This report was prepared by the Integration and Trade Sector (INT) as a contribution to the regional meeting on Mobilizing Aid for Trade: Latin America and the Caribbean, organized jointly by the IDB and the World Trade Organization (WTO) in collaboration with the World Bank, and hosted by the Government of Peru in Lima on September 13-14, 2007. The meeting is the first of three regional meetings organized by the WTO to prepare for its November 2007 General Council meeting on aid for trade.

Aid for Trade (AfT) has become a major item on the international trade and development discourse. This is to a large extent in response to concerns expressed by developing countries and economies in transition with regard to their capacities to implement trade agreements, especially WTO agreements, and undertake necessary adjustments to increase net development gains from emerging trade opportunities. In this World Report, major UN agencies active in development cooperation and longstanding providers of trade-related technical assistance and capacity building discuss ways to sustain the momentum towards the operationalization and implementation of the AfT initiative and the supportive role to be played by the UN system. This is consistent with UN's role in promoting development and helping to achieve poverty reduction, as committed in the Millennium Declaration and the 2005 World Summit Outcome. The Report should be of particular interest to government officials, officials of regional organizations, representatives of the private sector dealing with trade agreements and negotiations, civil society and academia. This volume presents a broad sweep of modern economic history underpinning aid, trade, development and globalization in the last half century and the salient challenges facing the global community today. The author draws on his long years as an academic and development practitioner to recommend what needs to be done to cope with the backsliding of the fight against global poverty, fractured geopolitics and the threats to the multilateral economic order. The new, revised edition analyses how unilateralism, rising protectionism and the Covid-19 pandemic seriously threaten global sustainable development. It concludes with recommendations on the policy changes needed to make globalization more equitable and development more sustainable. 개발원조와 빈곤퇴치라는 국제적 이슈에 대한 이해를 돕고자 하는 『Introduction to International Development Cooperation』은 세 측면에서 논의를 진행하고 있다. 첫째, 빈곤문제와 대외원조문제가 어떻게 해서 세계적인 주요 의제로 떠올랐는지를 규명하고자 한다. 이를 위해 역사적인 맥락을 먼저 살피는데 제2차 세계대전부터 시작된 대외원조의 변화 추이를 원조국과 수혜국의 입장에서 분석한다. 둘째는, 지난 50여 년간 국제사회가 이룩한 구호활동과 빈곤퇴치 등의 업적을 객관적으로 평가하고 앞으로 해결해야 할 과제들을 고찰한다. 끝으로, 그간 국제사회의 이러한 활동에는 여러 복잡한 문제와 관행, 그리고 여러 계층의 사람들이 관여하게 되어 도정되는 문제들도 있었다. 이러한 문제해결을 위한 글로벌거버넌스 프레임 워크 구축은 매우 중요하며, 대외원조 효과를 극대화하기 위해서는 여러 관계자 간의 협력 네트워크 구축이 필요함을 강조한다.

This volume provides a state of the art review of current thinking on the full range of trade policy issues, addressing the economic and political dimensions of international trade policy. The volume contains a systematic examination of: - specific trade policy instruments (such as tariffs, non-tariff barriers and trade rules) - sectoral concerns (in agriculture, manufacturing and services) - trade linkages (to issues such as the environment and labour standards) - systemic considerations (what role for the WTO?) The organising theme of the volume is that open markets for trade and investment yield large potential gains in human welfare as long as trade policy is conducted as an integral part of broader domestic economic management and regulatory reform, and as long as the particular challenges facing developing countries are effectively addressed. This 'case' is presented on the basis of rigorous analysis of first principles and of empirical experience among key trading nations. An integrated set of original and comprehensive perspectives from a diverse group of experts, linked by a common organisational thread. The contributing authors create an ideal mix of internationally recognised experts together with younger specialists making their mark in trade policy analysis; academics as well as trade policy practitioners; and representatives of both developed and developing countries.

How do politics and international economic law interact with each other? Financial crises and shifts in global economic patterns have refocused our attention on how the fingerprints of the 'visible hand' can be seen all over the institutions that underpin the rules of globalization. The Paris Framework for Climate Change Capacity Building pioneers a new era of climate change governance, performing the foundational job of clarifying what is meant by the often ad-hoc, one-off, uncoordinated, ineffective and unsustainable practices of the past decade described as 'capacity building' to address climate change. As an alternative, this book presents a framework on how to build effective and sustainable capacity systems to meaningfully tackle this long-term problem. Such a reframing of capacity building itself requires means of implementation. The authors combine their decades-long experiences in climate negotiations, developing climate solutions, climate activism and peer-reviewed research to chart a realistic roadmap for the implementation of this alternative framework for capacity building. As a result, this book convincingly makes the case that universities, as the highest and sustainable seats of learning and research in the developing countries, should be the central hub of capacity building there.
