This book offers a detailed analysis of John Locke’s case for toleration and proposes an interpretation that shows the links between his political reasoning and his reflection on the ethics of belief. Locke is concerned with toleration not only when he discusses the ends of the Commonwealth, but also when he assesses the duties of private persons regarding the search for truth. The purpose of this book is to shed light on both of these branches, which have not been sufficiently explored in other studies on Locke. With particular attention to the notions of charity, obstinacy, fallibility, reciprocity and distinction between belief and knowledge, the author proposes a reading of the Epistola de Tolerantia, an extensive discussion of the controversy between Locke and Jonas Proast, as well as an examination of An Essay Concerning Human Understanding, in order to establish the meaning and interconnection of Locke’s arguments in favour of toleration.

New work and new thinking has now recast our most basic comprehension of John Locke (1623-1704) as a political theorist, and of Locke's Two Treatises of Government as a historical document. This collection of essays investigates the implications of the new scholarship for our understanding of Locke's political thought and its impact upon the liberal tradition. John Locke's Two Treatises of Government has long been recognized as one of the great works of political philosophy. Three centuries after it was written, students and scholars continue to study it for insights into the intellectual origins of the modern world and for a better understanding of such fundamental concepts as natural rights, social contract, limited government, and the rule of law. The seven essays in this volume explore various dimensions of Locke's Two Treatises. The introductory essay places the new scholarship in a historical context. Tolerance, while proving necessary in today's varied world, can be grudgingly given and resentfully received. Toleration may be necessary, but it has little appeal, and certainly cannot serve as either a central or unifying doctrine in a thriving moral or political philosophy. A deeper understanding of what tolerance requires leads us to see that it demands more. Once we inculcate the attitude of tolerance in ourselves and our politics, tolerance can occupy the difficult and contested. It does not make sense, for instance, if we already fully accept a practice; nor does it make sense if what we are asked to tolerate is 'intolerable: ' we appeal to those inclined to be intolerant to soften their judgement, to grant that what they disapprove can, and should be, permitted. What needs to be done is to show how tolerance is rooted in an appealing moral and political theory. Only then will toleration move beyond either simple expediency or grudging forbearance

It analyses many of Locke's unpublished manuscripts and relatively neglected works as well as the Two Treatises, the Letter Concerning Toleration and the Essay Concerning Human Understanding. Professor Marshall studies the development of Locke's political thought from absolutism to resistance, and provides significant revisions to current explanations of the immediate contexts and purposes of composition of the Two Treatises. He also sets out major accounts of Locke's moral, social and religious thought both as extremely important subjects in their own right and in order to challenge many scholars' interpretations of their influences on Locke's political thought.

John Locke (1632-1704) is a central figure in the history of thought, and in liberal doctrine especially. This major study brings a range of his wider views to bear upon his political theory. John Locke is widely perceived as a foundational figure within the liberal tradition. This book investigates the competing discourses that inform Locke’s political philosophy, each underwritten by a distinct purpose, not all of which result in philosophical outcomes consistent with what we today understand as “liberal” ideals. Locke himself was unaware that he belonged to a “liberal” tradition. Traditions only acquire meaning in retrospect. But many have perceived the development of Locke’s political philosophy as involving a smooth evolution from “authoritarian” origins to “liberal” conclusions, beginning with Locke’s Two Tracts on Government (1660–62) and culminating in his later political works, the Two Treatises of Government (1689) and A Letter Concerning Toleration (1689). This book advances an interpretation of this development which reveals how, from the time of his earliest writings, Locke sought to advance competing discourses within his political philosophy, each reflecting a different purpose, with the result that this “evolution” was not as smooth as often supposed. Indeed, many of Locke’s earlier commitments and purposes remained in his later political writings. The result is a much more complex and variegated understanding of Locke’s political philosophy than hitherto supposed within the Locke literature.
