The Political Economy of Japanese Globalisation reveals the key dimensions of Japanese globalisation today by analysing both its inward and outward manifestations. This is the first book to examine fully the issue of globalisation in relation to Japan. Organised in three parts, The Political Economy of Japanese Globalisation reveals the meanings and implications of the study of Japan's globalization in the context of on-going debates about globalisation in general. This volume of essays explores the history of the US tax mission to Japan during the occupation following World War II. Under General MacArthur, economist Carl S. Shoup led the mission with the charge of framing a tax system for Japan designed to strengthen democracy and accelerate economic recovery. The volume examines the sources, conduct and effects of the mission and situates the mission within the history of international financial and fiscal reform. The book begins by establishing the context of progressive social investigations of taxation, including Shoup's earlier tax missions to France and Cuba. It then goes on to explore the Japanese background to the Shoup mission and the process by which American and Japanese tax experts shaped their recommendations. The book then assesses and explains the mission's accomplishments in the context of the political economies of the United States and Japan. It concludes by analyzing the global implications of the mission, which became iconic among international tax reformers.

For some time Japan has been under fire for adjusting too slowly to new realities. While this criticism may be valid on some levels, Japan has been transforming in tandem with both regional and global forces. However, these changes have been largely overshadowed by the immense changes in Asia; including the rise of China, the 1997 Southeast Asian financial crisis and North Korea's development of nuclear weapons. Has Japan, the world's second largest economy, only been muddling through? In this volume the contributors show that although the challenges faced are great, Japan is changing in areas ranging from political leadership, education policy, official development assistance, peace building and security, to defence production, business associations and innovation policy.
