Keith Hancock is honoured and celebrated in this work, following the significant contributions he made not only to academic research and teaching, but also to the practice of industrial relations, through the various roles he held as Professor, Vice-Chancellor, Senior Deputy President of the Australian Industrial Relations Commission and author of major government reviews and inquiries.The workshop held in his honour included a number of commentators. Japan and Italy encountered severe economic problems in the early 1990s, and the governments had to deal with those issues effectively under the increasing neoliberal pressures of globalisation. In this context, labour market deregulation was considered an effective tool to cope with those economic problems. However, the forms and degrees of labour market deregulation in the two countries were quite different. This book seeks to explain the differences in labour market deregulation policies between Japan and Italy, despite the fact that the two countries shared a number of similar political, social and labour market (if not cultural) characteristics. Uniquely, it takes a political, rather than economic or sociological perspective to provide a theoretical and empirical analysis of the processes of labour market deregulation in the two countries. The precarious working conditions of an increasing number of non-regular workers has become a prominent social issue in many industrialised countries including Japan and Italy, but the level of the protection for these workers depends on a country’s labour market policies, which are affected by the power resources of labour unions and labour policy-making structures. This book provides a useful perspective for understanding the root causes of this phenomenon, such as the diffusion of ‘neoliberal’ ideas aimed at promoting labour-market flexibility under globalisation, and demonstrates that there is still room for politics to decide the extent of deregulation and maintain worker protection from management offensives even in an era of globalisation. Europe's mass unemployment and the call for extensive labour market de-regulation have, perhaps more than any other contemporary issue, impassioned political debate and academic research. Social protection systems and labour markets have undergone major changes in the past two decades. Welfare states are being reformed, scaled back and modernised; labour markets, at the same time, are more precarious, more feminised, more unequal, and throughout the OECD area, older. The interaction between labour markets and social protection has become increasingly crucial to the social and economic policy mix concerning unemployment, the transformation of work, the new poverty, and even demographics. Though these countries vary significantly in both their federal institutions and labour market policies, they all seek to define a relatively coherent approach for federal and sub-unit governments in a policy field where collaboration and coordination appear unavoidable. In some cases, such as Germany, collaboration is highly developed and policies are ambitious and integrated; in others, such as Switzerland, diversity and decentralization are privileged and policies remain fragmented. Finally, there are countries such as the United States that do not grant much importance to labour market policies. these five federations and so help us understand how political institutions and public policies are inter-related. Federalism and labour market policies certainly influence each other, but there is no simple relationship between them. Comparing different governance and employment strategies is nevertheless very instructive because it shows the range of approaches and policies that are possible in federal countries.

In recent years, the local dimensions of the labour market have attracted increasing attention from academic analysts and public policy-makers alike. There is growing realization that there is no such thing as the national labour market, instead a mosaic of local and regional markets that differ in nature, performance and regulation.
