The monograph ‘Sustaining APEX: Universiti Sains Malaysia’s Mission to Transform Higher Education’ seeks to expand on and elaborate themes found in the previous two monographs in our Intellectual Discourse Series. In this monograph, we also take a deeper look at the problems of values and national development as well as issues of legitimacy and the efficacy of change and transformation in conditions of complex globalization. This monograph seeks to engage the difficult issues around science and technology and values, the social legitimacy of reform, and addresses the issues of newness, reputation, ranking and the problems of leadership. In doing this, we hope to tease out more of the implications of USM’s reform agenda and locate discussions of it within a broader discourse of globalization and its vicissitudes. The essential argument made in this monograph is that USM’s transformation agenda is a direct challenge to contemporary neo-liberal project for higher education. USM’s agenda entails a fuller idea and engagement with the educational and ethical mission of the university. Ecological sustainability, scientific and technological advancement as well as the sustainability of Malaysian culture, values, and sense of social justice is central to the mission of USM. Seeking to advance these in the current conditions of globalization and ensuring continued legitimacy for this project within such an environment is the challenge ahead. It has often been held that missions rode on the coattails of colonialism. In the case of the British administered island of Singapore, the pluriform missions of the Methodist missionaries demonstrated industry, innovation, and integrity, which in many ways question the charge of compromise and complicity between missions and colonialism. This historical survey presents the case that the Methodist missionaries collaborated with the colonial administration insofar where benefits might be gleaned from cooperation but were intuitively commandeered by a different commander-in-chief and whose primary motivation of love for the Lord, for the people, and for the land were objectively evident.

This book explores the ways in which language and education policies have contributed to the development of national integration in Malaysia, by examining whether and how policies have succeeded in forming a middle ground. Considered through the lenses of policy-making structure and achievement, this volume examines the relationships between the formation of a middle ground in language and education policies and the political structure, economic growth strategies and social system. It then goes on to explore the extent to which these policies have contributed to national integration whilst providing a valuable discussion on the complexities involved in developing a consistent policy framework. Drawing on research surveys of Malay proficiency amongst ethnic Chinese people, it ultimately demonstrates how the unification of education streams has contributed to the spread of the Malay language as a major medium of inter-ethnic communication within the Chinese community. This book draws on elements of critical social theory, research on globalization, neo liberalism and education, and Malaysian Studies to understand the interplay of globalization, nationalism, cultural politics and ethnicized neoliberalism in shaping the educational reforms in Malaysia. Using the Malaysia Education Blueprint 2013-2025 (MEB) as a case study, a catalyst and a context, this collection critically explores some of the complex historical and contemporary push-pull politics and factors shaping Malaysia’s education system, its reform and the experience of Malaysians – and others – within it. The authors in this volume focus on the interplay of neoliberalism, nationalism, ethnic and cultural politics in shaping the educational reforms in Malaysia. Their work captures and seeks to understand the enduring, though changing, hierarchy of access and differentiated rights to educational, social and economic resources and opportunities experienced by different individuals and collectives, including those involved in the neoliberal enterprise of international education. It looks at how inequities have been re-configured in different educational spaces in Malaysia, and at how these inequities have been addressed through reform policies and practices. Through an examination of Methodist mission to Southeast Asia at the turn of the twentieth century, this broad-ranging book unites the history of globalization with the history of Christian mission and the history of Southeast Asia. The book explores the international connections forged by the Methodist Episcopal Church’s Malaysia Mission between 1885 and 1915, putting them in the context of a wave of globalization that was sweeping the world at that time, including significant developments in Southeast Asia. To establish intellectual connections between the study of globalization and this historical setting, the book suggests six metaphors for understanding the mission. Each metaphor is based on some aspect of secular globalization: the Methodist connection as a migratory network, mission agencies as multinational corporations, the Malaysia Mission as a franchise system, the Methodist Episcopal Church as a media conglomerate, mission institutions as civil society organizations, and Methodist mission as a global vision. In chapters exploring each metaphor separately, the book reviews how each form of secular globalization functions to create transnational connections before examining the details of how the Malaysia Mission functioned in a similar fashion. Along the way, the book investigates the lives of all involved in the mission: missionaries, church members of the mission, and mission supporters. Although Southeast Asia (including the Straits Settlements, Federated Malay States, Sarawak, and Netherlands Indies) and the United States are important geographic foci for the book, India, China, Britain, Sri Lanka, Sweden, Germany, Australia, and Canada all have parts to play. In exploring these metaphors, the book draws on several scholarly fields including migration studies, business history, media studies, political theory, and cultural history, blending them together into a social history of the mission. What teachers do in the classroom is one of the most significant school-based factors in shaping student learning. Yet the classroom is often referred to as a 'black box' because there's so little we know about what actually happens there. This book provides insights into the ‘black box’ by describing and then comparing classroom practices in Malaysia’s national public school system and that of a unique subsystem situated within it. Through analysis of hundreds of hours of classroom video data, as well as interviews, this book goes on to identify and discuss the forces that shape teachers' classroom practices from across the ecological system. What emerged were nuanced insights of how tightly and loosely coupled forces within the centralised Malaysian national system shaped these teachers’ classroom practices, that are illustrated in multiple case studies. Additionally, this volume uncovers micro-disruptions to some tightly-coupled forces within the system that could begin to change teachers’ thinking about their classroom practice. These insights will be of interest to international and comparative education researchers, education policy makers and education professionals as well as anyone who has ever asked the question "Why do teachers do what they do in their classrooms?"
