BOOK EXCERPT:
Family foster care is supposed to provide temporary protection and nurturing for children experiencing maltreatment. Although it has long been a critical service for millions of children in the United States, the increased attention given to this service in the last two decades has focused more on its inability to achieve its intended outcomes than on its successes. However, as social and political trends and new legislation reshape child welfare, policymakers and service providers continue to offer innovative policy and practice options for this child welfare service. Though use of the service has changed, family foster care remains important. Responding to a widespread sense of the "drifting" of children in care, Congress passed the Adoption Assistance and Child Welfare Act of 1980. This legislation became a key factor shaping the current status of family foster care. Its goal was to reduce reliance on out-of-home care and encourage use of preventive and reunification services; it also mandated that agencies engage in planning efforts for permanent solutions for foster children. Yet, despite federal mandates and funding, the child welfare system has continued to struggle to provide the level of services needed for children to reduce the amount of time children remain in temporary foster care. The latest response to these problems, the Adoption and Safe Families Act of 1997, established unequivocally that safety, permanency, and well-being were national goals for children in the child welfare system. To comply with the law, public and private agencies are required to initiate significant program and practice changes in the coming years to improve permanency outcomes and child well-being in family foster care. The central theme of the volume is accountability for outcomes, certainly a current driving force in child welfare as well as in other public and private service fields. This volume will be of interest to all concerned with the social welfare of children and families at the end of the twentieth century. Kathy Barbell is director of Foster Care of the Child Welfare League of America, Washington, DC. Lois Wright is assistant dean at the College of Social Work, University of South Carolina, Columbia.

BOOK EXCERPT:
This book is the first to provide strategies for effective advocacy and placement within the foster care and kinship care systems. It also takes a rare look at the dynamics of the foster and kinship relationship, not just among children and the agency workers and service providers who intervene on their behalf, but also between children and those who take in and care for them as permanency develops. Drawing on their experience interacting with and writing about the institution of foster care, Mitchell Rosenwald and Beth N. Riley have composed a unique text that helps practitioners, foster parents, and relative caregivers realize successful transitions for youth, especially considering the traumas these children may suffer both before and after placement. Advocating for a child's best interests must begin early and remain consistent throughout assignment and adjustment. For practitioners, Rosenwald and Riley emphasize the best techniques for assessing a family's capabilities and for guiding families through the challenges of foster care. Part one details the steps potential foster parents and kinship caregivers must take, with the assistance of practitioners, to prepare themselves for placement. Part two describes tactics for successful advocacy within the court system, social service agencies, schools, and the medical and mental health establishments. Part three describes how to lobby for change at the agency and legislative levels, as well as within a given community. The authors illustrate recommendations through real-life scenarios and devote an entire chapter to brokering positive partnerships among practitioners, families, and other teams working to protect and transition children.

BOOK EXCERPT:
The inadequacy of the foster care system has long been recognized. One of the biggest obstacles to reforming the system is the relative unavailability of research data from the field, information that would shed light on key empirical trends and pressing issues. ø This long overdue volume provides a much-needed overview of the current state of foster care. Leading researchers and practitioners summarize and discuss the results of their current research, providing through their data an unparalleled, detailed glimpse of the inner workings of the foster care system in its entirety. The volume is also valuable for its survey and syntheses of important issues and trends affecting foster care. Subjects discussed include welfare reform, reporting systems, family reunification, mental health services, and the needs of minority children. Wide-ranging and detailed in its coverage, this collection is destined to become an essential reference and guide to the foster care system.

BOOK EXCERPT:
Through a novel integration of child welfare data, policy analysis, and evidence-informed youth permanency practice, the essays in this volume show how to achieve and sustain family permanence for older children and youth in foster care. Researchers examine what is known about permanency outcomes for youth in foster care, how the existing knowledge base can be applied to improve these outcomes, and the directions that future research should take to strengthen youth permanence practice and policy. Part 1 examines child welfare data concerning reunification, adoption, and relative custody and guardianship and the implications for practice and policy. Part 2 addresses law, regulation, court reform, and resource allocation as vital components in achieving and sustaining family permanence. Contributors examine the impact of policy change created by court reform and propose new federal and state policy directions. Part 3 outlines a range of practices designed to achieve family permanence for youth in foster care: preserving families through community-based services, reunification, adoption, and custody and guardianship arrangements with relatives. As growing numbers of youth continue to "age out" of foster care without permanent families, researchers, practitioners, and policymakers have increasingly focused on developing evidence-informed policies, practices, services and supports to improve outcomes for youth. Edited by leading professionals in the field, this text recommends the most relevant and effective methods for improving family permanency outcomes for older youth in foster care.

BOOK EXCERPT:
Here is the first systematic attempt to explore a rapidly growing child welfare service--specialist foster family care--as a viable and vital form of community care for children and youth experiencing a range of problems and needs. The authors explore and clarify the therapeutic potential of the foster family, the resources necessary to implement and maintain successful programs, the diversity of program models and strategies, the establishment of specialized foster care services in public child welfare agencies, and the application to a range of clients, including autistic, handicapped, and sexually abused children. Organized into three sections, this major new volume identifies program perspectives and principles, addresses program issues, and describes practical approaches for delivering services. Contributors highlight a number of issues that will require further attention as specialist foster family care develops. An indispensable guide for a broad range of professionals, including practitioners and managers employed in child welfare agencies and social work educators interested in child welfare policy and practice, Specialist Foster Family Care will also be valuable for undergraduate and graduate social work students and other persons interested in noninstitutional methods of dealing with troubled children and youth.
