The need to understand the migration between the United States and Mexico is greater today than at any time in its century long history. Its volume and complexity are greater than most observers might have imagined even a decade ago; and it operates in a context charged with serious human, political, and security challenges. Yet, there is often confusion over the most fundamental questions about the demography, economics, and political nature of the movement and its policy responses. The editors of this book bring together a team of top policy-oriented migration experts from Mexico and the United States to provide an up-to-date analysis leading to grounded policy recommendations for both governments. Their conclusions derive from new analyses as well as from detailed discussions with policy-makers. This open access Regional Reader describes how Mexico - United States migration changed substantially during the first decade of the 21st Century. The book provides an in-depth analysis on the changes in the flows into and out of both countries, thus highlighting the issues arising from Mexico - US migration as well as addressing the large numbers of adults and children entering Mexico from the United States. We live in an age of global migration. The number of immigrants worldwide is large and growing. At the same time, public and political reactions against immigrants have grown in the US, the UK, Canada, and other traditional and non-traditional receiving nations. In response to this trend, this book assembles an interdisciplinary group of scholars to better understand two dimensions of contemporary immigration policy – a growing enforcement and restriction regime in receiving nations, and the subsequent effects on sending nations. It begins with three background chapters on immigration politics and policies in the United States, Europe, and Mexico. This is followed by eleven chapters about specific receiving and sending nations – four for the United States, three for Europe, and four for the sending nations of Mexico, Turkey, Peru, and Poland. This selection of cases and the multidisciplinary approach provides a unique perspective that supplements more standard case studies and disciplinary research. By discussing a greater range of nations and topics—the global consequences of increased deportations, stronger border security, greater travel restrictions, stagnant economies, and the loss of remittances—this volume fills a significant gap in the current body of literature. NAFTA entered into force in 1994 after a bitter Congressional debate. But NAFTA in operation has proved no less controversial than NAFTA before ratification, for both supporters and opponents of trade liberalization have cited experience with the agreement to justify their positions. To provide a factual basis for this ongoing debate, the authors evaluate NAFTA's performance over the first seven years, comparing actual experience with both the objectives of the agreement's supporters and the charges of its critics. They then examine future challenges and opportunities in the trade and investment relationships among the three partner countries and the broader implications for new trade initiatives throughout the hemisphere.

The extension of border controls beyond a country’s territory to regulate the flows of migrants before they arrive has become a popular and highly controversial policy practice. Today, remote control policies are more visible, complex and widespread than ever before, raising various ethical, political and legal issues for the governments promoting them. The book examines the externalization of migration control from an interdisciplinary and comparative perspective, focusing on ‘remote control’ initiatives in Europe and North America, with contributions from the fields of politics, sociology, law, geography, anthropology, and history. This book uses empirically rich analyses and compelling theoretical insights to trace the evolution of ‘remote control’ initiatives and assesses their impact and policy implications. It also explores competing theoretical models that might explain their emergence and diffusion. Individual chapters tackle some of the most puzzling questions underlying remote control policies, such as the reasons why governments adopt these policies and what might be their impact on migrants and other actors involved.

Immigration enforcement is carried out by a complex legal and administrative system, operating under frequently changing legislative mandates and policy guidance, with authority and funding spread across several agencies in two executive departments and the courts. The U.S. Department of Homeland Security (DHS) is responsible for conducting immigration enforcement both at the border and in the United States; the U.S. Department of Justice (DOJ) is responsible for conducting immigration removal procedures and criminal trials and for prosecuting people charged with immigration-related crimes. DOJ confronts at least five technical challenges to modeling its resource needs for immigration enforcement that are specific to the immigration enforcement system. Despite the inherent limitations, budgeting for immigration enforcement can be improved by changing the method for budgeting. Budgeting for Immigration Enforcement addresses how to improve budgeting for the federal immigration enforcement system, specifically focusing on the parts of that system that are operated and funded by the U.S. Department of Justice (DOJ). The report recommends that DOJ establish policy-level procedures to plan and coordinate policy planning and implementation to improve performance of the immigration enforcement system. The report also recommends that DOJ and DHS accelerate their design of an integrated capacity to track cases and project immigration enforcement activity. Policy makers and others who are interested in how the nation's immigration enforcement system is organized and operates also will find it useful.
