This book examines how the Calais Jungle posed and addressed the European Question. The issue of who and what counts as European was articulated through this makeshift camp. The book argues that the Jungle acquired meaning as a localised struggle to define territory, borders, rights and refugees in Europe. Henri Lefebvre’s spatial triad is used as a framing device for analysis. Discourses of tropicality are shown to produce the Jungle in terms of a postcolonial space of exception. This representational space fused bodies and environment in racialised ways. Attention is then drawn to assemblages that gave rise to political subjectivity, which partially elided a Eurocentric prism of rights. Here, the book explores how a ‘right to the jungle’ was generated via relations between refugees, aid workers and material objects—constituting the Jungle as a space of representation. Finally, intimate life in, and beyond, the Jungle is examined as a spatial practice that contests the EU border regime.

African Migrants, European Borders, and the Problem with Humanitarianism presents a probing examination of the contemporary migrant “crisis” in the Mediterranean Basin. By centering our analysis on how racial slavery has shaped European democratic culture, its abolitionist traditions, and the global structures of capital accumulation, P. Khalil Saucier and Tryon P. Woods reveal and confront how contemporary discourse on the migrant “crisis” displaces Black sovereign mobility. Their inquiry into the modern world’s culture of politics investigates “freedom of movement” discourse’s ostensible confrontation with border policing, the memorializing of Black migrant deaths by artists and advocates, and the visual imagery of a cosmopolitan and multicultural Europe as conceived by filmmakers in response to the migrant “crisis” as variants of a slaveholding culture instantiated in the early Mediterranean and Atlantic worlds. This analysis allows the authors to formulate a new critical framework for analysis of both the problems of contemporary migration and borders and the leading prescriptions on offer from analysts, advocates, and policy makers in order to develop alternate ways of conceptualizing global society.

The contributions of this book examine contemporary dynamics of migration and mobility in the context of the general societal transformations that have taken place in Europe over the past few decades. The book will help readers to better understand the manifold ways in which migration trends in the region are linked to changing political-economic constellations, orders of power and inequality, and political discourses. It begins with an introduction to a number of theoretical approaches that address the nexus between migration and general societal shifts, including processes of supranationalisation, EU enlargement, postsocialist transformations and rescaling. This publication provides a historical and ethnographic analysis about the geopolitics and biopolitics of a European securitization process with regard to Senegalese migration history. It examines the way a European border regime was externalized to Senegal in light of the West African maritime route that came to a head in 2006. Beyond a policy-dimension, this publication analyses narratives about migration and about Europe from the viewpoint of a politically engaged urban youth perspective, the Senegalese hip-hop milieu. This provides an external perception of the European Union.

Desperate and vulnerable people, who take enormous risks to migrate to Europe in rickety boats or concealed in the containers of articulated lorries, are familiar images portrayed in the media of “irregular migrants”. Irregular migration has become a major political concern both at the European level and in the wider international context. In the European Union, politicians have identified irregular migration as a “problem” and have given priority to preventing this phenomenon in the development of the common asylum and immigration policy. This collection of essays is the outcome of an international conference on Irregular Migration and Human Rights, which gathered together prominent scholars, policy-makers and practitioners working in the migration and human rights field. The objective of the book, in contrast to the prevailing political approach which focuses almost solely on prevention, is to discuss the human rights dimensions of irregular migration from theoretical, European and international perspectives. The book is divided into five substantive parts: the complex question of who is an irregular migrant and the difficulties in assessing the size of irregular movements: official and popular perceptions of irregular migrants, a debate which is frequently considered in terms of security concerns, asylum, and human trafficking and smuggling; the myriad strands of the developing EU law and policy on irregular migration, such as the adoption of readmission agreements, and the relationship of this law and policy to external border controls in the context of EU enlargement and other non-legal means of EU decision-making; the contributions of international and non-governmental actors to charting a rights-based approach to irregular migration; and the problems these vulnerable persons face while resident in host countries, such as discrimination and denial of access to social rights and public services, which is inextricably bound up with their irregular status.
