This publication highlights Mozambique’s remarkably strong growth over the two decades since the end of the civil war in 1992, as well as the major challenges that remain for the country to rise out of poverty and further its economic development. Chapters explore such topics as the role of megaprojects and their relationship to jobs and growth; infrastructure and public investment; Mozambique's quest for inclusive growth; developing the agricultural sector; and building a social protection floor.

This book not only highlights the risks associated with large-scale investment, but also advises on how governments can create an environment to attract investment that contributes to broad-based growth and poverty reduction in cases where land acquisition by large investors makes sense from a social, economic, and environmental perspective.

Both Africa and the Middle East are blessed with enormous solar energy resources. Electrification is an urgent need in Africa, where many of its 54 countries are among the world’s fastest-growing economies, but where half the population still has no access to electricity. Solar energy is seen as the fastest and cheapest path to addressing this need. Oil-rich countries in the Middle East are turning to solar energy to meet the growing domestic demand for electricity, freeing up hydrocarbons for export. This book describes the energy transition in Africa and the Middle East, from dependence on fossil fuels to increasing reliance on solar energy. The authors were assisted by the contributions of top experts Wolfgang Palz, Anil Cabraal, and Richenda Van Leeuwen in their efforts to provide a sound basis for understanding where solar energy is heading in these two important global regions.

Africa is said to be rising, turning a definitive page in its history, heralding new and exciting possibilities for the continent. This discourse maintains that with upsurge in economic growth comes improved governance and endogenous dynamics; that the emerging economies, and especially the BRICS (Brazil, Russia, India, China, South Africa), have been instrumental in diversifying Africa's international relations, perhaps leading to a radical change in the global order, favourable to the developing world. But to what extent is this true, and how deep and how broad has been the impact on society at large? This book takes a critical look at the prevalent Africa Rising discourse, and explores the nature and implications of Africa's "rise" and the role that the BRICS have played in it. The author argues that Africa has still to undergo any structural transformation; that there is strong evidence that deindustrialisation and jobless growth have accompanied the upsurge of interest in the continent; and that far from making a radical turn in its developmental trajectory, Africa is being pushed into the resource corner as commodity exporters, to the North (and now, the BRICS) with little scope for industrial progress or skills advancement. Hope that the BRICS might offer an alternative to the extant neoliberal order are misplaced, for the BRICS have a stake in maintaining the current global unequality. Africa must therefore fashion its own independent path - while the emerging economies will be important, relying on external actors may simply reproduce anew the current state of underdevelopment. This book examines the concept of peace and the relevance of historical and contextual factors that contribute to peaceful coexistence of people, and dives into a deep examination of how democracy furthers peace especially in conflict prone countries. Seven case studies illustrate the impact of democratization on transformation and prevention.

Perceptions of Africa have changed dramatically. Viewed as a continent of wars, famines and entrenched poverty in the late 1990s, there is now a focus on “Africa rising†? and an “African 21st century.†? Two decades of unprecedented economic growth in Africa should have brought substantial improvements in well-being. Whether or not they did, remains unclear given the poor quality of the data, the nature of the growth process (especially the role of natural resources), conflicts that affect part of the region, and high population growth. Poverty in a Rising Africa documents the data challenges and systematically reviews the evidence on poverty from monetary and nonmonetary perspectives, as well as a focus on dimensions of inequality. Chapter 1 maps out the availability and quality of the data needed to track monetary poverty, reflects on the governance and political processes that underpin the current situation with respect to data production, and describes some approaches to addressing the data gaps. Chapter 2 evaluates the robustness of the estimates of poverty in Africa. It concludes that poverty reduction in Africa may be slightly greater than traditional estimates suggest, although even the most optimistic estimates of poverty reduction imply that more people lived in poverty in 2012 than in 1990. A broad-stroke profile of poverty and trends in poverty in the region is presented. Chapter 3 broadens the view of poverty by considering nonmonetary dimensions of well-being, such as education, health, and freedom, using Sen's (1985) capabilities and functioning approach. While progress has been made in a number of these areas, levels remain stubbornly low. Chapter 4 reviews the evidence on inequality in Africa. It looks not only at patterns of monetary inequality in Africa but also other dimensions, including inequality of opportunity, intergenerational mobility in occupation and education, and extreme wealth in Africa.

The rapid growth in China’s domestic investment in recent decades has generated a large appetite for global goods, including from sub-Saharan Africa (SSA). This paper estimates the impact of changes in China’s investment growth on SSA’s exports. Although rising trading links with China have allowed African countries to diversify their export base across countries, away from advanced economies, they have also led SSA countries to become more susceptible to spillovers from China. Based on panel data analysis, a 1 percentage point increase (decline) in China’s domestic investment growth is associated with an average 0.6 percentage point increase (decline) in SSA countries’ export growth. This impact is larger for resource-rich countries, especially oil exporters. These effects could be mitigated, however, to the extent that countries can reorient their exports.

In searching for the potential that lies in African societies, the chapters of this volume consider relationships between knowledge, education and social structure from multiple angles, from a macro-continental scale to national education systems, schools and local communities. The themes that cut across the chapters include education as a mode of transmitting values, the contrasting effects of school credentials and knowledge for use, politics and interactions among people surrounding a school and knowledge acquisition as a subjective process. The rich empirical analyses suggest that the subjective commitment of, and mutuality among, people will make the acquired knowledge a powerful 'tool for conviviality' to realize a stable life, even given the turmoil created by rapid institutional and environmental changes that confront African societies.

For a growing number of countries in Africa the discovery and exploitation of natural resources is a great opportunity, but one accompanied by considerable risks. Countries dependent on oil, gas, and mining have tended to have weaker long-run growth, higher rates of poverty, and greater income inequality than less resource-abundant economies. For these resource producing economies relative prices make it more difficult to diversify into activities outside of the resource sector, limiting structural change. Mining for Change: Natural Resources and Industry in Africa presents research undertaken to understand how better management of the revenues and opportunities associated with natural resources can accelerate diversification and structural change in Africa. It begins with essays on managing the boom, the construction sector, and linking industry to the major issues that frame the question of how to use natural resources for structural change. It reports the main research results for five countries-Ghana, Mozambique, Uganda, Tanzania and Zambia. Each country study covers managing the boom, the construction sector, and linking industry to the resource. Mining for Change argues that good policy can make a difference and sets out ideas for policy change and widening the options for structural change. .
