Okinawan people have developed a unique tradition of protest in their long history of oppression and marginalization. Beginning with the Ryukyu Kingdom’s annexation to Japan in the late nineteenth century, Miyume Tanji charts the devastation caused by the Second World War, followed by the direct occupation of post-war Okinawa and continued presence of the US military forces in the wake of reversion to Japan in 1972. Since the end of World War II, protests against U.S. military base and related policies have occurred in several Asian host countries. How much influence have these protests had on the p;olicy regarding U.S. military bases? What conditions make protests more likely to influence policy? Protests Against U.S. Military Base Policy in Asia answers these questions by examining state response to twelve major protests in Asia since the end of World War II—in the Philippines, Okinawa, and South Korea. Yuko Kawato lays out the conditions under which protesters' normative arguments can and cannot persuade policy-makers to change base policy, and how protests can still generate some political or military incentives for policy-makers to adjust policy when persuasion fails. Kawato also shows that when policy-makers decide not to change policy, they can offer symbolic concessions to appear norm-abiding and to secure a smoother implementation of policies that protesters oppose. While the findings will be of considerable interest to academics and students, perhaps their largest impact will be on policy makers and activists, for whom Kawato offers recommendations for their future decision-making and actions.

This book examines classical and modern interpretations of education in the context of contemporary Okinawa as a site of neoliberal military-industrial development. Considering how media educate consumers to accept the plans and policies of the powerful, it questions current concepts of development and the ideology that informs national security policies. The book closely examines the signs, symbols, and rhetorical manipulations of language used in media to rationalize and justify a kind of development, which is the destruction of the environment in Henoko. Through careful analysis of public relations literature and public discourse, it challenges the presupposition that Okinawa is the Keystone of the Pacific and necessarily the only location in Japan to host U.S. military presence. The Translocal Island of Okinawa reveals the underrepresented memories, visions and actions that are involved in the making of Okinawan resistance against its subordinated status under the US-Japan security system beyond the narrowly defined political, cultural and geographical borders of locality. As Okinawa's base politics is a problem deeply rooted in the context of East Asia, so is the history of the people's protest movement. The issue examined in this book is the arbitrary distinction of scale between 'local', which tends to be employed for a particular territory demarcated by a cohesive culture, and 'regional', a larger area that consists of myriad localities. Locality, Shinnosuke Takahashi here argues, is neither self-evident, fixed nor homogenous but is established through historical processes that involve interaction, conflict and negotiation of individuals and communities across territorial and cultural boundaries. This book reveals the novel concept of Okinawa as a translocal island which offers a way to understand locality in the context of Okinawan activism as a product of multiple cultural and human flows, as opposed to the conventional way of framing the local community as fixed, internally cohesive and rigidly bordered. It makes an exciting contribution to the field of modern Japanese and East Asian studies by stimulating discussions on the richness and scale of local civic activism that is increasingly becoming a key political feature of the East Asian region.

Transpacific Antiracism introduces the dynamic process out of which social movements in Black America, Japan, and Okinawa formed Afro-Asian solidarities against the practice of white supremacy in the twentieth century. Yuichiro Onishi argues that in the context of forging Afro-Asian solidarities, race emerged as a political category of struggle with a distinct moral quality and vitality. This book explores the work of Black intellectual-activists of the first half of the twentieth century, including Hubert Harrison and W. E. B. Du Bois, that took a pro-Japan stance to articulate the connection between local and global dimensions of antiracism. Turning to two places rarely seen as a part of the Black experience, Japan and Okinawa, the book also presents the accounts of a group of Japanese scholars shaping the Black studies movement in post-surrender Japan and multiracial coalition-building in U.S.-occupied Okinawa during the height of the Vietnam War which brought together local activists, peace activists, and antiracist and antiwar GIs. Together these cases of Afro-Asian solidarity make known political discourses and projects that reworked the concept of race to become a wellspring of aspiration for a new society.

This book sheds light on the process in which the sub-state actor of Greenland has expanded its autonomy and strengthened its de jure participation in the national security of Denmark. By focusing on the case of the US Thule Air Base in Greenland, the largest military base in the Arctic, the authors endeavor to show that in the relationship between great powers, small countries and local actors within them, it is possible for local actors (sub-national entities) to have an influence on higher-level actors in the field of diplomacy on the national security level.
