The process of transition to a market economy and integration into the EU has strained the labour markets of central and eastern European countries, and these developments pose a number of challenges to their social policies. This volume presents the contributions given at an international labour conference held in Austria in June 2001 to investigate these issues. It provides the latest labour trends in EU accession countries and compares them to previous experiences of European integration. It reviews existing labour market policies and social protection mechanisms, and discusses alternative strategies for employment creation in the region.

'Labor Markets and Social Policy in Central and Eastern Europe' summarises social policy reform during the transition and EU accession and analyses the social policy challenges which continue to face both old and new member states. Specifically, the book amplifies two sets of arguments. First, social policy under communism was in important respects well-suited to the old order and—precisely for that reason—was systematically badly-suited to a market economy. Strategic reform directions thus followed from the nature of the transition process and from constraints imposed by EU accession. In recent years there has been much debate surrounding the future of the welfare state in Europe, the complex factors influencing reform, and the extent to which responses to pressures on welfare could lead to irreversible systemic changes in social policy. By providing an in-depth analysis of social policy developments in Greece, this work furthers understanding of welfare reform trajectories in Europe. The authors thoroughly examine aspects of structural change, challenges and responses in major policy areas of employment, social security, family and gender, health and social care, and migration. Research issues central to the debate on 'recasting European welfare states', such as structural adjustments with regard to the production, organization and delivery of welfare, significant changes in the financial side of social protection, the role of political parties, the social partners and other major social actors in influencing (or resisting) policy reform, are at the forefront of the contributions to this volume. "The paper reviews labor market developments in the transition economies of Europe and Central Asia. It argues that the scarcity of productive job opportunities and the growing labor market segmentation are the two main labor market problems facing the transition economies. In the European transition economies the lack of jobs has led to persistent open unemployment. In the Commonwealth of Independent States (CIS) it has led to hidden unemployment (underemployment and low productivity employment). Unemployment in the European transition economies is supported by the developed social safety net. In contrast, in the CIS for most workers unemployment is not an affordable option. They either stick to their old, unproductive jobs in unrestructured enterprises, or work in the informal sector, or resort to subsistence agriculture. Thus, underemployment in the CIS is a mirror image of unemployment in the European transition economies. Accordingly, the high employment-to-population ratios in many CIS countries do not necessarily signify favorable labor market performance. Instead they often indicate delayed enterprise restructuring, the maintenance of unsustainable jobs in uncompetitive firms, and the existence of a large informal sector as an employer of last resort. Labor market segmentation has been caused by a sharp increase in earnings differentials and the attendant increase in the incidence of low-paid jobs, by the polarization of regional labor market conditions, and finally by the growth of the informal sector offering casual, low-productivity jobs. Labour Supply and Incentives to Work in Europe highlights recent developments in the labour supply in Europe and gives a detailed assessment of their link with economic policies and labour market institutions. Despite major changes in European labour supply during the past few decades, the existing literature still lacks a comprehensive study of the relationship between labour supply and labour market institutions from a macro perspective.

The wide variation in transition economies raises questions about differences in economic growth, the applicability of transition policies, and the advantages of economic reform. This report seeks to answer these questions.

Large regional disparities in labor market indicators exist in Central Europe and the Baltic region. Such disparities appear to be persistent over time indicating, in part, a lack of flexibility in the prevailing adjustment mechanisms. Internal labor mobility is often seen as an important instrument to reduce adjustment costs when other mechanisms fail. Drawing from a variety of data sources and utilizing a common empirical framework and estimation strategy, this study identifies patterns and statistical profiles of geographical mobility. It finds internal migration to be generalily low and highly concentrated among better-educated, young, and single workers. This suggests that migration is more likely to reinforce existing inequalities than to act as an equalizing phenomenon. By way of contrast, commuting flows have grown over time and are more responsive to regional economic differentials. The findings suggest the need for appropriate and country-tailored policy measures designed to increase the responsiveness of labor flows to market conditions.

"The author analyzes regional labor market disparities in transition by presenting some data and summarizing existing literature. He finds that large and persistent regional labor market disparities developed in virtually all transition countries and that there is some evidence of polarization. Differences in starting conditions and market access seem to be the major reasons for regional divergence in transition. Furthermore, regional wages are only slightly more flexible than in many European Union labor markets, interregional migration is low, and capital seems to move toward high wage and low unemployment urban centers rather than to the most backward regions. Policy should thus take a long-run perspective on the existing regional disparities, focus on removing barriers to mobility, review existing institutions for implementing regional policy, and aim at a close coordination of regional and labor market policy instruments.
