Exacerbated by the Great Recession, youth transitions to employment and adulthood have become increasingly protracted, precarious, and differentiated by gender, ethnicity, and socioeconomic status. Youth Labor in Transition examines young people's integration into employment, alongside the decisions and consequences of migrating to find work and later returning home. The authors identify key policy challenges for the future related to NEETS, overeducation, self-employment, and ethnic differences in outcomes. This illustrates the need to encompass a wider understanding of youth employment and job insecurity by including an analysis of economic production and how it relates to social reproduction of labor if policy intervention is to be effective. The mapping and extensive analysis in this book are the result of a 3«-year, European Union-funded research project (Strategic Transitions for Youth Labour in Europe, or STYLE; http://www.style-research.eu) coordinated by Jacqueline O'Reilly. With an overall budget of just under 5 million euros and involving 25 research partners; an international advisory network and local advisory boards of employers, unions, and policymakers; and non-governmental organizations from more than 20 European countries, STYLE is one of the largest European Commission-funded research projects to exist on this topic. Consequently, this book will appeal to an array of audiences, including academic and policy researchers in sociology, political science, economics, management studies, and more particular labor market and social policy; policy communities; and bachelor's- and master's-level students in courses on European studies or any of the aforementioned subject areas.

"The paper reviews labor market developments in the transition economies of Europe and Central Asia. It argues that the scarcity of productive job opportunities and the growing labor market segmentation are the two main labor market problems facing the transition economies. In the European transition economies the lack of jobs has led to persistent open unemployment. In the Commonwealth of Independent States (CIS) it has led to hidden unemployment (underemployment and low productivity employment). Unemployment in the European transition economies is supported by the developed social safety net. In contrast, in the CIS for most workers unemployment is not an affordable option. They either stick to their old, unproductive jobs in unrestructured enterprises, or work in the informal sector, or resort to subsistence agriculture. Thus, underemployment in the CIS is a mirror image of unemployment in the European transition economies. Accordingly, the high employment-to-population ratios in many CIS countries do not necessarily signify favorable labor market performance. Instead they often indicate delayed enterprise restructuring, the maintenance of unsustainable jobs in uncompetitive firms, and the existence of a large informal sector as an employer of last resort. Labor market segmentation has been caused by a sharp increase in earnings differentials and the attendant increase in the incidence of low-paid jobs, by the polarization of regional labor market conditions, and finally by the growth of the informal sector offering casual, low-productivity jobs. This volume contains seven original and innovative articles which analyze labor market transitions, how individuals progress from school to work, choose a particular occupation, move up the job ladder, and finally withdraw from the workforce to retirement. Investigations are done by race and gender; and social implications are examined.

This book examines the value Korean employers and workers place on stable employment with a focus on the workers' want for more desirable transition outcomes as modified by various individual and structural factors, particularly labor market structure. Results of the analysis show that internal labor market structure has increased employment stability and the desirability of transition outcomes in Korea over time. Korea's industrialization has enabled internal labor market structure to mature to a level that has increased employment stability and the desirability of transition outcomes. This implies that Korea has experienced industrialization in such a short period that internal labor market structure has not matured enough to influence the ways in which other factors affect employment transition patterns. Results of the effects of labor market structure and other factors on employment transition patterns imply that Korea's industrialization has had mixed effects on workers' economic and social well-being. On the one hand, it has improved the overall level of workers' well being, yet on the other hand, it has increased heterogeneity in well being among different types of workers.

'Labor Markets and Social Policy in Central and Eastern Europe' summarises social policy reform during the transition and EU accession and analyses the social policy challenges which continue to face both old and new member states. Specifically, the book amplifies two sets of arguments. First, social policy under communism was in important respects well-suited to the old order and—precisely for that reason—was systematically badly-suited to a market economy. Strategic reform directions thus followed from the nature of the transition process and from constraints imposed by EU accession. Secondly, successful accession is not the end of the story: economic and social trends over the past 50 years are creating strains for social policy which all countries—old and new members—will have to face.This book will be of interest to readers interested in social policy, particularly those with an interest in the process of post-communist transition, in EU accession, and in future social policy challenges for the wider Europe. The process of transition to a market economy and integration into the EU has strained the labour markets of central and eastern European countries, and these developments pose a number of challenges to their social policies. This volume presents the contributions given at an international labour conference held in Austria in June 2001 to investigate these issues. It provides the latest labour trends in EU accession countries and compares them to previous experiences of European integration. It reviews existing labour market policies and social protection mechanisms, and discusses alternative strategies for employment creation in the region.

The post-communist Central European and Baltic economies are now approaching the end of their transitions to well-functioning market systems. In some respects, the approaching EU accession and conclusion of the transition marks the end of a fascinating period in economic history. Beyond Transition focuses on the economic problems and issues facing Central Europe and the Baltics, the Balkans, and countries belonging to the Commonwealth for Independent States (CIS) in the post-transition context. This focus reflects the need to better understand two processes that are increasingly apparent in the post-communist economic space. First, many of the problems now facing policy makers in post-communist economies - choice of exchange rate regime, tax reform, labour market regulation, improving corporate governance - also face policy makers in developed and developing countries in other parts of the world. Second, the EU's eastern enlargement and the policy agendas facing the first wave accession candidates have major implications for the CIS and Balkan countries that have not been (and may never be) invited to join this process.

Changes in economic systems provide a rare opportunity to redesign basic institutional structures in labor markets. This paper attempts to provide guidance for such institutional choice by drawing on the findings of recent labor market research in market economies on the links between institutional structure and labor market performance. After considering the suitability of research from market economies for the labor market problems faced by economies in transition from central planning, the paper considers the effects of alternative institutions for wage determination (collective bargaining structures and minimum wage and indexation legislation), employment security, income security, and active labor market policy.
