This guidebook provides methods for integrating performance measures from individual transportation modes and multiple jurisdictions and for developing new measures, if needed, to monitor transportation network performance. These network performance measures can be used to improve system management, planning, and investment decisions and can be applied to various scenarios. The guidebook should be of immediate use to practitioners in state, regional, or local governments; specially designated authorities; or those in the private sector who are responsible for measuring, operating, and investing in the performance of multimodal and/or multijurisdictional transportation networks.

This report to help measure the performance of automated people mover (APM) systems at airports. The guidebook identifies, defines, and demonstrates application of a broad range of performance measures encompassing service availability, safety, operations and maintenance expense, capacity utilization, user satisfaction, and reliability.

Each track consisted of a plenary session followed by three concurrent breakout sessions. These proceedings follow the conference format, with the plenary sessions and the breakout sessions for each of the five tracks presented in chronological order. The breakout sessions and the closing session gave participants the opportunity to provide ideas and suggestions on further research, technology transfer, and training. Research topics identified for potential consideration are listed in the section on concluding remarks. The conference also featured an interactive poster session. Summaries provided by the poster authors are presented in Appendix A. The conference attracted 130 participants from Canada, Germany, Japan, the Netherlands, South Africa, and the United States, and featured transportation specialists who offered real-world expertise on the application of performance metrics and case studies.

"These proceedings contain a summary of the Transportation Research Board conference on U.S. and international approaches to performance measurement for transportation systems that was conducted on September 9-12, 2007, at the Arnold and Mabel Beckman Center of the National Academies in Irvine, California. The theme for this third in a series of international conferences, Better Decisions and Better Communication, was selected to highlight opportunities for and experiences in using performance measurement as a strategic tool to better communicate goals and objectives and results to a wide range of stakeholder groups. Presentations highlighted cases in which performance measures have proved useful in guiding resource allocation decisions, improving day-to-day operations, establishing and demonstrating agency competency and accountability and, in some instances, making the case for more resources. The conference consisted of five plenary sessions, each followed by a series of corresponding, concurrent breakout sessions. The topics of the five plenary sessions were Performance Measures as an Organizational Management Tool to Establish Accountability, Communicating Performance Results Effectively to Your Customers, Data and Tools, Hot Topics (addressing the use of performance measures to gauge the effectiveness of tolling and congestion pricing and other innovative transportation strategies to address sustainability and safety issues), and Performance-Based Contracting and Measuring Project Delivery. Three resource papers were developed for the conference. The conference attracted 180 participants from Canada, Denmark, Germany, Italy, Japan, Mexico, Sweden, the United Kingdom, and the United States and featured 70 transportation specialists offering real-world expertise, from the application of performance metrics to case studies drawn from six countries. Efficient and effective transportation networks are backbones to modern societies. Methodologically, their design has mainly been driven by optimization approaches oftentimes with a strong cost focus. Their strategic planning, however, should go beyond detailed cost analysis and identify other key decision drivers. Transportation network centrality describes the appearance of a network; hence is crucial for network design. Anne Paul develops a strategic approach to transportation network design by conceptualizing transportation network centrality and relating it to the performance and quality of transportation networks. Consequently, the concept of network centrality serves to support decisions in strategic network design. A practical implementation of this approach is provided, demonstrating its feasibility. Potential readers include scholars and practitioners from logistics, supply chain management, and operational research with an interest in strategic transportation network design.

This synthesis will be of interest to officials of municipal, regional, and statewide transportation agencies who are responsible for the management of surface transportation systems in metropolitan areas. It presents information on the processes used by transportation agencies to monitor, evaluate, and implement a variety of solutions to the management of surface transportation systems. This is a complex and dynamic area of application, and the examples presented herein represent a selection of such applications in 1997. The concept of transportation system management is constantly changing and will continue to change, especially with further implementation of intelligent transportation systems. This report of the Transportation Research Board provides an overview of the generalized process that transportation agencies have found to be effective in managing the various aspects of their transportation systems. Specific case examples of effective management strategies are described for several metropolitan areas including Houston, Seattle, metropolitan New York, Los Angeles, San Francisco, and Minneapolis/St. Paul.

Mobility is fundamental to economic and social activities such as commuting, manufacturing, or supplying energy. Each movement has an origin, a potential set of intermediate locations, a destination, and a nature which is linked with geographical attributes. Transport systems composed of infrastructures, modes and terminals are so embedded in the socio-economic life of individuals, institutions and corporations that they are often invisible to the consumer. This is paradoxical as the perceived invisibility of transportation is derived from its efficiency. Understanding how mobility is linked with geography is main the purpose of this book. NCHRP Report 662 describes how selected transportation agencies have reduced the time required to complete the project delivery process. This process takes new or renewed transportation facilities and services from conception to completion, ready for users. Project delivery is a primary indicator of an agency's effectiveness. Individual highway and other transportation projects are developed under programs intended to implement agency and legislative initiatives and other public policy. The way programs are organized and managed can determine the speed and efficiency of project development. Accelerating program functions can speed up project delivery. This report describes the experiences of eight state departments of transportation (DOTs) that made improvements in their project delivery and the lessons to be learned from their experiences. The information will be useful to DOT managers seeking to ensure that their agencies' organization, policies, and program operations facilitate project delivery.
