Peace support operations are one of the most important tools in the foreign policy of Western democracies. This book is a study of Italian military operations in the last twenty years. Italy's operations are examined through an analysis of parliamentary debates and interviews with leading policy-makers.

ItalyÆs Foreign Policy in the Twenty-First Century: The New Assertiveness of an Aspiring Middle Power, edited by Giampiero Giacomello and Bertjan Verbeek, shows how changes in ItalyÆs international and domestic environment since the early 1990s have affected ItalyÆs foreign policy and raised its aspiration to become, and be treated as, a middle power. The contributors theoretically engage with both rationalist and constructivist accounts of middle-power. They reveal that the end of the Cold War, the advent of globalization, and the rise in institutionalized regional cooperation have increased ItalyÆs freedom to maneuver. At the same time, however, these changes have decreased ItalyÆs policy freedom as a result of delegation of policy competencies to the European Union and the need for cooperation in a globalized world. Domestic changes, notably the transition from the First to the Second Republic and the transformation of political leadership under Prime Minister Silivio Berlusconi, have altered the way domestic politics is played out in foreign policy. Rather than adopting the more common focus on ItalyÆs bilateral relations with other counties or regions, this collection centers on actors, issues and policy instruments in vital areas of ItalyÆs foreign policy. In addition, it discusses the search for ItalyÆs position in global affairs and emphasized the importance of leadership styles, domestic political agendas, and party rhetoric in determining ItalyÆs foreign policy. As Giacomello and VerbeekÆs volume demonstrates, consistency with such strategic prescription has always been a problematic undertaking for various Italian governments. Book jacket.

Participation in international peace operations has become a key component of the foreign policy strategy of many countries worldwide. Italy and China have been, and are currently, involved in various efforts to maintain and promote international peace and security, including Peacekeeping Operations (PKOs). This book offers a description of the two countries’ engagement in international peace operations, analyzing it through the lenses of law, sociology, history, and politics. The specific experiences of Italy and China provide an excellent opportunity for comparing and contrasting how and why foreign powers intervene in the name of peace. At the same time, this book focuses on a number of crucial challenges PKOs are currently facing (training of personnel, ensuring accountability, effectively assisting war-torn States in their rehabilitation effort), and tries to explain how Italy, China, and other international actors are trying to respond to the many dilemmas and contradictions of postwar peace. Contributors include academics from a wide range of disciplines and interests, diplomats, and practitioners involved in international peace operations.

This book investigates the connection between tightening mobilization constraints and the use of PMSCs in the United States, the United Kingdom, and Italy. Drawing on neoclassical realism and institutionalist theory, it conceptualizes democracies’ use of private military and security companies (PMSCs) as an attempt to circumvent the tightening constraints on the mobilization of military power. The use of private military contractors is less subjected to parliamentary restrictions and less visible to public opinion than the deployment of soldiers. Rather than cheaper in financial terms, PMSCs are therefore politically cost-effective, as they enable decision-makers to minimize the institutional obstacles on conducting military operations and the electoral costs attached thereto. The need to reduce the ex ante hurdles and the ex post costs of military deployments fills the blind spots of alternative explanations for the use of PMSCs based on effectiveness, ideology, and organizational interests.

This volume provides the first geographically and thematically comprehensive study of the evolution and current state of the national security and defence policies, strategies, doctrines, capabilities, and military operations, as well as the alliances and security partnerships, of European armed forces.

European armed forces have undergone deep changes in the past two decades. Given the breadth of the debate and the size of transformations that took place, it is somewhat surprising that relatively few academic studies have directly dealt with changes in force structure of European militaries, and the Italian armed forces in particular. The focus of this book is the organizational dimension of the restructuring of armed forces through 3 different lenses: doctrine and strategic framework, budget and resource allocation, and force structure and deployment. The key issues addressed relate to how these factors interact in shaping transformation. Of particular interest is the theme of learning, which is how armed forces endogenize change in the short and long run. This study provides valuable insights into the extent to which armed forces manage to adapt to the emerging strategic and operational challenges they have to face and to illustrate the weight of institutional legacies, resource constraints and inter-organizational learning in shaping transformation. Focusing on the Italian case in comparative perspective and based on a large variety of military operations from airstrikes to peacekeeping and counterinsurgency, the book provides an innovative viewpoint on military transformation and significantly contributes to our understanding of contemporary security that is deeply shaped by the lessons learnt in Afghanistan, Lebanon, Iraq and Libya.

This book sets out to explain the foreign policy of Italian Prime Minister Matteo Renzi (February 2014 to December 2016). It offers a unique analytical framework to make sense of Renzi’s foreign policy: the domestically-focused outsider. It argues that to untangle Renzi’s foreign policy one must first understand that his clear priority was enacting domestic economic and political reforms. Domestic focus means that Renzi made foreign policy decisions with a sensitivity to public opinion and party unity. The book also argues that Renzi’s status as an outsider in Italian politics—having previously served only as the mayor of Florence—provides critical insight into his foreign policy. Renzi was prone to skepticism of the establishment and dramatic, symbolic gestures rather than patient coalition building. The book applies this framework to the five most important foreign policy issues Renzi’s government faced: migration, finance and the EU, Russia, ISIL, and Libya. The book’s analysis of the cases benefits from over twenty elite interviews, including those with senior members of Renzi’s government.

This book investigates counterterrorism responses from a strategic-culturalist perspective, focusing on France and Italy in the post-9/11 era. Terrorism occupies a predominant space within contemporary political debate across all European countries. Recent attacks in Europe have raised many questions about the status of counterterrorism structures within European countries, revealing a wide range of practical as well as discursive security implications. This work provides an original contribution to the understanding of counterterrorism by asking how values, norms, and a shared sense of identity matter in policy dynamics. It explores and assesses which cultural elements are relevant for the fight against terrorism and investigates the impact which these elements can have on practical approaches to terrorism. Despite the current attention to terrorist attacks in Europe, the cases of France and Italy in counterterrorism affairs are particularly overlooked by the existing literature; this book analyses, questions, and examines the strategy of these two countries through the instruments offered by the culturalist approaches to strategy. Italy from Crisis to Crisis seeks to understand Italy’s approach to crises by studying the country in regional, international, and comparative context. Without assuming that the country is abnormal or unusually crisis-prone, the authors treat Italy as an example from which other countries might learn. The book integrates the analysis of domestic politics and foreign policy, including Italy’s approach to military interventions, energy security, economic relations with the European Union (EU), and to the NATO alliance, and covers a number of issues that normally receive little attention in studies of "high politics," such as information policy, national identity, immigration, youth unemployment, and family relations. Finally, it puts Italy in a comparative perspective – with other European states, naturally – but also with Latin America, and even the United States, all countries that have experienced similar crises to Italy’s and similar – often populist – responses.
