Historic transitions in the Arab Spring countries are coming under increasing strain frommacroeconomic pressures and unmet social demands. Domestic uncertainty over the countries' future course, compounded by the global slowdown and rising oil prices, took a toll on growth during 2011. The outlook for 2012 and 2013 is equally challenging. The protracted political transition, lower global growth, and euro zone weakness are likely to result in a slow and drawn-out economic recovery, with unemployment at best stabilizing at high levels. Maintaining macroeconomic stability in this environment will be challenging, not least since policy buffers were reduced during 2011. Indeed, gross external and fiscal financing needs of MENA oilimporters are projected at about $93 and $103 billion, respectively, in 2012-13. With capital markets expected to provide only a small part of these funds, official financial support will be essential to allow countries to continue on their path toward economic transformation. But at the same time, countries need to make tangible progress on that path. This requires bold reform and modernization agendas that command broad consensus and are embedded in a sustainable medium-term macroeconomic policy framework to build confidence, anchor expectations, and pave the way for sustained and inclusive growth.

In an environment of heightened socio-economic tensions, regional insecurity, and strained public finances, the Arab Countries in Transition (ACTs) 1 face the difficult task of delivering on the expectations for jobs and growth. Despite patchy improvements in some countries, economic growth remains subdued, private investment is weak, and external and fiscal buffers are running low. Fostering social cohesion and avoiding a downward spiral of economic and political malaise calls for urgent implementation of economic reforms and coordinated support from the international community.

This volume presents essential aspects of Mediterranean politics to be reconsidered in the light of the Arab upheavals since 2010. The focal point of the book is the question in how far European-Mediterranean relations are challenged by the various developments. It explores the relationship between security and democracy within the Arab countries and in European-Mediterranean relations. The ambiguity between the promotion of democratic values and the preservation of common interests in cooperation in economic and security affairs is stirred up by changing political actors and new conflictual constellations inside the Arab countries. All these changes evoke new challenges for all areas of the European-Mediterranean cooperation. Thus, the volume assembles contributions from different angles on the re-formulation of the European Neighbourhood Policy as well as the Democracy Assistance towards the Southern Mediterranean. It discusses the major security issues of a cooperative security architecture, counter-terrorism action, migration control and security sector reform in order to explore the relevant challenges in the field. The contributions analyse the recent developments and challenges, provide critical insights into those fields and endeavour to provide some proposals for improving Mediterranean cooperation on democracy and security. This book was published as a special issue of Democracy and Security.

Despite uneven progress, there are early signs of improvement and macroeconomic stabilization in some Arab Countries in Transition (ACTs). 1 However, persistently weak growth and subdued private investment amid heightened regional insecurity continue to weigh on the task of reducing unemployment. This calls for accelerated reform efforts by the authorities to achieve higher, more inclusive, and more private sector-led growth, supported by external partners. In addition, mobilizing affordable external financing could help boost well-implemented public investment and provide a short-term impetus to growth and employment, thereby stabilizing difficult socio-political conditions on the ground and providing space for deeper structural reforms.

This important book is not about immediate events or policies or responses to the Arab Spring. Instead, it takes a long, judicious view of political change in the Arab world, beginning with the first Awakening in the nineteenth century and extending into future decades when—if the dream is realized—a new Arab world defined by pluralism and tolerance will emerge.div /DIVdivMarwan Muasher, former foreign minister of Jordan, asserts that all sides—the United States, Europe, Israel, and Arab governments alike—were deeply misguided in their thinking about Arab politics and society when the turmoil of the Arab Spring erupted. He explains the causes of the unrest, tracing them back to the first Arab Awakening, and warns of the forces today that threaten the success of the Second Arab Awakening, ignited in December 2010. Hope rests with the new generation and its commitment to tolerance, diversity, the peaceful rotation of power, and inclusive economic growth, Muasher maintains. He calls on the West to rethink political Islam and the Arab-Israeli conflict, and he discusses steps all parties can take to encourage positive state-building in the freshly unsettled Arab world./DIV

This 2012 Global Food Policy Report is the second in an annual series that provides an in-depth look at major food policy developments and events. Initiated in response to resurgent interest in food security, the series offers a yearly overview of the food policy developments that have contributed to or hindered progress in food and nutrition security. It reviews what happened in food policy and why, examines key challenges and opportunities, shares new evidence and knowledge, and highlights emerging issues. In 2012, world food security remained vulnerable. While talk about hunger and malnutrition was plentiful, it remains to be seen whether current and past commitments to invest in agriculture, food security, and nutrition will be met. New data from the Food and Agriculture Organization of the United Nations suggest that the world will fall short of achieving the first Millennium Development Goal of halving the prevalence of undernutrition by 2015. Translating commitments into action is thus even more urgent.
