This PhD thesis in Spatial Planning argues for the importance of understanding the approaches to knowledge and rationalities embedded in spatially relevant decision-making. It emphasises the significance of seeing law as an empirical object of study for planning and environmental management. The Swedish development of wind power and 3G mobile infrastructures are used as cases to study these issues of principal interest. It is a compilation thesis consisting of a comprehensive introductory framework and five articles or chapters that have also been published elsewhere. The study is based on three main perspectives: Level of decision-making, legitimacy of different forms of knowledge involved in the process, and the sociolegal tension between formal law and its practical consequences. The thesis deals with problems stemming from the multi-level tensions in the planning and implementation that exist between the national, the regional and the local authorities. The legal context is analysed from the sociolegal perspective, in particular how the juridification of siting and permit conflicts determines what type of knowledge that can legitimately affect the decision-making and thereby set conditions for public participation. Finally, the thesis elaborates on the largely counterproductive results of the strong emphasis on “efficiency” in the revision of planning and permit processes for wind power and 3G-infrastructure, and what can be learnt from the experiences of the attempts at increasing efficiency. A combination of methods has been employed in the studies, and the data comes from a range of sources such as a large set of mast building permits, a sample of wind permit cases, as well as appealed permit cases. In addition, interviews have been conducted with judges from relevant courts, including regional handling officers who assess wind turbine applications. Legal documents such as preparatory work and licence conditions have also been analysed. The results show that there is a legal-rhetorical adaptation to the expert-based decision-making in court when permits are appealed. Further, the administrative levels interact poorly in the overall implementation. The national decisions, irrespective of the normative viewpoint of who should control the landscape planning, could be better informed of the preconditions at a local level that factually define the outcome of the implementation.

Marine Spatial Planning (MSP) is an integrated and comprehensive approach to ocean governance and is used to establish a rational use of marine space and reconcile conflicting interests of its users. MSP allows both a high level of environmental protection and a wide range of human activities and emphasizes coordinated networks of national, regional and global institutions. This book focuses on the framework of international law behind MSP and especially on the transboundary aspects of MSP. It first sets out a general framework for transboundary MSP and then moves on to compare and assess differences and similarities between different regions. Specific detailed case studies include the EU with the focus on the Baltic Sea and North Sea, the Bay of Bengal and Great Barrier Reef in Australia. The authors examine the national and regional significance of MSP from an integrated and sustainable ocean governance point of view. They also show how transboundary MSP can create opportunities and positive initiatives for cross-border cooperation and contribute to the effective protection of the regional marine environment.

Indonesia has been remarkably successful in achieving its development objectives over the past 25 years. Although it is still a low-income country, its tradition of sound economic management has laid the foundations for continued progress in the decades ahead. As the Indonesian government formulates its second long-term development plan, issues of environmental quality and sustainability raise new concerns. This report examines environmental issues, assesses their implications for the achievement of development goals, and suggests an action plan that would help to ensure that those goals will be met. The analysis of current environmental conditions and trends and of the likely impact of future growth leads to three main conclusions: - Future growth will depend increasingly on Indonesia's stock of key natural resources and the sustainability of critical ecosystems. -The industrial sector will continue to expand in urban areas, where growing congestion and industrial pollution pose an immediate threat to health and human welfare. This will eventually lead to negative effects on the economy. -As a result of rapid growth, environment- related issues of equity among the population will become increasingly important.

This book focuses on the urban and regional planning systems under conditions of economic crisis and austerity, focusing in particular on the systems of Cyprus, Greece, Ireland, Italy, Portugal and Spain. Spatial Planning as Institutional Design examines the structure and legislation of these systems throughout the twentieth century as well as the decade before the 2008 economic and fiscal crisis and the years of recovery following it.

As part of the Institutional Capacity Building Plan, which is the first of the three components of the Regional Programme for Cultural and Natural Heritage in South-East Europe launched in 2003, a "transnational theme-based debate" was organised. The second step in this debate stemmed from an assessment of requests from the countries/regions participating in the Regional Programme: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kosovo/ UNMIK, Montenegro, Romania, Serbia and "the former Yugoslav Republic of Macedonia".The first step was concerned with current heritage policies and legislation. Its aim was to take stock of the position regarding legislative reforms and heritage policies in the countries of South-East Europe. It also highlighted the need for an in-depth analysis of certain key areas where difficulties still arose in implementation.The second step was concerned with tools for integrated management of the cultural and natural heritage, in the broad sense of the term "heritage" (the concept of cultural environment). It linked together three key topics previously identified: documentation systems, incorporating the heritage dimension in environment, regional development and town planning documents, permits, controls and penalties related to heritage conservation work.

From February 2004 until December 2007 the ComCoast project (Combined Fu- tions in Coastal Defence Zones) was carried out within the Interreg IIIB framework. The objective of this project was to investigate and to test the options for spatial coastal protection concepts. The mission statement of the project over its entire duration was: A wider approach in coastal thinking. I was glad to be part of this project and would like to thank all my European colleagues for the constructive and cooperative atmosphere. The generation of offshore energy is a rapidly growing sector, competing for space in an already busy seascape. This book brings together the ecological, economic, and social implications of the spatial conflict this growth entails. Covering all energy-generation types (wind, wave, tidal, oil, and gas), it explores the direct and indirect impacts the growth of offshore energy generation has on both the marine environment and the existing uses of marine space. Chapters explore main issues associated with offshore energy, such as the displacement of existing activities and the negative impacts it can have on marine species and ecosystems. Chapters also discuss how the growth of offshore energy generation presents new opportunities for collaboration and co-location with other sectors, for example, the co-location of wild-capture fisheries and wind farms. The book integrates these issues and opportunities, and demonstrates the importance of holistic marine spatial planning for optimising the location of offshore energy-generation sites. It highlights the importance of stakeholder engagement in these planning processes and the role of integrated governance, with illustrative case studies from the United States, United Kingdom, northern Europe, and the Mediterranean.
