This is Volume II of a series of six on Urban and Regional Economics originally published in 1960. This study discusses the future of urban developments in America. Has they already have megapolitan belts, sprawling regions of quasi-urban settlement stretching along coast lines or major transportation routes, current concepts of the community stand to be challenged. What will remain of local government and institutions if locality ceases to have any historically recognizable form? The situations described in this book pertain to the mid-century United States of some 150 million people. What serviceable image of metropolis and region can we fashion for a country of 300 million? The prospect for such a population size by the end of the twentieth century is implicit in current growth rates, as is the channeling of much of the growth into areas now called metropolitan or in process of transfer to that class.

A distinctive feature of urbanization in the last 50 years is the expansion of urban populations and built development well beyond what was earlier conceived as the city limit, resulting in metropolitan areas. This is challenging the relevance of traditional municipal boundaries, and by extension, traditional governing structures and institutions. "Steering the Metropolis: Metropolitan Governance for Sustainable Urban Development,” encompasses the reflections of thought and practice leaders on the underlying premises for governing metropolitan space, sectoral adaptations of those premises, and dynamic applications in a wide variety of contexts. Those reflections are structured into three sections. Section 1 discusses the conceptual underpinnings of metropolitan governance, analyzing why political, technical, and administrative arrangements at this level of government are needed. Section 2 deepens the discussion by addressing specific sectoral themes of mobility, land use planning, environmental management, and economic production, as well as crosscutting topics of metropolitan governance finance, and monitoring and evaluation. Section 3 tests the concepts and their sectoral adaptations against the practice, with cases from Africa, America, Asia, and Europe.

This book undertakes the first systematic, multi-country investigation into how regimes of place equality, consisting of multilevel policies, institutions and governance at multiple scales, influence spatial inequality in metropolitan regions. Extended, diversified metropolitan regions have become the dominant form of human settlement, and disparities among metropolitan places figure increasingly in wider trends toward growing inequality. Regimes of place equality are increasingly critical components of welfare states and territorial administration. They can aggravate disparities in services and taxes, or mitigate and compensate for local differences. The volume examines these regimes in a global sample of eleven democracies, including developed and developing countries on five continents. The analyses reveal new dimensions of efforts to grapple with growing inequality around the world, and a variety of institutional blueprints to address one of the most daunting challenges of twenty-first century governance.

This book explores the impact of finance on urban spaces as well as cities' role in the social constitution and dissemination of financial logistics and techniques. It brings together literature from different disciplinary areas to increase our understanding of financialization. Asian urbanization is entering a new phase that differs significantly from the patterns of city growth experienced in other developing countries and in the developed world. According to a recent hypothesis, zones of intensive economic interaction between rural and urban activities are emerging. The zones appear to be a new form of socioeconomic organization that is neither rural nor urban, but preserves essential ingredients of each.

This report examines the Netherland’s new Metropolitan Region of Rotterdam-The Hague (MRDH), drawing on lessons from governance reforms in other OECD countries and identifying how the MRDH experience could benefit policy makers beyond Dutch borders.
