The town of Malta, New York, lies in the near-center of Saratoga County with Saratoga Lake, Round Lake, and Little Round Lake bordering the community. While Malta has no rivers or mountains the land is gently rolling and several streams feed the lakes. Historically Malta was an agricultural community with small, independent farms that supplied food and shelter to support the families who lived on them. Three commodities raised as cash crops were potatoes, flax, and sheep. Two local granges and several churches met the social and religious needs of the area. Today most of the farms have disappeared and the construction of Interstate 87 made Malta ideal for residential communities and small business enterprises.

BOOK EXCERPT:

This paper discusses infrastructure gaps vis-à-vis other EU countries that are most striking in road and energy networks, both in quality and quantity. This is reflected in an unparalleled gap in the approximated public capital stock. Long-term GDP benefits from increasing public investment are estimated to be substantial, ranging between 51⁄4 and 181⁄4 percent in net present value over 30 years. Malta’s authorities have started to tackle these challenges by upgrading and diversifying the energy system and by launching a comprehensive transport strategy. These efforts go in the right direction and should be implemented in a budget-neutral manner to support a further decline in the public debt-to-GDP ratio. Malta’s fiscal position has improved considerably in recent years, yet further buildup of fiscal buffers is needed against possible adverse macroeconomic conditions. Therefore, reallocating public spending from current to capital expenditure, as well as making public investment more efficient would help boosting infrastructure.

BOOK EXCERPT:

Malta’s financial sector has so far weathered the global turmoil relatively unscathed; the real economy has been decelerating since the last quarter of 2008. The staff report for Malta’s 2009 Article IV Consultation underlies economic developments and policies. The fiscal position deteriorated sharply in 2008, owing to one-offs and spending slippages. The current account deficit improved to 51⁄2 percent of GDP. The immediate goal for fiscal policy should be to mitigate the negative spillovers on activity from the global crisis without compromising the already fragile public finances.

British Malta 1798 1835

eBook Download

BOOK EXCERPT:

British Malta, 1798–1835 explores the incorporation and early administration of Malta as a British protectorate, and later as a Crown colony. Few connections existed between Great Britain and Malta before 1798, but Napoleon’s Mediterranean ambitions forged a link that remained even after the expulsion of the French. Malta’s incorporation into the British Empire encountered numerous and varied challenges: a deadly plague, diplomatic rows, economic rebuilding, continual food supply obstacles, and the unique challenge of governing a long-subjugated population. The Maltese people spent the previous 228 years ruled by an anachronistic crusading order that they were barred from joining. While most sought the protection of the British government, many also strove for more Maltese autonomy and agency. This tension helped define the first three and a half decades of British rule in Malta. Reaching beyond the traditional periodization of the Napoleonic era, this book provides a broader context of the fitful growth of the British Empire. Scholars and general readers drawn to the history of Malta, the British Mediterranean, and the expansion of the British Empire will find value in this narrative history.
