Law Public Policies And Complex Systems Networks In Action

eBook Download

BOOK EXCERPT:

This book investigates how various scientific communities – e.g. legal scientists, political scientists, sociologists, mathematicians, and computer scientists – study law and public policies, which are portrayed here as complex systems. Today, research on law and public policies is rapidly developing at the international level, relying heavily on modeling that employs innovative methods for concrete implementation. Among the subject matter discussed, law as a network of evolving and interactive norms is now a prominent sphere of study. Similarly, public policies are now a topic in their own right, as policy can no longer be examined as a linear process; rather, its study should reflect the complexity of the networks of actors, norms and resources involved, as well as the uncertainty or weak predictability of their direct or indirect impacts. The book is divided into three maain parts: complexity faced by jurists, complexity in action and public policies, and complexity and networks. The main themes examined concern codification, governance, climate change, normative networks, health, water management, use-related conflicts, legal regime conflicts, and the use of indicators.

The Turn To Infrastructure In Internet Governance

eBook Download

BOOK EXCERPT:

This edited volume brings together experts from around the world to provide coverage and analysis of infrastructure's role in Internet governance, both now and in the future. Never in history have conflicts over Internet governance attracted such widespread attention. High-profile controversies include the disclosures about NSA surveillance by intelligence analyst Edward Snowden, controversy over a decision by the US government to relinquish its historic oversight of Internet names and numbers, and countless cybersecurity breaches involving unauthorized access to Internet users' personal data. Much of the Internet governance ecosystem—both technical architecture and coordinating institutions—is behind the scenes but increasingly carries significant public interest implications. An area once concealed in institutional and technological complexity is now rightly bracketed among other shared global issues—such as environmental protection and human rights—that have considerable global implications but are simply incongruous with national borders. This transformation into an era of global governance by Internet infrastructure presents a moment of opportunity for scholars to bring these politicized infrastructures to the foreground.

Translation Policies In Legal And Institutional Settings

eBook Download

BOOK EXCERPT:

This edited volume documents the state of the art in research on translation policies in legal and institutional settings. Offering case studies of past and present translation policies from several parts of the world, it allows for a compelling comparison of attitudes towards translation in varying contexts. The book highlights the virtues of integrating different types of expertise in the study of translation policy: theoretical and applied; historical and modern; legal, institutional and political. It effectively illustrates how a multidisciplinary perspective furthers our understanding of translation policies and unveils their intrinsic link with topics such as multilingualism, linguistic justice, minority rights, and citizenship. In this way, each contribution sheds new light on the role of translation in the everyday interaction between governments and multilingual populations.

New Frontiers In Graph Theory

eBook Download

BOOK EXCERPT:

Nowadays, graph theory is an important analysis tool in mathematics and computer science. Because of the inherent simplicity of graph theory, it can be used to model many different physical and abstract systems such as transportation and communication networks, models for business administration, political science, and psychology and so on. The purpose of this book is not only to present the latest state and development tendencies of graph theory, but to bring the reader far enough along the way to enable him to embark on the research problems of his own. Taking into account the large amount of knowledge about graph theory and practice presented in the book, it has two major parts: theoretical researches and applications. The book is also intended for both graduate and postgraduate students in fields such as mathematics, computer science, system sciences, biology, engineering, cybernetics, and social sciences, and as a reference for software professionals and practitioners.

Governance Networks In Public Administration And Public Policy

eBook Download

BOOK EXCERPT:

What do public administrators and policy analysts have in common? Their work is undertaken within networks formed when different organizations align to accomplish a policy function. This second edition of Governance Networks in Public Administration and Public Policy offers a conceptual framework for describing governance networks and provides a theoretical and empirical foundation in their construction. Based on research and real-life experience, the book highlights the interplay between public actors and policy tools, details the skills and functions of public administrators in the context of networked relationships, and identifies the reforms and trends in governing that lead to governance networks. This practical text makes complex concepts accessible, so that readers can engage in them, apply them, and deepen their understanding of the dynamics unfolding around them. This second edition includes: A dedicated chapter on “complexity friendly” meso-level theories to examine core questions facing governance network analysis. New applications drawn from the authors’ own work in watershed governance, transportation planning, food systems development, electric energy distribution, the regulation of energy, and response and recovery from natural disasters, as well as from unique computational modeling of governance networks. Instructor and student support materials, including PowerPoint® presentations and writable case study templates, may be found on an accompanying eResource page. Governance Networks in Public Administration and Public Policy, 2e is an indispensable core text for graduate and postgraduate courses on governance and collaboration in schools of Public Administration/Management and Public Policy.

Governing Complex Systems

eBook Download

BOOK EXCERPT:

An exploration of the need for innovative mechanisms of governance in an era when human actions are major drivers of environmental change. The onset of the Anthropocene, an era in which human actions have become major drivers of change on a planetary scale, has increased the complexity of socioecological systems. Complex systems pose novel challenges for governance because of their high levels of connectivity, nonlinear dynamics, directional patterns of change, and emergent properties. Meeting these challenges will require the development of new intellectual capital. In this book, Oran Young argues that to achieve sustainable outcomes in a world of complex systems, we will need governance systems that are simultaneously durable enough to be effective in guiding behavior and agile enough to adapt to rapidly changing circumstances. While some insights from past research on governance remain valid in this setting, Young argues that we need new social capital to supplement mainstream regulatory approaches that feature rule making with an emphasis on compliance and enforcement. He explores the uses of goal setting as a governance strategy, the idea of principled governance, and the role of what is often called good governance in meeting the challenges of the Anthropocene. Drawing on his long experience operating on the science/policy frontier, Young calls for more effective collaboration between analysts and practitioners in creating and implementing governance systems capable of producing sustainable outcomes in a world of complex systems.
