More than a hundred years have passed since the adoption of the first prohibitionist laws on drugs. Increasingly, the edifice of international drug control and laws is vacillating under pressures of reform. Scholarship on drugs history and policy has had a tendency to look at the issue mostly in the Western hemisphere of the globe or to privilege Western narratives of drugs and drugs policy. This volume instead turns this approach upside down and makes an intellectual attempt to redefine the subject of drugs in the Global South. Opium, heroin, cannabis, hashish, methamphetamines and khat are among the drugs discussed in the contributions to the volume, which spans from Sub-Saharan Africa to Southeast Asia, including the Middle East, North Africa, Latin America and the Indian Subcontinent. The volume also makes a powerful case for an interdisciplinary approach to the study of drugs by juxtaposing the work of historians, political scientists, geographers, anthropologists and criminologists. Ultimately, this edited volume is a rich and diverse collection of new case studies, which opens up venues for further research. This volume examines the relationship between states and organized crime. It seeks to add to the theoretical literature for analyzing the criminalization of the state. The volume also explores the nature of organized crime in countries throughout the Americas from Central America to the Southern Cone.

This volume aims to go beyond the study of developments within Mexico’s criminal world and their relationship with the state and law enforcement. It focuses instead on the nature and consequences of what we call the ‘totalization of the drug war’, and its projection on other domains which are key to understanding the nature of Mexican democracy. The volume brings together chapters written by distinguished scholars from Mexico and elsewhere who deal with three major questions: what are the main features of and forces behind the persistent militarization of the drug war in Mexico, and what are the main consequences for human rights and the rule of law; what are the consequences of these developments on the public sphere and, more specifically, on the functioning of the press and freedom of expression; and how do ordinary people engage with the effects of violence and insecurity within their communities, and which initiatives and practices of ‘justice from below’ do they develop to counter an increased sense of vulnerability, suffering and impunity?

While the US and Mexican governments developed anti-drug discourses and policies, which criminalized both high-profile traffickers and small-time addicts, these authorities also employed the criminals and cash connected to the drug trade to pursue more pressing political concerns. The politics, socioeconomic relations, and criminal justice system of modern Mexico has been shaped by standing public and covert state policies as well as by the interaction of subnational trajectories of drug production and trafficking.
