This book is based on a comparative study of regionalisms in Croatia’s regions of Dalmatia and Istria as well as Serbia’s Vojvodina. The monograph’s main focus is on regionalist political party strategies since 1990, and within that, each case study considers history and historiography, inter-group relations, economics, and region-building. The analysis demonstrates that many of the common assumptions about the causal determinants of territorial autonomy projects and outcomes, as well as about a teleological and unidirectional path from regionalism to nationalism, do not stand up to scrutiny. The author introduces original concepts such as plurinational, multinational and sectional regionalism to theories of nationalism and territorial politics. This book will appeal to scholars and upper-level students interested in territorial politics, federalism, nationalism and comparative politics.

Southeastern Europe is often portrayed as an area plagued by endemic nationalisms, a view that seems to be confirmed by the break-up of Yugoslavia. However, a closer look shows that the nation is not the only territorial unit of identification. Regions play an important role as well, especially those that look back on traditions that differ from those of the national state. Thus, the end of socialism also brought forward regional movements which articulated opposition to the dominance of the centralized state. These developments are furthered by the integration into the European Union, whose policy of a "Europe of the Regions" demands strong regional centres for the administration of structural funds and for the empowerment of the regions. This book bridges the gap between academic researchers and policymaking experts working on the Western Balkans and those dealing with the Baltic States. Changing Borders in Europe focuses on the territorial dimension of the European Union. It examines the transformation of state sovereignty within the EU, the emergence of varied self-determination claims, and the existence of a tailor-made architecture of functional borders, established by multiple agreements. This book helps to understand how self-determination pressures within the EU are creating growing concerns about member states’ identity, redefining multi-level government in the European space. The autonomous province of Vojvodina in Serbia is little-known in the English-speaking world, even though it is a territory of high significance for the development of Serbian national identity. Vojvodina's multi-ethnic composition and historical experience has also encouraged the formation of a distinct regional identity. This book analyses the evolution of Vojvodina's identity over time and the unique pattern of ethnic relations in the province. Although approximately 25 ethnic communities live in Vojvodina, it is by no means a divided society. Intercultural cohabitation has been a living reality in the province for centuries and this largely accounts for the lack of ethnic conflict. Vassilis Petsinis explores Vojvodina's intercultural society and shows how this has facilitated the introduction of flexible and regionalized legal models for the management of ethnic relations in Serbia since the 2000s. He also discusses recent developments in the region, most notably the arrival of refugees from Syria and Iraq, and measures the impact that these changes have had on social stability and inter-group relations in the province.

This book explores the transformation and reinvention of conflict-generated diaspora groups’ politics in countries of residence. Numerous narratives link diasporas and conflicts: diasporas are seen alternatively as peace wreckers or peace makers, as products of forced migration related to conflicts, or as targets of securitization policies. “Transported conflicts” occurring within and between diasporas in their countries of residence, however, remain relatively underexplored, tend to be misunderstood, and often associated with “criminal” or “terrorist” activities. The chapters in this volume draw our attention to various interconnected temporalities explaining patterns of conflict transportation, such as the temps long of diasporic mobilisation, the here and now of what is happening in both host and home countries, and micro-temporalities and diasporans’ life trajectories. Finally, the contributions demonstrate that patterns, shapes and even occurrence of conflict transportation vary according to scale and space. Highly politicized forms of confrontation are not necessarily representative of everyday interactions between diaspora groups, which can entail discrete but tangible forms of cooperation and even solidarity. This edited volume calls for nuancing our approach to the links between diasporas and conflicts, to avoid falling into the essentialisation trap. The increased engagement of states with their co-ethnics abroad has recently become one of the most contentious features of European politics. Until recently, the issue has been discussed predominantly within the paradigm of international security; yet a review of the broader European picture shows that kin-state engagement can in fact have a positive societal impact when it actually responds effectively to the claims formulated by co-ethnic communities themselves. Poland's Kin-State Policies: Opportunities and Challenges offers new insights into this issue by examining Poland’s fast-evolving relationship with Polish communities living beyond its borders. Its central focus is the Act on the Polish Card (generally known as Karta Polaka). Tracing policymaking processes and the underlying political agendas that have shaped them, the volume situates Poland’s engagement within broader conceptual and normative debates around kin-state and diaspora politics and explores its reception and impact in neighbouring states (Ukraine, Germany, Lithuania). The volume highlights how the issue of co-ethnics abroad is increasingly being instrumentalised, most especially for the purposes of attracting labour migration to resolve the demographic crisis in Poland. Federalism is a very familiar form of government. It characterises the first modern constitution-that of the United States-and has been deployed by constitution-makers to manage large and internally diverse polities at various key stages in the history of the modern state. Despite its pervasiveness in practice, this book argues that federalism has been strangely neglected by constitutional theory. It has tended either to be subsumed within one default account of modern constitutionalism, or it has been treated as an exotic outlier - a sui generis model of the state, rather than a form of constitutional ordering for the state. This neglect is both unsatisfactory in conceptual terms and problematic for constitutional practitioners, obscuring as it does the core meaning, purpose and applicability of federalism as a specific model of constitutionalism with which to organise territorially pluralised and demotically complex states. In fact, the federal contract represents a highly distinctive order of rule which in turn requires a particular, 'territorialised' approach to many of the fundamental concepts with which constitutionalists and political actors operate: constituent power, the nature of sovereignty, subjecthood and citizenship, the relationship between institutions and constitutional authority, patterns of constitutional change and, ultimately, the legitimacy link between constitutionalism and democracy. In rethinking the idea and practice of federalism, this book adopts a root and branch recalibration of the federal contract. It does so by analysing federalism through the conceptual categories that characterise the nature of modern constitutionalism: foundations, authority, subjecthood, purpose, design and dynamics. This approach seeks to explain and in so doing revitalise federalism as a discrete, capacious and adaptable concept of rule that can be deployed imaginatively to facilitate the deep territorial variety that characterises so many states in the 21st century.

This edited volume explores the obstacles to and opportunities for the development and entrenchment of a sustainable and representative multinational federalism. In doing so, it tackles a striking puzzle: on the one hand, scholars agree that deeply diverse multinational and multiethnic democracies should adopt federal structures that reflect and empower territorially concentrated diversity. On the other hand, there are very few, if any, real examples of enshrined and fully operative substantive multinational federalism. What are the main roadblocks to the adoption of multinational federalism? Can they be overcome? Is there a roadmap to realizing multinational federalism in the twenty-first century? In addressing these questions, this book brings together scholars from across the globe who explore a diverse range of cases from different and innovative analytical approaches. The chapters contribute to answering the above questions, each in their own way, while also addressing other important aspects of multinational federalism. The book concludes that the way forward likely depends on the emergence of a specific set of norms and a receptiveness to the complex institutional design.
