First Published in 2001. This volume contains the proceedings of the international colloquium held by the IAS Project in October 1999. These papers deal with the modem and contemporary history of Central Eurasia, for a comprehensive reflection on various phenomena that led to a political valuation of Islam under non-Muslim domination, whether Russian or Chinese, since the beginning of the 18th century. A comparative approach to the current situations in the Russian Federation and the newly independent states of Central Asia has allowed us to study the various modes of the political instrumentalization of Islam, by both political power and opposition, in such various areas as the Ferghana Valley in Uzbekistan and the Volga-Urals region of Russia.

Russia is not only vast, it is also culturally diverse, the core of an empire that spanned Eurasia. Adeeb Khalid offers the first extended examination of cultural debates in Central Asia during Russian rule. With the Russian conquest in the 1860s and 1870s the region came into contact with modernity. The Jadids, influential Muslim intellectuals, sought to safeguard the indigenous Islamic culture by adapting it to the modern state. Through education, literacy, use of the press and by maintaining close ties with Islamic intellectuals from the Ottoman empire to India, the Jadids established a place for their traditions not only within the changing culture of their own land but also within the larger modern Islamic world. Khalid uses previously untapped literary sources from Uzbek and Tajik as well as archival materials from Uzbekistan, Russia, Britain, and France to explore Russia's role as a colonial power and the politics of Islamic reform movements. He shows how Jadid efforts paralleled developments elsewhere in the world and at the same time provides a social history of the Jadid movement. Since the collapse of the Soviet Union, both the Russian state and Russia's Muslim communities have struggled to find a new modus vivendi in a rapidly changing domestic and international socio-political context. At the same time as Islamic religious belief and practice have flourished, the state has become increasingly concerned about the security implications of this religious revival, reflecting and responding to a more general international concern over radicalised political Islam. This book examines contemporary developments in Russian politics, how they impact on Russia's Muslim communities, how these communities are helping to shape the Russian state, and what insights this provides to the nature and identity of the Russian state both in its inward and outward projection. The book provides an up-to-date and broad-ranging analysis of the opportunities and challenges confronting contemporary Muslim communities in Russia that is not confined in scope to Chechnya or the North Caucasus, and which goes beyond simplistic characterisations of Muslims as a 'threat'.
