The 1980s and ‘90s saw Latin American governments recognizing the property rights of Indigenous and Afro-descendent communities as part of a broader territorial policy shift. But the resulting reforms were not applied consistently, more often extending neoliberal governance than recognizing Indigenous Peoples’ rights. In Negotiating Autonomy, Kelly Bauer explores the inconsistencies by which the Chilean government transfers land in response to Mapuche territorial demands. Interviews with community and government leaders, statistical analysis of an original dataset of Mapuche mobilization and land transfers, and analysis of policy documents reveals that many assumptions about post-dictatorship Chilean politics as technocratic and depoliticized do not apply to indigenous policy. Rather, state officials often work to preserve the hegemony of political and economic elites in the region, effectively protecting existing market interests over efforts to extend the neoliberal project to the governance of Mapuche territorial demands. In addition to complicating understandings of Chilean governance, these hidden patterns of policy implementation reveal the numerous ways these governance strategies threaten the recognition of Indigenous rights and create limited space for communities to negotiate autonomy.

Ten years ago, the artificial intelligence research gap between academia and industry was very broad. Recently, this gap has been narrowed by the emergence of new fields and new joint research strategies in academia. Among the new fields which contributed to the academic-industrial convergence are knowledge representation, machine learning, searching, reasoning, distributed AI, neural networks, data mining, intelligent agents, robotics, pattern recognition, vision, applications of expert systems, and others. It is worth noting that the end results of research in these fields are usually products rather than empirical analyses and theoretical proofs. Applications of such technologies have found great success in many domains including fraud detection, internet service, banking, credit risk and assessment, telecommunication, etc. Progress in these areas has encouraged the leading corporations to institute research funding programs for academic institutes. Others have their own research laboratories, some of which produce state of the art research.

This book provides a comprehensive overview of emerging challenges facing different social groups, policy-makers and the international community related to economic growth, social development and environmental change, social inclusion and regional development. The book undertakes a critical assessment of the tensions associated with the failures of mainstream regulatory approaches and impacts of social and economic policies whilst widening the discussion on the interface between the expansion of the socio-environmental demands, equity and justice. Sexual Bargaining in the Digital Era follows the evolution of genders/sexualities and so on away from their Old Normal (ON) pattern, which prevailed during the Agricultural Age and the Industrial Age, and into the New Normal (NN) pattern which is currently surfacing in concert with an emerging Digital Era. ON was based on the ancient traditional script governing how women, men, children ought to behave within the spheres of genders/marriages/families/relationships/sexualities. Over the centuries, ON eventually modified into the familiar 1950s’ style (nuclear) patriarchal, cisgender, husband/wife/with children and family. And now that style itself is fading away into NN. NN is based not on script but on improvisation—it is essentially a continual work-in-progress. To make it function the partners engage in ongoing negotiation governed by the principle that “everything is negotiable except the principle that everything is negotiable.” NN has thus far been pursued most frequently by persons (New Lights) who are educated and relatively advantaged. ON has been pursued mostly by persons (Old Lights) who are less educated and relatively less advantaged. ON is also strongly embraced by persons of a traditional religious bent—persons who tend to be rigid and unbending in their religious views. Currently, they tend to be extremely right-wing evangelicals and extremely right-wing Catholics. Importantly, their political clout far exceeds their relatively modest numbers within the larger population. In brief, the shift from ON to NN is a move away from the sanctity of a particular structure to the primacy of persons engaged in ongoing processes of inventing (and reinventing) certain arrangements of genders/marriages/families/relationships/sexualities, enabling them to fulfil their needs for primary (intrinsic/emotional) satisfactions such as liking, loving, empathy, companionship, sexual and so forth. Among other things, this shift replaces the preeminence of the historic binary or cisgender approach—heterosexual, legal, children and so on—in favor of the diversity/variety/multiplicity approach which incorporates under one conceptual umbrella all persons of whatever genders, sexualities and so on. All persons are thus engaged in a common struggle to achieve personal satisfactions as well as contribute to the Greater Good.

The European Union (EU) is a key partner for African regional organizations and a major promoter of economic and political integration in the region. Several studies have interpreted the EU's role in Africa as either a self-interested hegemonic actor or as a value oriented normative power. In this volume, Daniela Sicurelli challenges these views by taking a closer look at Europe's policies towards Sub-Saharan Africa in the area of peacekeeping, trade and development, and environmental protection. Using fresh empirical evidence, including interviews with both European and African officials, she argues that the EU is far from becoming a unitary player in Africa. Lacking a clear strategy and coherent normative framework, the EU should be considered a multi-level actor, where national and supranational institutions have different interests and push forward contrasting views of what role Europe should play in Africa. The ability of single institutions to frame an issue as requiring either intergovernmental or supranational procedures appears crucial for shaping the content of European Africa policies. An original contribution to the growing literature on the EU as an international actor, this book is extremely useful to scholars, researchers and policy-makers demanding critical work in the field of EU-Africa policy.

In Bargaining with Multinationals , Loewendahl scrutinises the relationship between multinational companies, regional development and governments, using an international political economy framework of bargaining between government and multinationals. He critically analyses the role of foreign investment in economic development, and examines how governments can link inward investment to regional economic development. Based on extensive use of data, interviews and case studies of Siemens and Nissan's UK investment, the book shows why MNCs have invested in the UK in the past, how they bargained with the government, and what the impact was on the national and regional economies. In particular, through linking the strategy of multinationals to the location advantages of the UK, it is argued that labour flexibility and incentives were crucial to investment decisions. Loewendahl recommends a framework to integrate endogenous and exogenous approaches to developments; and proposes a greater role for the region and the EU to control incentives and monitor multinationals.

The insertion in June 1997 of a Title on employment in the Treaty on European Union has accelerated the drafting of European policy in this field over the last few years. This European dynamic has had widespread impact on the themes and mechanisms that characterise national systems of industrial relations. On the one hand, employment is increasingly governed by rules negotiated between the social partners and, depending on the circumstances, the State. This phenomenon of joint labour market regulation is confirmed by a marked desire on the part of employers' associations and trade unions to integrate employment-related issues into their actions and negotiations. On the other hand, the incorporation of employment-related themes by employers’ associations and trade unions, usually in concertation with government policies, is related with greater coordination of bargaining and concertation mechanisms established at European level and within each Member State. Today, the various national realities appear to be directed to various degrees by these two general tendencies. These phenomena active in the field of employment bargaining must therefore be analysed on three counts: the first focuses on the development of the coordination mechanisms that structure these negotiations, and more specifically raises the issue of co-responsibility for the labour market; the second deals with the strict content of employment bargaining, and examines the question of negotiated flexibility of working conditions and employment; the third addresses the autonomy of collective bargaining in Europe. This analysis informs our research, which is in turn intimately linked to recent changes taking place in national systems of industrial relations.
