Extrait de l'introduction : "This report presents the main findings of a recently cempleted desk study under-taken for thw Social Development Family of the World Bank's Environemtally and Socially Sustainable Development (ESSD) Network. The primary objectives of the review are to : (a) identify the current rationale, language, and underlying policy approach to Gender and Development (GAD) adopted by the World Bank ; (b) evaluate the extent to which these are shared across the institutions ; and (c) make reommandations concerning future steps toward mainstreaming gender in the World Bank. Although the origins of the review relate to needs specifically identified by ESSD, the issues raised go beyong social development, and are relevant to all Bank staff concerned with mainstreaming gender and development into World Banl lending and nonlending operations at the policy, program, and project level."

The nine Pacific Member Countries (PMCs) of the World Bank Group are Fiji Islands, Kiribati, the Marshall Islands, the Federated States of Micronesia, Palau, Samoa, the Solomon Islands, Tonga, and Vanuatu. This evaluation covers Bank assistance to the PMCs since 1992.

Nongovernmental organizations (NGOs) are important to the Bank because of the skills and resources they bring to emergency relief and development activities. In addition, they foster participation in the development process. The strength of the World Bank's collaboration with NGOs has grown since the late 1980s. In recognition of the added value that NGOs bring to Bank-supported projects, there have been intense efforts to include them. However, this report identifies a gap between promise and performance. The report concludes that the Bank's guidelines on working with NGOs are sound but that existing guidelines need to be used more effectively. The report makes recommendations to improve these partnerships and increase their benefit to development projects. It is written in English, French, and Spanish.

This publication examines the effectiveness of aid agency projects in relation to social development work, which are based on four key concepts of social sectors; safety nets; inclusion, equity and empowerment; and social relations. The report draws on recent and ongoing OED evaluations supplemented by other data including a portfolio review, a literature review, individual surveys and a review of country assistance strategies. Four main recommendations are made to improve policy outcomes, including the need to ensure that stated Bank or policy priorities receive adequate treatment across regions and countries, with better strategic planning to address current skills and monitoring and evaluation gaps.

Topics covered include the environment, AIDS, workers' rights, tourism, and many more.

"The Financial Sector Assessment Program (FSAP) is a major initiative, undertaken jointly by the World Bank and the IMF, in response to the financial crises of the late 1990s. The ultimate objectives of the program are (i) the identification and resolution of financial sector vulnerabilities and their macroeconomic stability implications; and (ii) fostering financial sector development and its contribution to economic growth. In addition, the FSAP was expected to help the Bank, Fund, and other institutions design appropriate assistance to address issues identified by the FSAP. The evaluation found that the FSAP is a good quality diagnostic tool. Joint Bank-Fund cooperation has allowed an integrated approach towards financial sector vulnerabilities and development needs, and has expanded the depth and quality of the skills base. The assessments, however, fall short in prioritizing recommendations and integrating the findings and recommendations of the assessments into its overall programs."

Annotation Examines World Bank assistance to the Philippines since 1986, a turning point in that country's economic and social policy landscape.

The World Bank finances about US$720 million in training every year, through both its lending projects and its in-house World Bank Institute (WBI). The evaluation found that while most of the training reviewed resulted in demonstrable participant learning, this learning frequently did not lead to real change in participants' workplace performance. Poor training outcomes most often resulted from training content that wasn't relevant to the needs and goals of the target institutions, or from the trainees' lack of incentives or resources to apply learning in their workplaces. These findings highlight how important it is for training to be embedded in broader capacity-building programs that identify and address organizational and institutional capacity constraints alongside human ones.

The need to promote increased trade, prevent the spread of HIV/AIDS, and ensure adequate water resources are some of the development challenges generating interest in increased regional and sub-regional cooperation. This evaluation seeks to provide guidance on when it is desirable for the Bank to support activities on a regional level, and assesses the effectiveness of both regional programs and the Banks role in supporting them. It comes at a time of increasing interest in regional development programs, supported by recent theoretical work on regional public goods and regional trading arrangements, and calls from groups in the international development community for the Bank to provide more support for multi-country programs (both global and regional).
