Perkembangan transaksi elektronik membawa banyak perubahan terhadap sektor aktivitas bisnis yang selama ini dijalankan di dunia nyata. Perubahan tersebut ditandai dengan adanya sejumlah upaya dari sektor aktivitas bisnis yang semula berbasis di dunia nyata (real), kemudian mengembangkannya ke dunia maya (virtual). Penggunaan internet dalam transaksi elektronik ini memberikan dampak yang sangat positif yakni dalam kecepatan dan kemudahan serta kecanggihan dalam melakukan interaksi global tanpa batasan tempat dan waktu yang kini menjadi hal yang biasa. Pengaturan di Indonesia diatur dalam Undang-Undang Nomor 19 Tahun 2016 atas perubahan Undang-undang Nomor 11 Tahun 2008 tentang Informasi dan Transaksi Elektronik atau dapat disingkat UU ITE ini disebut juga oleh banyak kalangan sebagai cyber law atau Hukum Siber Indonesia. Undang-Undang Informasi dan Transaksi Elektronik (UU ITE) sebagai cyber law Indonesia dibentuk karena adanya suatu kebutuhan yang mendesak bagi masyarakat, bangsa dan Negara Republik Indonesia saat ini dan di masa datang supaya dapat berdaya saing pada era global atau pasar bebas atau perdagangan bebas dalam lingkup dunia internasional.
