Explores the connections between access to education and political engagement in Mali. Primary school enrollment has nearly tripled in Mali since 1991, when the country made its first transition to multiparty democracy. Jaimie Bleck explores the effect of this expanded access to education by analyzing the relationship between parents’ and students’ respective experiences with schooling and their current participation in politics. In a nation characterized both by the declining quality of public education and by a growing number of accredited private providers, does education contribute substantially to the political knowledge and participation of its citizens? Are all educational institutions (public and private, Islamic and secular) equally capable of shaping democratic citizens? Education and Empowered Citizenship in Mali is informed by Bleck’s original survey of one thousand citizens, which she conducted in Mali before the 2012 coup d’état, along with exit polls and interviews with parents, students, and educators. Her results demonstrate conclusively that education of any type plays an important role in empowering citizens as democratic agents. Simply put, students know more about politics than peers who have not attended school. Education also appears to bolster participation of parents. Bleck finds that parents who send their children to public school are more likely to engage in electoral politics than other Malian citizens. Furthermore, Bleck demonstrates that increasing levels of education are associated with increases in more engaged forms of political participation, including campaigning, willingness to run for office, and contacting government officials.

This paper exploits a unique panel dataset of households in Mopti whose baseline was collected in January 2012, just prior to the outset of the civil war in Mali. The follow-up survey was implemented in January 2017, in the midst of a rapidly intensifying armed conflict in the region. This paper addresses three research questions: (i) which pre-crisis characteristics of villages best explain the subsequent local presence of armed groups and local intensity of conflict-related violence? (ii) How the presence of armed groups and conflict-related violence are related to each other, and how they manifest themselves in the lives of communities? and (iii) what role the presence of armed groups and conflict-related violence play in the geographic allocation of aid? Answering these questions help us shed light on the determinants of vulnerability to conflict, on processes of armed conflict and on the relationships between aid and conflict.

Mali is currently the seventh largest country in Africa. It shares borders with Mauritania and Senegal in the west, Algeria in the north, Guinea and Ivory Coast in the south, and Burkina Faso and Niger in the east. After decades of dictatorship, in 1992, a new democratic constitution was adopted and today Mali is one of the most politically and socially stable countries in Africa. While Mali still has a long way to go with their economy_they are considered to be among the 10 poorest countries in the world_they continue to make progress and their increase in cereal and gold production are steps in the right direction. The fourth edition of the Historical Dictionary of Mali, through its chronology, bibliography, introductory essay, and over 500 cross-referenced dictionary entries on important persons, places, events, and institutions and significant political, economic, social, and cultural aspects, provides an important reference on this African country.

Focusing on migration within the global south, Bennett Eason Cross uses the example of the Malian trade diaspora in Lagos to argue that aspects of the original model of the transmigrant were based on labor migrations from global south to global north that are not representative of their south-to-south counterparts. In Long-Distance Nationalism in the Global City: A Cultural History of the Malian Diaspora in Lagos, Nigeria, Cross notes that the cultural and racial differences between migrant communities and their host societies in Europe and the U.S. are often narrower, or even nonexistent, in south-to-south migrations, which shapes different outcomes. As this multi-site case study reveals, however, these differences in outcome can seem counterintuitive, as immigrants in the north typically develop loyalties to both origin and host nations, whereas, among the Malians in Lagos, affinity for the host nation was virtually nonexistent, despite a common regional culture. He complicates the standard bilateral struggle for belonging between host and origin societies by examining the role of Islam, both as a parallel transnational movement and as a competing localized form. This book analyzes the deep historical structure of each society to explain the Malians' failure to develop the multiple national identities observed in other diasporas.
