Since the Maastricht ratification debate of the early 1990s, the legitimacy of the European Union has become a subject of controversy. With unprecedented force, Europeans have begun to question the need for deeper integration. Some fear threats to established national identities, while others perceive the emergence of a distant but powerful Brussels, beyond the reach of democratic control. Legitimacy and the European Union breaks with established approaches to the problem of the legitimacy of the European Union by focusing on the recent trend towards reconceptualization of the EU not as a superstate or an organization of states, but as a multi-level, contested polity without precedent. The book examines the implications of this reconceptualization for the problem of legitimacy. Individual chapters focus on policy areas, institutions and identity politics. Taken together, they reach two main conclusions. While Europeans do not strongly identify with the EU, they increasingly recognize it as a framework for politics alongside existing national and subnational structures. And while the EU lacks central democratic institutions, the integration process has spawned significant informal and pluralist forms of representation. Rethinking recognition and representation ouside the context of the nation state points to important, if little understood, actual and potential sources of EU legitimacy.

The European Union's growing accountability deficit threatens to undermine its legitimacy; accordingly, member states have agreed to negotiate a new set of Treaty changes in 2004. These essays consider various aspects of accountability and legitimacy in the European Union.

In 2004 the European Union was enlarged with ten new member states, eight of them previously communist states in Central and Eastern Europe. This enlargement was without precedent in the history of the Union and its predecessors. It is still to be seen how well the institutions as well as the citizens of the Union are able to cope with the consequences of this operation. The authors of this volume evaluate the effect of that enlargement on its legitimacy. They do so by assessing the effects of enlargement on the functioning of the process of political representation in the European Union and on the feelings of the European people towards the Union. This study is mainly based on data from the European Election Study 2004. This study made it for the first time possible to compare the attitudes and behaviour of citizens in the enlargement countries, in particular in Central and Eastern Europe, with their counterparts in the older member states. Some of the findings of this study are counterintuitive. In many respects the effects of enlargements are much smaller than often argued. The party systems of the new member states and the attitudes and behaviour of the voters of individual parties are very compatible with their counterparts in the older member states, making further European integration relatively easy. The same can be said about members of the European Parliament. On the other hand the mutual trust of the people in the older and new member states is extremely low and undermines the legitimacy of the enlarged Union.

Most of the contemporary debates about the European Union - about its role, its institutional arrangements, its development dynamic, its expansion and possible futures - revolve around the issue of political legitimacy. Legitimacy and the European Union addresses the fundamental issues at the heart of the debates on Europe and examines such key questions as:- -What is the scope of the EU's authority -Is there a legitimacy deficit? If so, how much does it matter -Does political legitimacy only reside in the nation state? Using a multi-dimensional conception of political legitimacy, the text analyses the character and problems of the European Union's authority in respect of democracy, political identity and governmental performance. Its distinctive claim is that political legitimacy can now only be understood as a process of interaction between the state and EU levels, and that this interaction impacts differentially on different member states.

How severe a problem is what many call the 'democratic deficit' of the European Union? Despite a voluminous theoretical literature dealing with this question, there is hardly any systematic empirical investigation of the effectiveness of the system of political representation in the EU and of the legitimacy beliefs of EU citizens that spring from it. This volume elaborates a conceptual framework for the empirical analysis of the alleged democratic deficit. Four dimensions of legitimacy beliefs are identified and analysed: the European political community, the scope of EU government, the institutions and processes of EU government, and EU policies. Based upon large-scale representative surveys among the mass publics, and different strata of the political elite of the EU and its member-states, the book examines the conditions of political representation in the EU. The results demonstrate, by and large, that legitimacy beliefs of EU citizens are the more positive, the less specific the object of identification and evaluations is; and that the process of political representation works pretty well as long as issues other than European Union issues are concerned. These findings are finally discussed in view of familiar strategies for institutional reform of the European Union.

How can we conceptualize identity and legitimacy in the context of the European union? The power of the European Parliament has been steadily and visibly increasing in recent years. This arises from EU treaty changes and from the fact that more and more decisions are being made at the European level. At the same time, however, the already low rate of turnout in European elections has actually been declining. This powerful new study examines a seemingly paradoxical situation which has raised deep concern about the democratic deficit in the European Union. The authors analyse the concepts of participation, democracy, and legitimacy and their applicability at the European level and develop a typology of voter participation and abstention in the European context. Combining extensive new data from specially commissioned surveys in all 1994 member states with a searching review of the existing evidence, they provide a comprehensive account of the legitimacy of the European Union and examine the images of the European Parliament, citizens experiences of the 1994 campaign and their perceptions of the parties and the candidates. In an analysis that challenges existing interpretations, the institutional, demographic, and attitudinal sources of participation and abstention are fully explored. The study concludes by considering how participation and democratic representation might be enhanced, acknowledging forthrightly the obstacles and inherent limits that such efforts are likely to face.
