All political parties need funding to play their part in the political process, yet the role of money in politics is arguably the biggest threat to democracy today. This global threat knows no boundaries, and is evident across all continents from huge corporate campaign donations in the United States and drug money seeping into politics in Latin America, to corruption scandals throughout Asia and Europe. Attempts to tackle these challenges through political finance laws and regulations are often undermined by a lack of political will or capacity, as well as poorly designed and enforced measures. This Handbook addresses the problems of money in politics by analysing political finance regulations around the world and providing guidance for reform. The chapters are divided by region; each assesses the current state of regulations in relation to its challenges and offers a series of recommendations to tackle the identified shortcomings. This contextual approach has the benefit of revealing regional trends and patterns. This book analyses the role of the European Union in the process of institutional change in its Eastern neighbourhood and explains why EU policies arrive at contradictory outcomes at the sectoral level. The 1991 revolution was neither a peaceful revolution from below as occurred in Czechoslovakia nor a negotiated transition to democracy like those in Poland, Hungary, or Latin America. It was not primarily the result of social modernization, the rise of a new middle class, or of national liberation movements in the non-Russian union republics. Instead, as Gordon Hahn argues, the Russian transformation was a bureaucrat-led, state-based revolution managed by a group of Communist Party functionaries who won control over the Russian Republic (RSFSR) in the mid-1990s. Hahn describes how opportunistic Party and state officials, led by Boris Yeltsin, defected from the Gorbachev camp and proceeded in 1990-91 to dismantle the institutions that bound state and party. These revolutionaries from above seized control of political, economic, natural and human resources, and then separated the party apparatus from state institutions on Russian Republic territory. With the failed August 1991 hard-line coup, Yeltsin banned the Communist Party and decreed that all Union state organs, including the KGB and military were under RSFSR control. In Hahn's account, this mode of revolutionary change from above explains the troubled development of democracy in Russia and the former Soviet republics. Hahn shows how limited mobilization of the masses stunted the development of civil societies and the formation of political parties and trade unions with real grass roots. The result is a weak society unable to nudge the state to concentrate on institutional reforms society needs for the development of a free polity and economy. Russia's Revolution from Above goes far in correcting the historical record and reconceptualizing the Soviet transformation. This edited volume addresses the set of politically challenging issues that the advent of populist movements raised for individual nation states and the whole Europe. Based on critical engagements with the extant scholarship in comparative politics, political philosophy, international relations, regional studies and critical geopolitics, this collection of chapters offers the interpretation of the contemporary populism as illiberal nationalism, and underscores its deeply political challenge to the post-political core of the EU project. The contributors discuss the deep transformations within the fabric of contemporary European societies that makes scholars rethink the post-Cold War hegemonic understanding of liberal democracy as the dominant paradigm destined to expand from its traditional hotbed in the West to other regions. This book fills a gap in the literature by presenting a comprehensive overview of the key issues relating to law and development in Asia. Over recent decades, experts in law and development have produced multiple theories on law and development, none of which were derived from close study of Asian countries, and none of which fit very well with the existing evidence of how law actually functioned in these countries during periods of rapid economic development. The book discusses the different models of law and development, including both the developmental state model of the 1960s and the neo-liberal model of the 1980s, and shows how development has worked out in practice in relation to these models in a range of Asian countries, including Japan, Korea, China, Thailand, Singapore, India and Mongolia. Particular themes examined include constitutionalism, judicial and legal reform; labour law; the growing importance of private rights; foreign investment and the international law of development. Reflecting the complexity of Asian law and society, both those who believe in an "Asian Way" which is radically different from law and development in other parts of the world, as well as those who believe the arc of law and development is essentially universal, will find support in this book.
