The political economy of research and innovation (R&I) is one of the central issues of the early twenty-first century. ‘Science’ and ‘innovation’ are increasingly tasked with driving and reshaping a troubled global economy while also tackling multiple, overlapping global challenges, such as climate change or food security, global pandemics or energy security. But responding to these demands is made more complicated because R&I themselves are changing. Today, new global patterns of R&I are transforming the very structures, institutions and processes of science and innovation, and with it their claims about desirable futures. Our understanding of R&I needs to change accordingly. Responding to this new urgency and uncertainty, this handbook presents a pioneering selection of the growing body of literature that has emerged in recent years at the intersection of science and technology studies and political economy. The central task for this research has been to expose important but consequential misconceptions about the political economy of R&I and to build more insightful approaches. This volume therefore explores the complex interrelations between R&I (both in general and in specific fields) and political economies across a number of key dimensions from health to environment, and universities to the military. This book arises from a meeting held at Wiston House, Sussex, UK, in September 1987. The meeting brought together academic, governmental and industrial experts from eight countries to discuss the increasingly important sUbject of the relations between civil and defence technologies. It was primarily funded under the Advanced Research Workshops Programme of NATO's Scientific Affairs Division, and was the first science policy workshop funded by the Programme. Additional financial support came from the Leverhulme Trust. The choice of topic, of speakers and, finally, of papers to be published was entirely ours. The conclusions reached were our own and those of the partIcipants. They were not in any way guided by NATO; nor do they represent NATO policy. As the fledgling nation looked west to the land beyond the Appalachian Mountains, it turned to the army to advance and defend its national interests. Clashing with Spain, Britain, France, Mexico, the Confederacy, and Indians in this pursuit of expansion, the army's failures and successes alternately delayed and hastened western migration. Roads, river improvements, and railroads, often constructed or facilitated by the army, further solidified the nation's presence as it reached the Pacific Ocean and expanded north and south to the borders of Canada and Mexico. Western military experiences thus illustrate the dual role played by the United States Army in insuring national security and fostering national development. This wide-ranging, original account of the politics and economics of the giant military supply project in the North reconstructs an important but little-known part of Civil War history. Drawing on new and extensive research in army and business archives, Mark R. Wilson offers a fresh view of the wartime North and the ways in which its economy worked when the Lincoln administration, with unprecedented military effort, moved to suppress the rebellion. This task of equipping and sustaining Union forces fell to career army procurement officers. Largely free from political partisanship or any formal free-market ideology, they created a mixed military economy with a complex contracting system that they pieced together to meet the experience of civil war. Wilson argues that the North owed its victory to these professional military men and their finely tuned relationships with contractors, public officials, and war workers. Wilson also examines the obstacles military bureaucrats faced, many of which illuminated basic problems of modern political economy: the balance between efficiency and equity, the promotion of competition, and the protection of workers' welfare. The struggle over these problems determined the flow of hundreds of millions of dollars; it also redirected American political and economic development by forcing citizens to grapple with difficult questions about the proper relationships among government, business, and labor. Students of the American Civil War will welcome this fresh study of military-industrial production and procurement on the home front—long an obscure topic.

It does so by providing a detailed account of the personal and professional beliefs of one of the most influential figures in the American scientific community; a figure that helped define the political and social climates that existed in the United States during the Cold War.

The forces that shaped Canada's digital innovations in the postwar period. After World War II, other major industrialized nations responded to the technological and industrial hegemony of the United States by developing their own design and manufacturing competence in digital electronic technology. In this book John Vardalas describes the quest for such competence in Canada, exploring the significant contributions of the civilian sector but emphasizing the role of the Canadian military in shaping radical technological change. As he shows, Canada's determination to be an active participant in research and development work on advanced weapons systems, and in the testing of those weapons systems, was a cornerstone of Canadian technological development during the years 1945-1980. Vardalas presents case studies of such firms as Ferranti-Canada, Sperry Gyroscope of Canada, and Control Data of Canada. In contrast to the standard nationalist interpretation of Canadian subsidiaries of transnational corporations as passive agents, he shows them to have been remarkably innovative and explains how their aggressive programs to develop all-Canadian digital R&D and manufacturing capacities influenced technological development in the United States and in Great Britain. While underlining the unprecedented role of the military in the creation of peacetime scientific and technical skills, Vardalas also examines the role of government and university research programs, including Canada's first computerized systems for mail sorting and airline reservations. Overall, he presents a nuanced account of how national economic, political, and corporate forces influenced the content, extent, and direction of digital innovation in Canada.

Many accounts of British development since 1945 have attempted to discover why Britain experienced slower rates of economic growth than other Western European countries. In many cases, the explanation for this phenomenon has been attributed to the high level of defence spending that successive British post-war governments adhered to. Yet is it fair to assume that Britain's relative economic decline could have been prevented if policy makers had not spent so much on defence? Examining aspects of the political economy and economic impact of British defence expenditure in the period of the first cold war (1945-1955), this book challenges these widespread assumptions, looking in detail at the link between defence spending and economic decline. In contrast to earlier studies, Till Geiger not only analyses the British effort within the framework of Anglo-American relations, but also places it within the wider context of European integration. By reconsidering the previously accepted explanation of the economic impact of the British defence effort during the immediate post-war period, this book convincingly suggests that British foreign policy-makers retained a large defence budget to offset a sense of increased national vulnerability, brought about by a reduction in Britain's economic strength due to her war effort. Furthermore, it is shown that although this level of military spending may have slightly hampered post-war recovery, it was not in itself responsible for the decline of the British economy.
