This book traces the impact of the global financial crisis on East Asia, and the way that key regional states responded to the crisis. It considers the extent to which the region is decoupling from the global economy (or the West), the impact of crises on the definition of "region", and the effectiveness and functioning of regional institutions and governance mechanisms (including environmental governance). A key focus of the book is the increasing legitimacy of statist alternatives to (neo)liberal development strategies and modes of governance – or perhaps more correctly, the extent to which the legitimacy of "western" norms and practices have been delegitimized by the crisis. This collection gathers experts from Africa, North America, Asia and Europe to examine international policy responses to the 2008 global financial crisis. In doing so they reveal the implications for international cooperation, coordination and institutional change in global economic governance, and identify ways to reform and even replace the architecture created in the mid 20th century in order to meet the global challenges of the 21st.

While nations have always competed for territory, mineral riches, water, and other physical assets, they compete most vigorously today for technology-based innovations and the value that flows from them. Much of this value is based on creating scientific knowledge and transforming it into new products and services for the market. This process of innovation is complex and interdisciplinary. Sometimes it draws on the genius of individuals, but even then it requires sustained collective effort, often underpinned by significant national investments. Capturing the value of these investments to spur domestic economic growth and employment is a challenge in a world where the outputs of innovation disseminate rapidly. Those equipped to understand, apply, and profit from new knowledge and technical advances are increasingly able to capture the long-term economic benefits of growth and employment. In response to this new, more distributed innovation paradigm, the National Academies Board on Science, Technology, and Economic Policy (STEP) convened leading academics, business leaders, and senior policymakers from Germany and the United States to examine the strengths and challenges of their innovation systems. More specifically, they met to compare their respective approaches to innovation, to learn from their counterparts about best practices and shared challenges, and to identify cooperative opportunities. The symposium was held in Berlin and organized jointly by the German Institute for Economic Research (DIW) and the U.S. National Academies with support of the German Federal Ministry for Education and Research (BMBF) and the American Embassy in Berlin. Both U.S. and German participants described common challenges on a wide variety of issues ranging from energy security and climate change to low-emissions transportation, early-stage financing, and workforce training. While recognizing their differences in approach to these challenges, participants on both sides drew out valuable lessons from each other's policies and practices. Participants were also aware of the need to adapt to a new global environment where many countries have focused new policy measures and new resources to support innovative firms and promising industries. International Organizations (IOs) have been at the forefront of responding to crises in the 21st century, and yet there is little comparative research on how, and how effectively, they have done this. This book fills this gap by exploring what roles IOs take in response to global crises and to what effect. Bringing together a range of international contributors, the book examines a vast array of international and regional organizations, including the International Organization for Migration, World Health Organization, African Union and European Union. Aiming to answer key questions about IO behaviour, the book investigates these IOs’ responses to pressing issues including the global COVID-19 pandemic, the liberal order and security, and the climate crisis.

The Asian model of export-led growth served it well in the post-war period, but prolonged sluggish growth of the developed economies following the global financial crisis, together with growing inequality and rising environmental problems, point to the need for a new growth model. The purpose of this book is to describe the challenges facing Asian economies in the post-global financial crisis environment and to identify structural issues and policies that can help guide Asian policymakers to expand the growth potential of domestic and regional demand in coming years, and thereby create a basis for balanced, sustainable, and inclusive long-term growth. These issues and policies span a variety of dimensions, including macroeconomic policy (monetary, fiscal, and foreign currency management), real sector issues (trade and industrial structure), infrastructure development, labor market and social policy, financial sector reform and regulation, and regional cooperation and architecture. Key recommendations to achieve these goals include measures to: deepen social protection to support social resilience; increase infrastructure investment to create a “seamless Asia”; enhance productivity in the services sector; establish a region-wide free trade agreement to encourage intraregional trade in goods and services and investment through economies of scale and dynamic efficiency of a larger market; promote a shift to a low-carbon society and support green growth; and deepen and integrate financial markets to facilitate the recycling of Asia’s high savings for investment within the region.
