Since 2011 Myanmar has experienced many changes to its social, political and economic landscape. The formation of a new government in 2016, led by the National League for Democracy, was a crucially important milestone in the country’s transition to a more inclusive form of governance. And yet, for many people everyday struggles remain unchanged, and have often worsened in recent years. Key economic, social and political reforms are stalled, conflict persists and longstanding issues of citizenship and belonging remain. The wide-ranging, myriad and multiple challenges of Living with Myanmar is the subject of this volume. Following the Myanmar Update series tradition, each of the authors offers a different perspective on the sociopolitical and economic mutations occurring in the country and the challenges that still remain. The book is divided into six sections and covers critical issues ranging from gender equality and identity politics, to agrarian reform and the representative role of parliament. Collectively, these voices raise key questions concerning the institutional legacies of military rule and their ongoing role in subverting the country’s reform process. However, they also offer insights into the creative and productive ways that Myanmar’s activists, civil society, parliamentarians, bureaucrats and everyday people attempt to engage with and reform those legacies.

Myanmar’s Buddhist-Muslim Crisis is a probing search into the reasons and rationalizations behind the violence occurring in Myanmar, especially the oppressive military campaigns waged against Rohingya Muslims by the army in 2016 and 2017. Over more than three years John Holt traveled around Myanmar engaging in sustained conversations with prominent and articulate participants and observers. What emerges from his peregrinations is a series of compelling portraits revealing both deep insights and entrenched misunderstandings. To understand the conflict, Holt must first accurately capture the viewpoints of his different conversation partners, who include Buddhists and Muslims, men and women, monks and laypeople, activists and scholars. Conversations range widely over issues such as the rise of Buddhist nationalism; the sometimes enigmatic and unexpected positions taken by Aung San Suu Kyii; use of the controversial term “Rohingya”; the impact of state-sponsored propaganda on the Burmese public; resistance to narratives emanating from international media, the United Nations, and the international diplomatic community; the frustrations of local political leaders who have felt left out of the policy-making process in the Rakhine State; and the constructive hopes and efforts still being made by forward-looking activists in Yangon. Three main perspectives emerge from the voices he listens to, those of Arakanese Buddhists who are native to Rakhine (once called Arakan), where much of the conflict has taken place; Burmese Buddhists (or Bamars), who make up the vast majority of Myanmar’s population; and the Rohingya Muslims, whose tragic story has been widely disseminated by the international media. What surfaces in conversation after conversation among all three groups is a narrative of siege: all see themselves as the aggrieved party, and all recount a history of being under siege. John Holt gives voice to these different perspectives as an engaged and concerned participant, offering both a critical and empathetic account of Myanmar’s tragic predicament. Readers follow the hopes and dismay of this seasoned scholar of Theravada Buddhism as he seeks his own understanding of the variously impassioned forces in play in this still unfolding drama.

In late 2004, Myanmar's best known general and long-serving leader of the military regime was suddenly dismissed. This generated widespread uncertainty throughout the country and raised questions about the future. This book addresses some of the issues.

The genocide in Myanmar has drawn global attention as Nobel Peace Prize laureate Aung San Suu Kyi appears to be presiding over human rights violations, forced migrations and extra-judicial killings on an enormous scale. This unique study draws on thousands of hours of interviews and testimony from the Rohingya themselves to assess and outline the full scale of the disaster. Casting new light on Rohingya identity, history and culture, this will be an essential contribution to the study of the Rohingya people and to the study of the early stages of genocide. Myanmar has endured multiple crises in recent years — including COVID-19, global price instability, the 2021 coup, and widespread conflict — that have disrupted and even reversed a decade of economic development. Household welfare has declined severely, with more than 3 million people displaced and many more affected by high food price inflation and worsening diets. Yet Myanmar’s agrifood production and exports have proved surprisingly resilient. Myanmar’s Agrifood System: Historical Development, Recent Shocks, Future Opportunities provides critical analyses and insights into the agrifood system’s evolution, current state, and future potential. This work fills an important knowledge gap for one of Southeast Asia’s major agricultural economies — one largely closed to empirical research for many years. It is the culmination of a decade of rigorous empirical research on Myanmar’s agrifood system, including through the recent crises. Written by IFPRI researchers and colleagues from Michigan State University, the book’s insights can serve as a to guide immediate humanitarian assistance and inform future growth strategies, once a sustainable resolution to the current crisis is found that ensures lasting peace and good governance.

This edited volume adds to the literature on Myanmar and its borders by drawing attention to the significance of geography, history, politics and society in the construction of the border regions and the country. First, it alerts us to the fact that the border regions are situated in the mountainous and maritime domains of the country, highlighting the commonalities that arise from shared geography. Second, the book foregrounds socio-spatio practices — economic, intimate, spiritual, virtual — of border and boundary-making in their local context. This demonstrates how state-defined notions of territory, borders and identity are enacted or challenged. Third, despite sharing common features, Myanmar’s borderscapes also possess unique configurations of ethnic, political and economic attributes, producing social formations and figured worlds that are more cohesive or militant in some border areas than in others. In January 2011, parliament was restored in Myanmar after two decades of military rule. Startlingly, it began to repeal obsolete laws, scrutinize government expenditures, summon ministers to the floor, and discuss the state's annual budget. It also allowed its elected representatives to make public the grievances collected from constituents infuriated at enduring practices of land confiscation, petty corruption, and everyday abuses of power. Yet ten years later in February 2021, parliament was shut down, again, by a coup d'état. What has been learned in the span of a decade of post-junta parliamentary resurgence? How could an elected legislature resurface - and function - in a country that had only limited experience with parliamentary affairs and representative politics since its independence from British rule? What lessons can be drawn from the Myanmar case for parliamentary institution-building and legislative developments (and decay) in post-authoritarian and praetorian contexts? This book offers a compelling account of Myanmar's halting efforts to develop the institutional framework and practice of a parliament-based democratic governance between 2011 and 2021. It charts the stages of such a legislative resurgence, tracing its causes, and exploring how various institutional and political legacies both informed and constrained the re-establishment and operations of the Union legislature, or Pyidaungsu Hluttaw. Embracing both ethnographic observations and a methodical engagement with legislative proceedings and historical material, Renaud Egreteau investigates how parliamentary life (re)emerged in Myanmar in the 2010s. His analysis concentrates on key legislative mechanisms, processes, and tasks pertaining to government oversight, budgetary control, representation, and lawmaking and interrogates how they were learned, (re)appropriated, and (mis)performed by Myanmar's new breed of legislators and parliamentary staff until the 2021 army takeover.
