Two thirds of the world population lies within 60 kilometres of the sea. Much of the well-being of our planet is dependent on the sea, as the bulk of international trade passes across oceans and through ports, while the sea is a rich source of protein and contains profound wealth in terms of energy and natural sources. Inevitably, economic stability and development are therefore closely linked to maritime security. This volume contains a selection of papers presented at an international conference on ?Maritime Security in Southern African Waters? in Stellenbosch on 22-23 July 2008.

This book studies recent attempts to restructure maritime security sectors through capacity building. It innovates both theoretically and empirically. It proposes a new framework for understanding maritime capacity building, drawing on work in peacebuilding and security sector reform. The framework is then applied across empirical case studies from the Western Indian Ocean (WIO) region written by scholars from the Global South. The WIO region is a paradigmatic case to study maritime security and capacity building in action. Countries in the region face the full gamut of maritime security challenges, while their indigenous capacities to deal with these are often weak. In consequence, the region functions as an engine of innovation for maritime capacity building more widely. The lessons and best practices from the region have importance consequences for addressing maritime security across the globe.

Contemporary Military Geosciences in South Africa presents the reader with chapters celebrating the scope, reach and impact of themes researched by military geoscientists. It explores the continent’s current peace and security landscape, including new actors, emerging threats, and the prospects for achieving sustainable peace. This edited volume focuses on aspects of the understudied theme of African sea-power, including African navies and the engagement of non-African navies with the continent. Africa possesses 48,000 kilometers of coastline, comprising 38 out of 54 of the continent’s states and several strategic choke points for international shipping, such as the Suez Canal, the Gulf of Aden and the Cape of Good Hope. Nevertheless, post-colonial Africa’s small navies and their relations with the navies of external powers have not received much scholarly attention. Focusing on Sub-Saharan Africa, this collection attempts to address this neglect and stimulate further research by offering original chapters related to historical and contemporary themes around Africa’s navies. The historical chapters cover the origin of the Tanzanian, Ethiopian, Nigerian and Ghana navies during the era of decolonization and the Cold War, the asymmetrical naval campaign fought during the Nigerian Civil War (1967-70), and the activities of the Soviet Navy in supporting African states and movements fighting lingering colonialism and white supremacy during the 1970s and 1980s. Focusing on the contemporary situation, other chapters discuss the engagement of the Indian Navy with Africa, the potential role of the Angolan and Mozambican navies in the Southern African Development Community (SADC), the transformation and development of the post-apartheid South African Navy, and the challenges and capabilities of African navies in the early twenty-first century. The book concludes by discussing the question of whether African coastal countries need navies. In Maritime Security Cooperation in the Guinea: Prospects and Challenges, Kamal-Deen Ali provides ground-breaking analyses of the maritime security situation in the Gulf of Guinea and its implications for shipping, energy security, sustainable fisheries as well as national and regional security. The book juxtaposes the growing strategic importance of the Gulf of Guinea against the rising insecurity in the maritime domain, especially from piracy. Ali points out key gaps in prevailing regional and international approaches to maritime security cooperation in the Gulf of Guinea and sets out several suggestions for combating piracy as well as other maritime security threats while effectively enhancing maritime security cooperation in the region.

This book provides a synoptic view of the Indian Ocean and maritime security in its contested waters. The volume highlights the competition between major Asian powers to control the Indian Ocean periphery; shows that cooperation amongst the major regional powers could abate the threat of the potential of conflict becoming global and inviting external intervention; and discusses India’s Look East policy and the deepening relation between India and ASEAN. It argues for the need for Indian Ocean states and particularly SAARC members of the Indian Ocean Rim Association to look afresh at their political and security issues and common interests. It also suggests measures for evolving a robust mechanism of maintaining the Indian Ocean as a sustainable zone of commerce, energy, security and peace rather than threat.
