This book covers various strategic issues around maritime security in terms of how Indonesia has sought to implement its Global Maritime Fulcrum (GMF) vision, evaluating its regional impact within ASEAN. The Global Maritime Fulcrum’ vision was declared by President Joko Widodo to refocus Indonesia’s development paradigm to prioritize its maritime aspect in the Indo-Pacific. Divided across five pillars, namely: maritime culture, maritime resource management, maritime infrastructure and connectivity development, maritime diplomacy and maritime defense, the book presents that the implementation of this vision will doubtless have a significant regional impact, particularly in setting regional maritime agendas. In promoting an understanding of the challenges presented in implementing the Global Maritime Fulcrum and unpacking its multifaceted impact in the region, this book delves into Indonesia’s maritime vision, the existing maritime arrangements within ASEAN, and Indonesia’s interests in terms of its political economy relating to the maritime sector, strategic security issues, maritime diplomacy, and related regional power dynamics. To offer security in the maritime domain, governments around the world need the capabilities to directly confront common threats like piracy, drug-trafficking, and illegal immigration. No single navy or nation can do this alone. Recognizing this new international security landscape, the former Chief of Naval Operations called for a collaborative international approach to maritime security, initially branded the "1,000-ship Navy." This concept envisions U.S. naval forces partnering with multinational, federal, state, local and private sector entities to ensure freedom of navigation, the flow of commerce, and the protection of ocean resources. This new book from the National Research Council examines the technical and operational implications of the "1,000-ship Navy," as they apply to four levels of cooperative efforts: U.S. Navy, Coast Guard, and merchant shipping only; U.S. naval and maritime assets with others in treaty alliances or analogous arrangements; U.S. naval and maritime assets with ad hoc coalitions; and U.S. naval and maritime assets with others than above who may now be friendly but could potentially be hostile, for special purposes such as deterrence of piracy or other criminal activity.

Indonesia is the largest archipelago state in the world comprising 17,480 islands, with a maritime territory measuring close to 6 million square kilometres. It is located between the two key shipping routes of the Pacific and Indian Ocean. Indonesia’s cooperation in maritime security initiatives is vitally important because half of the world’s trading goods and oil pass through Indonesian waters, including the Straits of Malacca, the Strait of Sunda and the Strait of Lombok. This book analyses Indonesia’s participation in international maritime security cooperation. Using Indonesia as a case study, the book adopts mixed methods to assess emerging power cooperation and non-cooperation drawing from various International Relations theories and the bureaucratic politics approach. It addresses not only the topic of Indonesia’s cooperation but also engages in debates across the International Relations, political science and policy studies disciplines regarding state cooperation. Based on extensive primary Indonesian language sources and original interviews, the author offers a conceptual discussion on the reasons underlying emerging middle power participation or non-participation in cooperation agreements. The analysis offers a fresh perspective on the growing problems of maritime terrorism and sea robbery and how an emerging power deals with these threats at unilateral, bilateral, regional and multilateral levels. Incidents of piracy doubled in number from 2008 to 2009, highlighting the need for stronger measures to combat the problem. At the same time, the threat from terrorist actions in the maritime environment also represents an increasingly worrying trend. This book presents the proceedings of the NATO Centre of Excellence – Defence Against Terrorism (COE-DAT) Advanced Research Workshop, entitled ‘Maritime Security and Defence Against Terrorism’, held in Ankara, Turkey, in November 2010. The workshop consisted of four sessions: threats in the maritime environment; vulnerabilities and sensitivities of maritime security; combating the threats to maritime security and maritime terrorism; and lastly, Turkey's contribution to global maritime security. Each of the presentations was followed by a debate, with the 10 experts from five countries joining the group of international participants to discuss the issues raised together; the aim of the workshop being to facilitate awareness of the issues in NATO and affiliated countries. This book seeks to provide a net assessment of regional challenges and opportunities in this study of the Indo-Pacific region’s security dynamics viewed through the ‘maritime variant’ of the Regional Security Complex Theory. The objective of this volume is to ascertain the regional security dynamics and assess securitization as a driving force. It infers the scope of traditional, non-traditional, and transnational security issues and their regional impact, with a specific focus on the maritime perspectives of regional security dynamics, and also envisages the potential interplay of these factors as they continue to influence and shape future discourse.
