This Open Access book from the Netherlands Scientific Council for Government Policy explains how money creation and banking works, describes the main problems of the current monetary and financial system and discusses several reform options. This book systematically evaluates proposals for fundamental monetary reform, including ideas to separate money and credit by breaking up banks, introducing a central bank digital currency, and introducing public payment banks. By drawing on these plans, the authors suggest several concrete reforms to the current banking system with the aim to ensure that the monetary system remains stable, contributes to the Dutch economy, fairly distributes benefits, costs and risks, and enjoys public legitimacy. Gone are the days when the raising and apportioning of municipal monies was a relatively simple task, when ample income could be expected to meet projected needs and also fund a few additional projects. Now local officials are faced with shrinking budgets, tax revolts, decreasing federal support, increasing state and federal regulations—in short, genuine crunches that leave them pondering how sparse resources can ever be stretched to meet the multitude of actual needs. This book stresses the political dimensions of local finance, emphasizing the local, intergovernmental, and private-sector constraints faced by municipal officials in their attempt to provide services while balancing the budget. Integrating the implications of the Reagan administration’s new approach to federal spending into their analyses, the authors examine the impact of state regulations on local taxation and debt policies, the relationship between local governments and the municipal bond market, the political economy of New York City’s fiscal crisis, and the impact of various tax limitation measures, including California’s Proposition 13. They also study the effect of community development grants on local decisionmaking structures and the impact of urban congressional representatives on the allocation of federal grants. Their presentation is aimed especially at graduate and upper-level undergraduate students of urban politics, local finance, state and local government, and intergovernmental relations.

Teeming with merchants from all over Europe, medieval Bruges provides an early model of a great capitalist city. Bruges established a sophisticated money market and an elaborate network of agents and brokers. Moreover, it promoted co-operation between merchants of various nations. In this book James Murray explores how Bruges became the commercial capital of northern Europe in the late fourteenth century. He argues that a combination of fortuitous changes such as the shift to sea-borne commerce and the extraordinary efforts of the city's population served to shape a great commercial centre. Areas explored include the political history of Bruges, its position as a node and network, the wool, cloth and gold trade and the role of women in the market. This book serves not only as a case-study in medieval economic history, but also as a social and cultural history of medieval Bruges.

This volume takes up bankruptcy in early modern Europe, when its frequency made it not only an economic problem but a personal tragedy and a social evil. Using legal, business and personal records, the essays in this volume examine the impact of failure on business organizations and practices, capital formation and circulation, economic institutions and ethics, and human networks and relations in the so-called "transition" to modern society, from the early-sixteenth to the early-nineteenth century. One group of essays concentrates on the German-speaking world and shows a common concern for the microeconomics of bankruptcy, that is, for such issues as the structure of the firm, the nature of its capital, and the practices of its partners, especially their assessment of risk. Another group of essays shifts the focus from Central to Western and Northern Europe and away from the microeconomics of the early modern firm to an institutional consideration of bankruptcy. The final group of essays turns to Southern Europe, especially the Mediterranean basin, to assess bankruptcy not as an unfortunate result of crisis, but as an intentional response to crisis. All of the contributions are the result of original research; many of the scholars publish in English for the first time. All of the chapters are founded on close archival research, offering insights not only into business organization and practice but also into social and cultural aspects of economic life from the late sixteenth to the early nineteenth century.

The book deals with the Australian Constitution from a citizen's point of view on the basis that the Constitution is the most important document in everyone's life. It is the vehicle which allows the Government to make all the laws that control our society. As such, it needs to be understood by ordinary people. The Australian Constitution is still one part of a nine part Act of the British Parliament and that makes a mockery of anyone trying to claim that Australia is a sovereign independent nation. My book looks at the history of the Constitution and the ongoing farcical legal and political attempts to make Australia look independent while still retaining this Act of the British Parliament as our Constitution.
