There is a vast literature on the principles of public administration and good governance, and no shortage of theoreticians, practitioners and donors eager to push for public sector reform, especially in less-developed countries. Papua New Guinea has had its share of public sector reforms, frequently under the influence of multinational agencies and aid donors. Yet there seems to be a general consensus, both within and outside Papua New Guinea, that policy making and implementation have fallen short of expectations, that there has been a failure to achieve 'good governance'. This volume, which brings together a number of Papua New Guinean and Australian-based scholars and practitioners with deep familiarity of policy making in Papua New Guinea, examines the record of policy making and implementation in Papua New Guinea since independence. It reviews the history of public sector reform in Papua New Guinea, and provides case studies of policy making and implementation in a number of areas, including the economy, agriculture, mineral development, health, education, lands, environment, forestry, decentralization, law and order, defence, women and foreign affairs, privatization, and AIDS. Policy is continuously evolving, but this study documents the processes of policy making and implementation over a number of years, with the hope that a better understanding of past successes and failures will contribute to improved governance in the future.

This book looks at the key challenges of HIV and AIDS from a gender perspective, and describes positive responses in areas of the world as diverse as Cambodia, South Africa, the UK, and Papua New Guinea. The impact of HIV on women and men across the world are devastating and wide-ranging. Girls may have to drop out of school to look after sick relatives, boys to earn money. The death of working-age adults can mean that surviving family members struggle to get by, with grandparents shouldering the burden of looking after orphaned grandchildren, often in dire poverty. Young women may have to resort to sex work and other risky survival strategies to support themselves and their families. Young men are growing up with ideas about masculinity that include violence and the sexual domination of women, contributing to the spread of HIV. The contributors analyze these contexts, exploring the links between HIV, AIDS, gender inequality and poverty. They present accounts of successful interventions, recording experience, describing good practice, and sharing information about resources. This book is essential reading for development practitioners and policy makers involved in responding to the HIV and AIDS crisis.

This book is a world-class report by the Asian Competitiveness Institute (ACI), updated annually to analyse Indonesia's competitiveness at both the 33 provincial levels and six regional groupings based on the central government's Master Plan for Acceleration and Expansion of Indonesia's Economic Development (MP3EI). With 104 indicators covering four environments, the study's unique methodology incorporates comparative strengths and weaknesses as well as applies Geweke causality analysis to a subset of indicators. Apart from scores and rankings, what-if policy simulations offer various provinces practical prescriptions to improve overall competitiveness to accelerate economic growth and development in a balanced, fair and sustainable way. Such qualitative and quantitative analyses in collaboration with various stakeholders generates an exciting pathway for Indonesia to attain its rightful place in both the Asian region and global contexts.
