Contrary to prior expectations, Narendra Modi has expended a significant amount of time, energy and political capital in conducting India's engagement with the outside world since becoming Prime Minister in May 2014. In accordance with wider perceptions about Modi, there were expectations of significant, if not radical, change in Indian foreign policy under his charge. This sentiment led to a section of Indian strategists and foreign policy watchers conceiving the notion of a 'Modi Doctrine' in Indian foreign policy. This notion of foreign policy 'doctrines' is not new to the analysis of Indian foreign policy. Previous incarnations include the 'Indira Doctrine' of the 1970s, the 'Gujral Doctrine' for a brief period in the late 1990s and the 'Manmohan Doctrine' in the period before Modi was elected as prime minister.This edited volume attempts to interrogate the extent to which Indian foreign policy, under Modi, has undergone significant change and the extent to which this manifests itself as a new doctrine in Indian foreign policy. The individual chapters cover key bilateral relationships (the United States, China, Australia and Pakistan) as well as broader regional relationships (South Asia and the Indian Ocean Region) and specific themes (such as economic diplomacy).

Narendra Modi’s energetic personal diplomacy and promise to make India a ‘leading power’ surprised many analysts. Most had predicted that his government would concentrate on domestic issues, on the growth and development demanded by Indian voters, and that he lacked necessary experience in international relations. The book analyses how India’s rise to the status of an emerging power has affected New Delhi’s Africa policy, after sketching the historical evolution and normative underpinnings of Indo-African relations, and what challenges it has brought for New Delhi’s engagement with the continent. India and Africa share a history dating back millennia. Today, India is one of Africa’s biggest trading partner countries, second only to China. The country regularly extends lines of credit worth billions to African nations, and its pharmaceutical producers dominate many African markets; almost one-fifth of India’s oil imports and more than one-quarter of its natural gas imports come from the continent. However, relations between India and Africa are far from being limited to economic cooperation. The book scrutinises three foreign policy fields: (1) India’s foreign economic policy towards Africa with an in-depth analysis of Indo-African trade, investment and lines of credit; (2) New Delhi’s development cooperation policy vis-à-vis Africa, its principles, instruments and volume; (3) India’s politico-diplomatic foreign and security policy vis-à-vis Africa, including New Delhi's high-level diplomacy, security and diaspora policy as well as multilateral Africa policy.

The decade 2004-14- when the two United Progressive Alliance (UPA) governments, led by prime minister Manmohan Singh, were in office- was a remarkable milestone in the history of India's diplomacy. The period saw a significant transformation in the way India deals with the external world. Under the quiet and active leadership of prime minister Manmohan Singh, India established important strategic partnerships, managed key security challenges, carved out a position of influence in core domains of global governance, and fostered the economic development and socio-political stability of its neighbourhood. The ten years of UPA rule has been a crucial passage in the evolution of India's foreign policy, and yet this period has been-until now-curiously understudied. This book bridges this puzzling gap in the literature. This edited volume critically examines the concept of the “security dilemma” and applies it to India–China maritime competition. Though frequently employed in academic discussion and popular commentary on the Sino-Indian relationship, the term has rarely been critically analysed. The volume addresses the gap by examining whether the security dilemma is a useful concept in explaining the naval and foreign policy strategies of India and China. China’s Belt and Road Initiative and its expansive engagement in the Indian Ocean Region have resulted in India significantly scaling up investment in its navy, adding ships, naval aircraft and submarines. This volume investigates how the rivalry is playing out in different sub-regions of the Indian Ocean, and the responses of other powers, notably the United States and prominent Southeast Asian states. Their reactions to the Sino-Indian rivalry are an underexplored topic and the chapters in this book reveal how they selectively use that rivalry while trying to steer clear of making definite choices. The book concludes with recommendations on mitigating the security dilemma. This work will be of great interest to students of strategic studies, international relations, maritime security, and Asian politics.

Ravi Dutt Bajpai examines some of the pivotal episodes in the modern history of China and India to argue that their behaviours reflect the self-identity of a civilization-state. The book starts from the progression of China and India into putatively modern polities during the colonial period, as the two indigenous societies imagined their national identities and nationalist aspirations primarily by contrasting their civilizational attributes with the Western colonial occupiers. As newly independent nation-states, both believed that their international status flowed from their civilizational glories. Therefore, despite their material and institutional fragility, China and India decided to pursue complete autonomy to manage their domestic and foreign affairs. Indian Prime Minister Nehru's policy of non-alignment, envisioning an alternate world order beyond the great power competition, was inspired by Indian civilizational ethos. The book also examines the Sino-Indian war of 1962 from a civilization-state perspective and argues that Tibet represented a conflict of civilizational influence. Chapters also explore some of the more recent developments, such as the Indian nuclear test of 1998, China's ambitious Belt and Road (BRI) infrastructure project aimed at reviving the ancient Silk Road, and India's campaign to regain its civilizational status of Vishwa Guru, as the continued manifestations of the two civilization-states endeavouring to regain their past glories in the contemporary world.
