Reexamining Economic and Political Reforms in Russia, 1985–2000: Generations, Ideas, and Changes analyzes the impact of generational changes and ideational changes on major political and economic reforms conducted in Russia during the late twentieth century. This book examines how the policy agenda was shaped by the ideas of the generations’ representatives for the “sixtiers” and “seventiers.” Representatives of the generation of “sixtiers” conducted reforms from 1985 to 1991 and invested major efforts in political liberalization but did not pay enough attention to economic reforms. On the other hand, the reformers from the generation of “seventiers,” who were in charge of policy making from 1991 to 1998, were genuinely oriented toward market building but rather insensitive to the democratization of the political regime. This book explores how these differences in ideational agendas produced inconsistent and controversial outcomes from both stages of reforms.

At the end of the "founding" or initial decade, the new parliaments of post-Communist Europe had developed two distinct types: democratic and presidentially-dominated. Whilst in the early years, they had been characterised as "parliaments in adolescence," they have - through the second decade - continued to improvise but also elaborate their working relationships with both their chief executives and electorates. This book examines these adaptations in seven parliaments, comparing both among them and with parliaments of west Europe. Their changes are traced through four distinct sets in context, members, internal structure, and working relationship with the executive. This research develops a common perspective for our understanding of both new and developed legislatures by tracing the steps through which new parliaments begin, adapt and become established. Presidential term limits restrict the maximum length of time that presidents can serve in office. They stipulate the length of term the presidents can serve between elections and the number of terms that presidents are permitted to serve. While comparative scholarship has long studied important institutions such presidentialism vs. parliamentarism and the effects of different electoral systems, we lack a comprehensive understanding of the role and effects of presidential term limits. Yet presidential term limits and term lengths are one of the most fundamental institutions of democracy. By ensuring compulsory rotation in office, they are at the heart of a democratic dilemma. What is the appropriate trade-off between allowing the unrestricted selection of candidates at presidential elections vs. restricting selection procedures to prevent the possibility of dictatorial takeover by presidents who are unwilling to step down? In the context of a long and on-going history of changes to presidential term limits and the many and varied ways in which term limits have been both applied and avoided, this book explains the factors behind the introduction, stability, abolition, and avoidance of presidential term limits, as well as the consequences of changes to presidential term limits, and it does so in the context of non-democracies, third-wave countries, and consolidated democracies. It includes comparative, theoretical, and practitioner-oriented chapters, as well as detailed country case studies of presidential term limits across the world and over time.

This book analyzes privatization reforms, property rights, and raiders in post-Soviet Russia. The author surveys the existing literature in the context of predatory raiding in Russia and introduces the notion and concept of this phenomena; he suggests that the study may serve as an explanatory model for corporate, property, and land raiding in Russia. Building on previous scholarship, this monograph conceptualizes the predatory character of corporate hostile takeovers in Russia and links it with the coercive nature of the ruling authoritarian regime.
