Legitimacy Peace Operations And Global Regional Security

eBook Download

BOOK EXCERPT:

"This book focuses on the collaboration that takes place in the field of conflict management between the global centre and the African regional level. It moves beyond the dominant framework on regional-global security partnerships, which mainly considers one-sided legal and political factors. Instead, new perspectives on the relationships are presented through the lens of international legitimacy. The book argues that the AU and the UN Security Council fight for legitimacy to ensure their positions of authority and to improve the chances of success of their activities. It demonstrates in regard to the case of Darfur why and how legitimacy matters for states, international organisations, and also for global actors and local populations." -- Page [iii] of paperback version.

Partnership Peace Operations

eBook Download

BOOK EXCERPT:

"Partnership" is a key concept in contemporary international peace operations. There is no universal model of peace operations in contemporary international society. Ad hoc arrangements of "partnership" between the United Nations and various regional organizations are consequences of the complex circumstances of international security. The ways in which "partnerships" are organised differently in different regions reflect each region's distinctive security situation. The universal nature of "liberal peacebuilding" is thus maintained only by ad hoc arrangements. All the UN peacekeeping operations in Africa have some partnership linkages with regional or sub-regional organizations ranging from the African Union (AU) and regional mechanisms to the European Union (EU). What are the conditions and characteristics that enable or lead to partnership peacekeeping in Africa? How should we understand lower levels of partnership peacekeeping in other regions? By highlighting key characteristics of partnership peacekeeping, the book explores these issues and argues that partnership is a reflection of political circumstances. The book provides an unexplored but critical perspective to understand the contemporary world for those who study International Relations, Security Studies, International Organizations, and Peace Studies.

Security And Interorganizational Networks In Peace Operations

eBook Download

BOOK EXCERPT:

This book offers a comprehensive analysis of preconditions and processes of interorganizational cooperation among IGOs in peace operations and how these collaborative efforts account for the success and failure of such missions. The author bases its conclusion on insights from social network analysis and an in-depth review of three cases of inter-IGO collaboration in intrastate conflicts: Violence abatement in Ivory Coast, conflict containment in Bosnia and conflict settlement in Darfur. This project will be beneficial for both policy and scholarly communities. By studying the empirical record of cooperation in peace operations, this work sheds light on best practices and makes specific policy recommendations for IGOs engaged in peace missions.

Regional Organizations And Peacemaking

eBook Download

BOOK EXCERPT:

This book analyses the new and difficult roles of regional organizations in peacemaking after the end of the Cold War and how they relate to the United Nations (UN). Regional organizations have taken an increasingly prominent role in international efforts to deal with international security. The book highlights the complex interaction between the regional and sub-regional organizations, on the one hand, and their relations with the United Nations, on the other. Thus, the general issues of UN and its authority are scrutinized from legal, practical and geopolitical perspectives. Taking on a broad geographical focus on Africa, the Arab world and Europe, the book also provides an extensive range of case studies, with detailed analysis of particular situations, organizations and armed conflicts. The authors scrutinise the heterogeneous relationship between the different organizations as well as the challenges to them: political resources, legal standing, financial assets, capabilities and organizational set up. Moreover, they investigate whether regional organizations, as compared to the UN, are better suited to deal with today’s intra-state conflicts. The book also aims to dissect the evolution of these institutions historically – in relation to Chapter VIII of the UN Charter which mentions the resort to 'regional arrangements’ for conflict management – as well as more generally in relation to the principles of international law and UN principles of peacemaking. This book, written by a mixture of established scholars, diplomats and high-level policymakers, will be of great interest to students as well as practitioners in the field of peace and conflict studies, regional security, international organisations, conflict management and IR in general.

United Nations Peacekeeping And The Principle Of Non Intervention

eBook Download

BOOK EXCERPT:

Using a unique application of Third World Approaches to International Law (TWAIL), this book provides a critical, interdisciplinary, examination of the contemporary practice of UN peacekeeping. Is peacekeeping intervention? Since its conception in the mid-1950s, peacekeeping has significantly evolved from traditional, lightly armed, passive operations to robust, multi-dimensional stabilisation peacekeeping operations. This raises questions as to whether this is simply a natural evolution of peacekeeping or whether it marks an expansion of the concept beyond its boundaries, pushing it into the realm of peace enforcement or intervention. In response, this book examines the frameworks which govern UN peacekeeping and seeks to understand the relationship between peacekeeping and the principle of non-intervention. Providing practical examples from the United Nations’ operations in the Democratic Republic of the Congo and drawing upon interviews with key international actors including UN personnel, the book explores the boundaries of peacekeeping, contending that peacekeeping, at times, becomes a form of intervention. This, the book argues, is detrimental both to the concept of peacekeeping and to the host state, and it concludes by offering a series of recommendations to re-affirm peacekeeping’s boundaries and amplify the effectiveness of contemporary peacekeeping. This book will be of interest to scholars and students in international law, international relations, politics, history and criminology.

Peacekeeping And The African Union

eBook Download

BOOK EXCERPT:

This book offers a detailed examination of the effectiveness of the peacekeeping operations of the African Union. Despite its growing reputation in peacekeeping and its status as the oldest continental peacekeeper, the performance of the African Union (AU) has hitherto not been assessed. This book fills that gap and analyses six case studies: Burundi, Comoros, Somalia, Mali, Darfur and the Central African Republic. From a methodological perspective it takes a problem-solving approach and utilises process tracing in its analysis, with its standard for success resting on achieving negative peace (the cessation of violence and provision of security). Theoretically, this study offers a comprehensive list of factors drawn from peace literature and field experience which influence the outcome of peacekeeping. Beyond the major issues, such as funding, international collaboration and mandate, this work also examines the impact of largely ignored factors such as force integrity and territory size. The book modifies the claim of peace literature on what matters for success and advocates the indispensability of domestic elite cooperation, local initiative and international political will. It recognises the necessity of factors such as lead state and force integrity for certain peace operations. In bringing these factors together, this study expands the peacekeeping debate on what matters for stability in conflict areas. This book will be of much interest to students of peacekeeping, African politics, war and conflict studies, and International Relations in general.
