Against a background of past, limited examples of international cooperation, and ambitious hopes for extensive future efforts, this volume puts two related questions to the empirical test: under which conditions are states prepared to cooperate over international migration, and what form - bilateral, multilateral, formal, informal - will this cooperation take?

Although international cooperation on migration is often promoted, scholars have been unable to arrive at a consensus about the extent of cooperation in the current system. Under what conditions does international cooperation on migration arise, and what shape does it take? These questions are important because migrants are often vulnerable to human rights abuses during their journeys as well as in the country of destination, and international cooperation represents one mechanism for reducing this vulnerability. Jeannette Money and Sarah P. Lockhart ask these questions as they examine the patterns of migration flows during the post- World War II period, with particular attention to crises or shocks to the international system, as in the case of migration following the recent conflicts in Afghanistan and Syria. Their analysis makes several important contributions to this debate. First, they explain how the broad pattern of migration in the contemporary era--generally from poorer, less stable countries to wealthier, more stable countries--fosters cooperation that is predominantly bilateral, when cooperation does in fact occur. Second, they argue that cooperation is unlikely under most circumstances, because countries of destination prefer the current system, which privileges their sovereignty over migration flows. Finally, they posit that cooperation may arise under three conditions: when the costs of maintaining the status quo increase, when countries of origin locate a venue where their numbers allow them to control the bargaining agenda, or when migrant flows tend toward reciprocity.

This is the first volume of the Proceedings of The Migration Conference 2020. The Migration Conference 2020 was held online due to COVID-19 Pandemic and yet, in over 80 parallel sessions and plenaries key migration debates saw nearly 500 experts from around the world engaging. This collection contains contributions mainly dealing with migration and integration debates. These are only a subset of all presentations from authors who chose to submit full short papers for publication after the conference. This book considers the origins, performance and diffusion of national immigration policies targeting highly skilled immigrants. Unlike asylum seekers and immigrants admitted under family reunification streams, highly skilled immigrants are typically cast as “wanted and welcome” as a consequence of their potential economic contribution to the receiving society and putative assimilability. Testing the degree to which this assumption holds is the principle aim of this book. In contrast to publications which see highly skilled immigration as functional response to labor market needs, the book probes the political and sociological dimensions of policy, drawing on contributions from an international group of established and new scholars from the fields of history, law, political science, sociology, and public policy. The book is organized into four parts. Part I probes the origins of post-WWII immigration policies in Canada, Australia, and the United States. Part II analyzes recent debates on highly skilled immigration policy in the United States, whose origins go back to the 1965 Act by Congress which favored family reunification over skilled immigration. Part III considers the degree to which highly skilled immigrants are welcome, by focusing on the integration trajectories of foreign trained professionals in Canada. Paradoxically, just as Canada has succeeded in orienting its admissions system more explicitly toward privileging highly educated and skilled professionals, highly skilled immigrants have experienced worsening economic outcomes as reflected in rates of unemployment and falling earnings. Part IV considers the internationalization of highly skilled immigration policies, focusing on Europe’s most important immigration countries, Germany and Britain. As is true in Canada, the labor market outcomes for highly skilled immigrants in Europe are disappointing, and the final chapter discusses why this is the case and what might be done to improve matters. Given its combination of cross-disciplinary insights, cross-national comparisons, and empirical richness, the book will be of interest to both scholars and policymakers concerned with immigration policy.

After a long time of neglect, migration has entered the arena of international politics with a force. The 2018 Global Compact for safe, orderly and regular migration (GCM) is the latest and most comprehensive framework for global migration governance. Despite these dynamics, migration is still predominantly framed as a state-centric policy issue that needs to be managed in a top-down manner. This book proposes a difference approach: A truly multi-stakeholder, multi-level and rights-based governance with meaningful participation of migrant civil society. Drawing on 15 years of participant observation on all levels of migration governance, the book maps out the relevant actors, “invited” and “invented” spaces for participation as well as alternative discourses and framing strategies by migrant civil society. It thus provides a comprehensive and timely overview on global migration governance from below, starting with the first UN High Level Dialogue in 2006, evolving around the Global Forum on Migration and Development (GFMD) and leading up to the consultations for the International Migration Review Forum in 2022.

The rise to power of such countries as China and Brazil, as well as the EU sovereign debt crisis, have deeply affected the capacity of the EU to influence global realities. Migrants in irregular situations are confronted with dangerous circumstances during their journeys toward Western countries and upon their arrival in those countries of destination. While continuously disputed by social and political forces, migrants and their children continue to live an isolated life in our communities, facing discrimination, abuse, and labour exploitation. Courts and tribunals in our societies try to make sense of this human mobility by sorting out basic human rights and economic privileges in a way which is too revolutionary for conservative parties and too slow and unfair for human rights activists. This book focuses on the issue of human rights protection of migrants in irregular situations. The concept of protection does not refer to a humanitarian definition of aid and intervention on behalf of the victims of migration. Protection here means official recognition by the State and by the law of migrants in irregular situations. It also means recognition of the human rights of migrants, recognition of the migrant as a political actor, and from there, political inclusion and politicization of the migrant. Discussions in international forums are dominated by Westphalian visions of the world, and no change can be envisioned in the near future with this kind of discourse. In a highly individualized and fragmented world, an undocumented migrants destiny is instead decided on a case-by-case basis in our national courts, and today the most effort is put into advocacy and legal representation. How successful the rights claims are today, what the political context of their development is, and how social and political actors position themselves in regards to irregular migration are points discussed in this book.
