Rapid growth of emerging economies, emerging interest in biofuels as an alternative to fossil fuels and recent volatility in commodity prices have led to a marked increase in the pace and scale of foreign and domestic investment in landbased enterprises in the global South. Emerging evidence of the negative social and environmental effects of these large-scale land transfers and growing concern from civil society have placed ‘global land grabs’ firmly on the map of global land use change and public discourse. Yet what are the processes involved in these large-scale land transfers? This paper provides a comparative analysis of legal and institutional frameworks and actual practices associated with large-scale land acquisitions in Ghana, Mozambique, Tanzania and Zambia. Drawing on policy documents, interviews with government officials from diverse sectors and discussions with customary leaders and affected communities, we explore some of the deficiencies in legislation and practice which currently undermine the ability to safeguard customary rights in the context of large-scale land acquisition.

Giulia Barbanente investigates the impact of large-scale foreign land acquisitions (LSLAs) on rural households in Ethiopia and Tanzania. Given the scale of LSLAs happening in developing countries, there is urgent need to objectively assess whether risks for smallholders are balanced by positive economic outcomes. The author considers four key pathways of influence of LSLAs on rural households: access to land, returns to land, returns to labor and price of agricultural goods. The four pathways are tested on the background of Ethiopia’s and Tanzania’s land tenure systems, which are strikingly different. The evidence shows several elements of similarity in the reported effect of LSLAs on the defined indicators of households’ welfare in the two countries.

Recently, we witnessed an immense increase in international land transactions in the Global South, a phenomenon slowly expanding in northern industrialized countries, too. Even though in Europe agriculture plays a decreasing economic role for rural livelihoods, the increases in land transactions by non-local, non-agricultural investors pervades rural life. Nevertheless, the underlying processes are not yet well understood. Large-scale land acquisitions describe such purchases and leases in a neutral way, while 'land grabbing' expresses negative consequences for rural people. We investigate whether and under which conditions the term land grabbing is justified for the phenomenon observed in Europe. We propose six socio-cultural criteria that scholars should consider to come to an initial classification: legal irregularities, non-residence of new owners, centralization in decision-making structures, treating land as an investment object, concentration of decision-power, and limited access to land markets. We supplement our findings with empirical material from East Germany, where such land acquisition processes occur. Our paper contributes to the ongoing discussion about agricultural structural change in Europe, which is intensified by increasing land prices and a new distribution of landownership but likewise strongly intertwined with rural development.

Over the last decade, a dramatic rise in commercial agricultural investment has taken place the world over at a rate much higher than previous times. Latest reports indicate that an amount of land well over 80 million hectares have been put up to the global market, much of which has already been effectively leased by investors. Even though this practice of large-scale foreign land acquisitions is fairly a matter of global reach, a staggering 75 percent of this whole business has so far taken place in Africa alone. This simply made the continent a spotlight case and led to serious queries as to how these investments are taking place and what sort of ramifications may follow as a result. Departing from neoliberal and neocolonial discourses, this work has made an attempt to analyze how the stake of Africa in the growing practice of large scale land acquisitions can be looked up on and explained. It is observed throughout this research that to draw sheer conclusions in black and white is not an easy matter. However, it can be argued that the number of social and environmental challenges that have been taken account of necessitate a serious political responsibility and accountability.

The Politics Of Large Scale Land Acquisitions

Over the last two decades, Senegal has experienced an unprecedented wave of large-scale land acquisitions. Despite the apparent surge, however, many of the reported spectacular land deals never materialized, have been facing major operational difficulties, or collapsed altogether. This observation was the starting point of this doctoral investigation, which asked: What factors explain the variations in the capacity of external investors to acquire and maintain control over land for the conduct of their agribusiness projects in Senegal? It is the primary contention of this dissertation that central state responses to investors critically shape corporate land acquisition and control. The governments of both Presidents Abdoulaye Wade (in power from 2000 to 2012) and Macky Sall (in power since 2012) have encouraged private investments in the agricultural sector and extended help to facilitate corporate land acquisition and control. But, contrary to expectations, state support for seemingly powerful investors has not been systematic and steady. In particular, the government has to a large extent been responsive to social opposition and has ended controversial land projects even though they squarely aligned with government priorities. If, among the myriad actors involved in land deals in Senegal, the central government has the greatest capacity to guarantee corporate land control, state behaviour is itself moulded by social interactions and political struggles that take place within interlocking arenas of power at the local, regional, national, and international levels. The combination of actors' normative positions, objectives, resources, and strategies define their bargaining power, that is their capacity to affect land control outcomes. Based on a documentary analysis of private collections and public materials, 309 in-depth qualitative interviews with key actors, and sustained field observations in Dakar and the countryside, this dissertation advances an original analytical framework that takes into consideration the multilayered configurations of power shaping corporate land control. By grasping how external investors handle their insertion in complex arenas of power, this dissertation reframes our current understanding of the so-called "scramble for land," and illustrates that Africa is not as amenable to corporate takeover as usually pictured by both proponents and critics of industrial agriculture.
