This book provides a wide range of studies on methods of assessing natural disaster risks and reducing those risks in the context of land use. A major benefit of the book is that it presents extensive research and practices from interdisciplinary perspectives through case studies of land use management against various natural disasters. The natural hazards include earthquakes, tsunami, floods, and other disasters, with case studies ranging from urban areas to areas with natural environments such as mountains, coasts, and river systems. By quantitative and qualitative analysis, this work illustrates how interactions between natural and human environments create natural disasters, and how disaster risks can be managed or reduced through methods related to land use. This book also covers a variety of challenges in land use management with sample cases from Asia as well as the United States and Europe. The main purpose is to provide greater insight into studies of natural disaster risks from the perspective of land use and the possibility of non-engineering methods to reduce those risks. This goal can be achieved through management of land use against various natural hazards in diverse environments.

This publication provides guidance for urban planners on how to use land use management-related tools they have at their disposal---land use planning, development control instruments, greenfield development, and urban redevelopment---to reduce disaster risk and contribute to strengthening urban resilience and sustainable urban development. The guidance provided in the document is further illustrated through case studies showing examples where urban land use management-related tools have been adopted to reduce disaster risk. It is hoped that this publication will support urban planners as a professional group to step up and embrace disaster risk reduction.

Population shifts and an increase in the number of both natural and manmade disasters are having a profound effect on urban and rural habitats globally. Discussing for the first time the role of spatial planning after significant disasters, this book brings together the experiences and knowledge of international contributors from academia, research, policy, and practice to highlight ongoing efforts to improve spatial resilience across the globe and predict future trends. Comparisons of responses in five countries--the United States, Japan, Indonesia, Slovakia, and Germany--point to the varied influence of significant disasters on spatial planning and resiliency under different legal, administrative, and cultural frameworks, enabling contributors to draw conclusions about the transferability of approaches between different countries.

The uptake of ecosystem-based approaches for disaster risk reduction (DRR) is slow, however, despite some success stories. There are multiple reasons for this reluctance: ecosystem management is rarely considered as part of the portfolio of DRR solutions because the environmental and disaster management communities typically work independently from each other; its contribution to DRR is highly undervalued compared to engineered solutions and therefore not given appropriate budget allocations; and there are poor interactions between policymakers and researchers, leading to unclear and sometimes contradictory scientific information on the role of ecosystems for DRR. The aim of this book is to provide an overview of knowledge and practice in this multidisciplinary field of ecosystems management and DRR. The contributors, professionals from the science and disaster management communities around the world, represent state-of-the-art knowledge, practices, and perspectives on the topic.

This book focuses on land and disaster governance in Asian countries. The Asian region has become increasingly vulnerable to natural disasters, including floods, cyclones, storms, earthquakes, drought, typhoons and tsunamis. Further, as a result of unsustainable changes being made in patterns of land use, catchment and coastal zones, increasing population density, migration patterns, and the spread of consumer culture across countries, the impact of natural disasters has increased manifold. The book addresses two major concerns in this field. Firstly, it discusses topics intended to raise awareness among all stakeholders of the critical aspects of disaster management in the context of Asia. Secondly, it calls upon policymakers, researchers, academics, practitioners, private enterprises and civil society organizations, as well as all those who have been, are and will be affected by natural disasters to search for innovative and novel approaches to reducing risk and managing disasters.

This book explores policy, legal, and practice implications regarding the emerging field of disaster justice, using case studies of floods, bushfires, heatwaves, and earthquakes in Australia and Southern and South-east Asia. It reveals geographic locational and social disadvantage and structural inequities that lead to increased risk and vulnerability to disaster, and which impact ability to recover post-disaster. Overuse of natural resources results in environmental deterioration, lowering the effectiveness of important ecosystem services, such as the mitigation of floods and landslides. This leads to a greater risk of disaster and, in turn, natural hazards that can further deteriorate the environment. The deterioration of the capacity of the environment to meet social and ecological aims and demands is described as environmental degradation. This degradation and the concomitant reduction of ecosystems and their irreplaceable services (the benefits humans gain) are driving disaster risk. Changes to the environment can alter the frequency and intensity of risks, as well as our exposure and sensitivity to these hazards. Addressing these issues requires improvement of the capacity to perform short and medium-term operations in disaster management based on long-term environmental considerations. At the local level, minimizing environmental degradation and ecosystem loss involves awareness of the links between unsustainable development and poverty. Communities are often driven to ruin their natural environment as a short-term coping mechanism for dealing with immediate issues; for instance, surviving a bad harvest by selling wood. Strategies for decreasing poverty by investing in environment-sensitive development should therefore support initiatives to minimize disaster risk and build resilience. There are common aspects in successful policies throughout various regions at the policy level, which extends to controlling climate change. Tools such as integrated water resources and coastal zone management, the removal of environmentally harmful subsidies, especially on fossil fuels and/or carbon taxes, renewable energy, marine protected areas, and cross-boundary biodiversity conservation, are all examples of policies used in more than one region but customized to each context. This scoping study finds and assesses available materials that relate environmental challenges and management with catastrophes and risk reduction activities in the Asia-Pacific area. This volume's analysis relies on case studies, examples, and the results of questionnaires and interviews of practitioners and organizations operating in the environment, disaster, and development domains.

Natural hazard events are able to significantly affect the natural and artificial environment. In this context, changes in landforms due to natural disasters have the potential to affect and, in some cases, even restrict human interaction with the ecosystem. In order to minimize fatalities and reduce the economic impact that accompanies their occurrence, proper planning is crucial. Land use planning can play an important role in reducing current and future risks related to natural hazards. Land use changes can lead to natural hazards and vice versa: natural hazards affect land uses. Therefore, planners may take into account areas that are susceptible to natural hazards when selecting favorable locations for land use development. Appropriate land use planning can lead to the determination of safe and non-safe areas for urban activities. This Special Issue focuses on land use planning for natural hazards. In this context, various types of natural hazards, such as land degradation and desertification, coastal hazard, floods, and landslides, as well as their interactions with human activities, are presented.

This book discusses the impact of climate change, land use and land cover, and socio-economic dynamics on landslides in Asian countries. Scholars recently have brought about a shift in their focus regarding triggering factors for landslides, from rainfall or earthquake to claiming rapid urbanization, extreme population pressure, improper land use planning, illegal hill cutting for settlements and indiscriminate deforestation. This suggests that the occurrence or probabilities of landslides are shaped by both climate-related and non-climate-related anthropogenic factors. Among these issues, land use and land cover change or improper land use planning is one of the key factors. Further climate change shapes the rainfall pattern and intensity in different parts of the world, and consequently rainfall-triggered landslides have increased. These changes cause socio-economic changes. Conversely, socio-economic and lifestyle changes enhance inappropriate land use and climate change. All these changes in land use, climate and socio-economic aspects are dynamics in nature and shape landslide risks in Asian countries, where they are given serious attention by governments, disaster management professionals, researchers and academicians. This book comprises 21 chapters divided into three major sections highlighting the effect of climate change on landslide incidence with the influence on vegetation and socio-economic aspects. The sections address how climate change and extreme events have triggered landslides. The advances in geospatial techniques with the focus on land use and land cover change along with the effect on socio-economic aspects are also explored.

Property Rights and Climate Change explores the multifarious relationships between different types of climate-driven environmental changes and property rights. This original contribution to the literature examines such climate changes through the lens of property rights, rather than through the lens of land use planning. The inherent assumption pursued is that the different types of environmental changes, with their particular effects and impact on land use, share common issues regarding the relation between the social construction of land via property rights and the dynamics of a changing environment. Making these common issues explicit and discussing the different approaches to them is the central objective of this book.
