tradition, Islam and Democracy in South Asia: The Case of Bangladesh presents a critical analysis of the complex relationship between Islam and democracy in South Asia and Bangladesh. The book posits that Islam and democracy are not necessarily incompatible, but that the former has a contributory role in the development of the latter. Islam came to Bengal largely by Sufis and missionaries through peaceful means and hence a moderate form of this religion got rooted in the society. Both militant Islam and militant secularism are equal threats to democracy and pluralism. Like democracy, political Islam has many faces. Political Islam adhering to democratic norms and practices, what the authors call “democratic Islamism,” unlike “militant Islamism,” is not anti-democratic. The book shows that the suppression of democracy and human rights creates avenues for the consolidation of militant Islamism, orthodox Islam, and “Islamic” terrorism, while the “fair play” of democracy results in the decline of anti-democratic form of political Islam.

The Islamic State in the Post-Modern World is a study of the political development of Pakistan. This study consists of three parts. The first addresses the concept of the 'state' as it has evolved historically. The approach is comparative and involves a brief review of Islamic political theory. The second part of this section is the modern state, i.e., the Westphalian model. The territorial state is still the standard although it has been evolving in new directions for some time. The second section focuses on the creation of Pakistan as an experiment in bridging the gulf between the demands of the modern state and the philosophical-spiritual attraction of the Islamic model. In addition to constitutional issues, the discussion also includes political forms, i.e., the machinery of daily government and the appropriateness of democratic methods, elections, legislative process, and political parties, to achieve Islamic ends. The third part considers international issues from the beginning of the twenty-first century especially the conflicts in Iraq and Afghanistan. Despite its 'partnership' role with the US in the war on terror, Pakistan has been consistently marginalized. Pakistan’s problems are exacerbated by the conflict over Kashmir, a vestigial remnant of Pakistan’s continuous, and largely unsuccessful, efforts at self-identification.

This handbook examines Pakistan’s 70-year history from a number of different perspectives. When Pakistan was born, it did not have a capital, a functioning government or a central bank. The country lacked a skilled workforce. While the state was in the process of being established, eight million Muslim refugees arrived from India, who had to be absorbed into a population of 24 million people. However, within 15 years, Pakistan was the fastest growing and transforming economy in the developing world, although the political evolution of the country during this period was not equally successful. Pakistan has vast agricultural and human resources, and its location promises trade, investment and other opportunities. Chapters in the volume, written by experts in the field, examine government and politics, economics, foreign policy and environmental issues, as well as social aspects of Pakistan’s development, including the media, technology, gender and education. Shahid Javed Burki is an economist who has been a member of the faculty at Harvard University, USA, and Chief Economist, Planning and Development Department, Government of the Punjab. He has also served as Minister of Finance in the Government of Pakistan, and has written a number of books, and journal and newspaper articles. He joined the World Bank in 1974 as a senior economist and went on to serve in several senior positions. He was the (first) Director of the China Department (1987–94) and served as the Regional Vice-President for Latin America and the Caribbean during 1994–99. He is currently the Chair of the Board of Directors of the Shahid Javed Burki Institute of Public Policy at NetSol (BIPP) in Lahore. Iftekhar Ahmed Chowdhury is a career Bangladeshi diplomat and former Minister of Foreign Affairs in the Government of Bangladesh (2007–08). He has a PhD in international relations from the Australian National University, Canberra. He began his career as a member of the civil service of Pakistan in 1969. Dr Chowdhury has held senior diplomatic positions in the course of his career, including as Permanent Representative of Bangladesh to the United Nations in New York (2001–07) and in Geneva (1996–2001), and was ambassador to Qatar, Chile, Peru and the Vatican. He is currently a visiting senior research fellow at the Institute of South Asian Studies, National University of Singapore. Asad Ejaz Butt is the Director of the Burki Institute of Public Policy, Lahore, Pakistan.

Islamization is commonly seen as the work of Islamist movements who have forced their ideology on ruling regimes and other hapless social actors. There is little doubt that ruling regimes and disparate social and political actors alike are pushed in the direction of Islamic politics by Islamist forces. However, Islamist activism and its revolutionary and utopian rhetoric only partly explain this trend. Here, Nasr argues that the state itself plays a key role in embedding Islam in the politics of Muslim countries. Focusing on Malaysia and Pakistan, Nasr argues that the turn to Islam is a facet of the state's drive to establish hegemony over society and expand its powers and control.
