This book explores a range of key issues connected to China’s relations with countries in the Middle East and South Asia. In the tumultuous aftermath of the Arab uprisings, Tunisia charted a unique path that has earned it praise as ‘a beacon of hope’ in a troubled region. Since the 2011 revolution, it has embraced a new culture of democracy, based on pluralism, civilian rule and the peaceful transfer of power. Equally noteworthy are the country’s burgeoning civil society, its various institutional reforms and its progressive new constitution, which upholds individual freedoms and champions women’s rights. But in spite of these achievements, daunting challenges remain. Although Tunisia has succeeded in defusing many crises, its transition has been uneasy; its democracy is fragile and its future continues to be uncertain. As the country emerges from decades of authoritarian rule, it faces enormous political, social, economic and security challenges, which are undermining its peaceful evolution. It is this state of fragility that A Fledgling Democracyseeks to capture. Focusing on the socio-political dynamics that have unfolded in this North African nation since the revolution, the contributors to this volume shed light on how Tunisia has navigated its first decade of democratic transition, and reflect on what the ongoing changes and challenges mean for the country today.

From the erosion of state legitimacy in Lebanon to the use of smartphones in Kyrgyzstan, from a Polish suburb to the music scene in Azerbaijan, this volume attempts to explain why, in a variety of world regions, a substantial number of people tend to ignore or act against state rules. We propose to look at informality beyond simplistic associations of the phenomenon with a single category such as "informal labour" or "corruption". By doing this, we propose to look for a correlation between the emergence, and persistence, of some informal practices and the quality of governance in a given area. We also suggest that a better understanding of the variety of informal practices present in a region can help conceptualising more adequate interventions and eventually improve the socio-economic conditions of its inhabitants.

This publication examines the role of border regions in shaping patterns of violence since the end of the 1990s in North and West Africa. Using the innovative OECD Spatial Conflict Dynamics indicator (SCDi), the report looks at the growing relationship between political violence and borderlands at the regional level, by analysing more than 170 000 violent events between January 1997 and June 2021 and through the exploration of case studies in the Central and Eastern Sahel.

While areas of limited statehood can be found everywhere - not just in the global South -, they are neither ungoverned nor ungovernable. Rather, a variety of actors maintain public order and safety, as well as provide public goods and services. While external state 'governors' and their interventions in the global South have received special scholarly attention, various non-state actors - from NGOs to business to violent armed groups - have emerged that also engage in governance. This evidence holds for diverse policy fields and historical cases. The Handbook gives a comprehensive picture of the varieties of governance in areas of limited statehood from interdisciplinary perspectives including political science, geography, history, law, and economics. 29 chapters review the academic scholarship and explore the conditions of effective and legitimate governance in areas of limited statehood, as well as its implications for world politics in the twenty-first century. The authors examine theoretical and methodological approaches as well as historical and spatial dimensions of areas of limited statehood, and deal with the various governors as well as their modes of governance. They cover a variety of issue areas and explore the implications for the international legal order, for normative theory, and for policies toward areas of limited statehood.

This book examines the perplexing twists and turns in Syria-Iraq relations which since the establishment of modern Syria and Iraq after World War I have zigzagged between cooperation and hostility countless times. It questions why both countries switched regional and international alliances, but never formed one of their own, and assesses the role played by structural forces such as geopolitics, ideology, and regime survival. It also argues that a key factor was the individual personalities – the agency role – of Hafez Assad and Saddam Hussain, both of whom had a monopoly of power, similar ambitions and leadership styles, and great mistrust of each other, with the result that they clashed. It goes on to show how both were caught between commitment to pan-Arabism and the imperative for regime survival, and how this led them both to weaken pan-Arabism instead and construct sectarian polarisation to ensure regime survival. The book concludes that their ruthless fight left a heavy legacy where in both countries regime survival overshadowed state consolidation and nation-building, with both countries divided into smaller communities of faiths and ethnicities at war with each other.

Unlike most writing on Arab-Iran relations, which looks at specific episodes and specific countries, this book, taking a long term view, assesses the overall dynamics of the relationship, discussing in particular how far religion or politics drives the relationship. It argues that although Iran asserts that religion is a key factor underpinning a coherent approach to international relations, in fact what turns out to be the key factor is the politics of particular circumstances and Iran’s specific interests. The book considers Iran’s differing reactions to the Arab uprisings of 2011 onwards, showing that while Iran supported the uprisings in some countries it sided with repressive governments in other countries. The book also examines Iran’s reaction to its own outbreak of popular discontent in 2009 which was controlled by what has been considered as severe repression and explores how Iran is viewed by ordinary people in different Arab countries.
