The paper examines the determinants of employment growth, drawing on data available across a sample of Caribbean countries. To that end, the paper analyzes estimates of the employment-output elasticity and the response of employment growth to major sources of labor market determinants, in the long and short run. The main determinants of employment include government investment and private sector credit, while the major determinants of external performance are real effective exchange rate, the price of major exporting commodities, the number of tourists, and growth in major trading partners. The paper concludes with a menu of policy recommendations and structural reforms towards sustaining high employment growth and higher living standards in the Caribbean.

This study seeks to improve our understanding of poverty in the Caribbean and the current efforts to address it. It analyzes the causes and characteristics of poverty in 15 Caribbean countries and reviews the experiences with the poverty and alleviation efforts that countries have pursued. Prepared for the 1996 meeting of the Caribbean Group for Cooperation in Economic Development, this report provides recommendations on how macroeconomic and social policies can be further oriented to reduce poverty and promote human resource development.

More than a decade has passed since the introduction of comprehensive macroeconomic stabilization packages and trade, fiscal, and financial market reforms in Latin America and the Caribbean. However, growth prospects remain disappointing; labor markets show lackluster performance, with low participation rates, high and persistent informality, and, in some cases, open unemployment. Creating viable and lasting employment is vital to reduce poverty and spread prosperity in the region. The failure to create more and more productive and rewarding jobs carries substantial political, social, and economic costs. 'Job Creation in Latin America and the Caribbean: Recent Trends and Policy Challenges' provides a thorough examination of the labor market trends in the region in recent decades and assesses the role that labor demand and labor supply factors have played in shaping these outcomes.

Over the past decade, most countries in the Latin America and Caribbean Region have stabilized their economies and lowered barriers to international trade. Many of the policies aimed at reducing poverty and tackling inequality in the 1960-1980 period were well intentioned, but the region made little or no progress in improving income distribution. With the recent shift toward market orientation and openness to international trade, these countries will need a new approach to labor policy as well as different instruments for addressing income distribution goals. This report gives special attention to four areas of labor policy: 1) change from direct government intervention in wage determination and strict seniority rules to a system that rewards effort, high productivity, and good management within a framework that relies on voluntary negotiation of working conditions between workers and firms; 2) replacement of job security legislation by a more effective mechanism that protects workers when they change jobs; 3) careful design of mandatory contributions to social security and other programs in order to minimize the distortionary effect of labor taxes; and 4) redirecting of government subsidies for training and education to the demand side and targeting to those who cannot afford to pay.

The Caribbean economy remains a region with many paradoxes. Despite a relative abundance of natural and valuable resources, including its people, large segments of the region still grapple with significant levels of debt, environmental degradation, high unemployment in the formal sector, climate change, limited progress in technological innovation, increasing energy costs, remittance dependency, tourism dependency, loss of correspondent banking relations, exchange rate, noncommunicable diseases, and domestic politics to name more than a few. The poorest countries still lag and remain far more vulnerable to external factors related to trade and global financial sector issues. This edited volume takes a closer look at the contemporary issues related to the economies of the Caribbean. The book provides an added dimension in that each of the chapters includes the contributions of a scholar with lived experiences in and knowledge of the region. Indeed, the book underscores the detailed evidence-based research and perspectives on topics providing insights into the current landscape of the Caribbean. Ultimately, understanding the Caribbean in its varied contexts is an important milestone in pursuing policies that will contribute to flourishing economies replete with sustained growth and development.

In recent years, unemployment rates in some ECCU countries have been among the highest globally. This paper evaluates several factors that could explain them, finding that high unit labor costs, in a context of strong unionization, are significantly associated with high structural unemployment, while the global crisis added a cyclical component. Our analysis also suggests that high-paid jobs in the public and tourism sectors, which have been growing considerably in recent decades, could have increased the reservation wage and lowered labor force participation. We find no indication that high structural unemployment is related to the phase out of EU preferences on bananas/sugar exports or to a skills mismatch. As expected, unemployment has been substantially, but only temporarily fueled by large natural disasters.

The Eastern Caribbean Economic and Currency Union (OECS/ECCU) is one of four currency unions in the world. As in other parts of the world in the aftermath of the global economic and financial crisis, the region is at a crossroads, facing the major challenges of creating jobs, making growth more inclusive, reforming the banking system, and managing volatility, while grappling with high public debt and persistent low economic growth. Policymakers have the critical task of implementing strong reforms to strengthen the monetary union while also laying the foundation for accelerating growth. This Handbook provides a comprehensive analysis of the key issues in the OECS/ECCU, including its organization and economic and financial sector linkages, and provides policy recommendations to foster economic growth.

The main objective of this report is to help policymakers in the Caribbean design an agenda of policy actions to accelerate trade integration and growth and reduce poverty. The report is a joint response from the World Bank and the Organization of American States (OAS) to a demand statement from the member states of CARICOM, formulated by the Caribbean Regional Negotiating Machinery and the CARICOM Secretariat, to strengthen the analytical underpinnings of the linkages between trade, economic growth, and poverty. It aims at centering the Caribbean's next round of trade reforms and its overall agenda around trade on these key thematic areas. The report provides an overview of the economic and trade system context of the Caribbean, under which the new trade environment is operating. It then discusses the opportunities and challenges for the Caribbean associated with the new trade environment. It finally quantifies the gains from global trade integration using a dynamic macroeconomic analysis. The report provides policy priorities to accelerating Caribbean integration into the world economy and to reap the benefits of global competition. Each part of the report focuses on a key question and adds value by providing an in-depth analysis of the issues raised and laying the foundations for policy recommendations described in the last chapter of the report: * Part I (Overview of economic and trade system context): is Caribbean's economic and trade system sound enough to sustain the new era of its global trade relations which is being shaped? * Part II (Focuses on the analysis of the new opportunities and challenges of the new trade environment): what are the opportunities and challenges that the new trade environment offers to the Caribbean? * Part III (Presents an assessment of the impact of the EPA on growth and poverty using two types of macroeconomic models): what are the gains in terms of growth and poverty reduction of the recently negotiated EPA?
