Food insecurity is a fact of life for the vast majority of households across Maputo’s poverty belt. The Maputo urban food security survey done by AFSUN as part of its baseline survey of 11 Southern African cities found that households exist in a constant state of food insecurity manifested in a lack of access to sufficient affordable food, poor dietary quality and undernutrition. Income is meagre and only those households with access to wage income have any chance of holding food insecurity at bay. With a vibrant informal food economy, Maputo’s poor are surrounded by fresh and processed food. Food availability is therefore not the primary determinant of food insecurity in Maputo. Certainly large-scale food import from South Africa and further afield makes the market price of food inherently volatile. But prices for the consumer are also driven down by the fact that there is intense competition among vendors on the streets and in the marketplaces. The real cause of food insecurity is high urban unemployment and a lack of regular and decent-paying work. Among its recommendations, AFSUN urges the city of Maputo to set up a food security strategy that is multisectoral and policy-oriented and based on a better understanding of food flows into and within the city, the operation of the city’s informal food economy and the likely impacts of formal retailing for the food security of the urban poor.

Across Africa, artists increasingly turn to NGO sponsorship in pursuit of greater influence and funding, while simultaneously NGOs-both international and local-commission arts projects to buttress their interventions and achieve greater reach and marketability. The key values of artistic expression thus become "healing" and "sensitization," measured in turn by "impact" and "effectiveness." Such rubrics obscure the aesthetic complexities of the artworks and the power dynamics that inform their production. Clashes arise as foreign NGOs import foreign aesthetic models and preconceptions about their efficacy, alongside foreign interpretations of politics, medicine, psychology, trauma, memorialization, and so on. Meanwhile, each community embraces its own aesthetic precedents, often at odds with the intentions of humanitarian agencies. The arts are a sphere in which different worldviews enter into conflict and conversation. To tackle the consequences of aid agency arts deployment, volume editors Samuel Mark Anderson and Chérie Rivers Ndaliko assemble ten case studies from across the African continent employing multiple media including music, sculpture, photography, drama, storytelling, ritual, and protest marches. This book explores the experiences of ‘Indo-Mozambicans,’ citizens and residents of Mozambique who can trace their origins to the Indian subcontinent, a region affected by competing colonialisms during the twentieth century. Drawing from ethnographic interviews, the author illustrates why migration developed as both an identity marker and a survival tool for Indo-Mozambicans living in Maputo, in response to the series of independence movements and prolonged period of geo-political uncertainty that extended from 1947 to 1992. A unique examination of post-colonialism, the book argues that four pivotal moments in history forced migratory patterns and ethnic identity formations to emerge among Indo-Mozambicans, namely, the end of the British empire in India and the subsequent partition of India and Pakistan in 1947; the end of the Portuguese empire in India, with the annexation of Goa, Daman and Diu in 1961; the independence of Mozambique from Portugal in 1975; and the civil war of Mozambique from 1977 to 1992. Framing these historical markers as trigger points for shifts in migration and identity formation, this book demonstrates the layered experiences of people subject to Portuguese colonialism and highlights the important perspective of those ‘left behind’ in migration studies.
